About this file
This Statement of Work (SOW) details a utility survey project for the 47th Civil Engineer Squadron at Laughlin Air Force Base in Del Rio, Texas. The contractor will conduct a comprehensive survey of existing underground utility infrastructure across five defined zones, covering approximately 80.3 acres with an estimated 119,000 linear feet of utilities. The survey requires mapping and documenting detailed characteristics of electrical, water, storm sewer, sanitary sewer, natural gas, and communication lines using Subsurface Utility Quality Level B Survey methods with a 1-foot tolerance accuracy.
The project requires delivering a final study report with GIS data compliant with Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE), including precise utility system mapping, component details, and GPS-captured feature locations. The contractor must complete several key tasks: a kick-off meeting, field inspections, site surveys, and a final report within specified timeframes. Additional requirements include completing OpSec and Antiterrorism Level I Awareness Training, submitting an Entry Access List, and adhering to base security protocols. The contract will be awarded with separate options for each of the five utility survey zones, with zones varying in size from 4.4 to 26.4 acres and containing 0-12 facilities.
