About this file

This is a Register of Wage Determinations under the Service Contract Act issued by the U.S. Department of Labor Employment Standards Administration for Oregon and Washington counties, effective May 13, 2026 (Wage Determination No. 2015-5563, Revision 28).

The document establishes prevailing wage rates for service contract employees across numerous occupational classifications in Oregon (Clackamas, Columbia, Multnomah, Washington, and Yamhill counties) and Washington (Clark and Skamania counties). Wage rates range from $13.19 to $61.53 per hour across occupational categories including administrative support, automotive service, food preparation, health occupations, information technology, mechanics and maintenance, protective services, and technical occupations. All listed occupations receive a minimum of $5.55 per hour health and welfare benefits (up to 40 hours per week, $222.00 weekly, or $962.00 monthly). Employees are entitled to two weeks paid vacation after one year of service, increasing to three weeks after five years and four weeks after fifteen years, plus a minimum of eleven paid holidays annually. Computer professionals, air traffic controllers, weather observers, and certain other classifications have specific footnoted requirements or exemptions. Hazardous duty pay differentials of 4 to 8 percent apply to designated positions involving explosives, ordinances, or incendiary materials. Uniform allowances of $1.35 per week are provided where required. A Service Contract Act conformance process is outlined requiring contractors to identify unlisted classifications and submit proposed wages to the Department of Labor for approval within 30 days of contract award.
