STATEMENT OF WORK
Replace Existing Emergency Stand-by Generator
Big Pine Key, FL
GENERAL
1.1. The contractor shall provide all design, materials, labor, supplies and equipment to perform all operations required to complete the work in conformance with this statement of work and all current codes for replacement of an existing electric generator at National Key Deer Refuge headquarters building, Big Pine Key, FL.
1.2. Due to the nature of this project the site visit is mandatory for bidders and will be held at the National Key Deer Refuge Headquarters building and is recommended. The time and date of this meeting will be mutually agreed upon by all parties. See project contact, section 3.1.
1.3. Original drawings and specifications for the existing generator are not available for reference.
DESCRIPTION OF WORK
2.1. Provide Generator Power (Product Data Submittal for all items in this section):
2.1.1. Furnish, deliver, and install a new, USA made emergency standby, 80KW diesel generator with minimum of 70KW prime rating, utilizing the existing transfer switch and all related and necessary system components to complete a fully functional, code compliant installation and operation. Emergency disconnect required and placed on office building. Brand to be Generac, Kohler, Cummins or approved equal.
2.1.2. Disconnect, remove, and load the existing generator onto a refuge supplied trailer for refuge disposal. Contractor is responsible for the removal and disposal of the existing fuel tank in an environmentally friendly method. Contractor is responsible for notifying refuge staff 48 hours prior to the removal of existing generator so a trailer can be positioned in place.
2.1.3. Install new generator and new fuel tank on the existing elevated aluminum platform and concrete pad within the footprint of the existing structure.

2.1.4. Replacement generator must be compatible with the facility’s current electrical system.
2.1.5. Provide UL142A and NFPA 30 certifications with all the required labeling for the double-wall fuel tank.
2.1.6. Reference Attachment A for specification governing the complete product, associated components, installation, and testing requirements.
PERIOD OF PERFORMANCE
Period of performance beginning 10 calendar days from the Notice to Proceed: 90 calendar days for installation dependent on generator availability.
* All applicable permitting required for work will be contractor’s responsibility. Refuge can assist if required by local authorities, but all initiation efforts and costs associated with required permitting is contractor’s responsibility.

ATTACHMENT A: Emergency Standby Generator Specification
SECTION 16610
CONTINUOUS POWER ENGINE-GENERATOR
PART 1 GENERAL
1.1 WORK INCLUDED
A. Provide labor and material to install an 80kw emergency standby diesel generator with a minimum of 70KW prime rating of the latest commercial type and design as specified herein.
1.2 SUBMITTALS
A. The contractor shall furnish information showing manufacturers' model numbers, dimensions, and weights for the engine, generator, and major auxiliary equipment.
B. Substitutions: The types, classes, and catalog numbers hereinafter stated and employed to establish the class and quality of apparatus and equipment required for this work. All catalog numbers given are Generac Power Systems; however, apparatus and equipment effectively equal in all respects to that described as made by Caterpillar, Cummins, Kohler, Onan, Perkins or Triton shall be accepted if commercially available and serviceable in the local area.
C. The Contractor shall submit copies of pertinent drawings and schematic diagrams for approval and shall include the following:
1. Engine generator set including plans and elevations or riser views clearly indicating entrance points for each of the interconnections required.
2. Engine generator/exciter control cubicle.
3. Fuel consumption rate curves at various loads, ventilation, and combustion CFM requirements.
4. Exhaust mufflers.
5. Battery charger, battery and battery racks.
6. Fuel line connection points.
7. Automatic load transfer switches.
8. Actual electrical diagrams including schematic diagrams and interconnection wiring diagrams for all equipment to be provided.
9. Legends for all devices on all diagrams.
10. Sequence of operation explanations for all portions of all schematic wiring diagrams.
NOTE: The specific standby generator shall be for continuous electrical service during interruption of the normal utility source and shall be certified to this effect by the manufacturer for the actual unit supplied. These ratings must be substantiated by manufacturer's standard published curves. Special ratings or maximum ratings are not acceptable.

PART 2 PRODUCTS
2.1 MANUFACTURER
A. The equipment shall be manufactured by Generac Power Systems or approved equal, sized as indicated.
2.2 ENGINE
A. The prime mover shall be a liquid cooled, diesel fueled, turbocharged after cooled engine of 4-cycle design. It will have a 4 cylinder block with a minimum displacement of 4.0 liters, with a minimum rating of 120 BHP. The unit requires a minimum rated output of 80 kW at an operating speed of 1800 RPM.
B. The engine is to be cooled with a unit mounted radiator, fan, water pump, and closed coolant recovery system providing visual diagnostic means to determine if the system is operating with a normal engine coolant level. The radiator shall be designed for operation in 104 degrees f, 43 degrees c ambient temperature.
C. The intake air filter(s) with replaceable element must be mounted on the unit. Full pressure lubrication shall be supplied by a positive displacement lube oil pump. The engine shall have a replaceable oil filter(s) with internal bypass and replaceable element(s). Engine coolant and oil drain extensions, equipped with pipe plugs, and must be provided to outside of the mounting base for cleaner and more convenient engine servicing. A fan guard must be installed for personnel safety.
D. The engine shall have a battery charging DC alternator with a transistorized voltage regulator. Remote 2-wire starting shall be by a solenoid shift, electric starter.
E. Engine speed shall be controlled by isochronous governor to maintain alternator frequency within 0.5% from no load to full load alternator output. Steady state regulation is to be 0.25%.
F. The engine fuel system shall be designed for operation on diesel. A primary fuel filter, water separator, manual fuel priming pump, fuel shutoff solenoid and all fuel lines must be installed at the point of manufacture.
G. The primary fuel filter shall be capable of removing contaminants of 10 microns. Element shall be replaceable paper type.
H. The wattage shall be as recommended by the manufacturer. The contractor shall provide proper branch circuit from normal utility power source.
I. Sensing elements to be located on the engine for low oil pressure shutdown, high coolant temperature shutdown, low coolant level shutdown, overspeed shutdown and overcrank shutdown. These sensors are to be connected to the control panel using a wiring harness with the following features: wire number labeling on each end of the wire run for easy identification, a molded rubber boot to cover the electrical connection on each sensor to prevent corrosion and all wiring to be run in flexible conduit for protection from the environment and any moving objects.
J. Provide the following items installed at the factory:
1. The manufacturer shall supply its recommended stainless steel, flexible connector to couple the engine exhaust manifold to the exhaust system.

2. A secondary diesel fuel filter shall be installed and be capable of removing contaminants of 10 microns or larger. Element shall be replaceable paper type.
This filter is in addition to the standard filter(s) supplied with the engine.
3. The fuel system shall include a 350 gallon (usable), double wall base mounted fuel tank. Tank shall be coated with a textured polyester powder coating to protect against rust, corrosion, salt and humid conditions. It shall have a stub-up area convenient for electrical conduit entry. It shall have the structural integrity to support the engine-generator set and carry the UL 142 mark. Minimum features shall include all welded construction, a lockable fuel filler cap, fuel gauge, low fuel level alarm, fuel line check valve, vent and fittings for fuel supply, return, fill and emergency vent. This tank must be supplied by the engine-generator set manufacturer and be installed before shipment.
4. The base tank fuel fill pipe must be extended 8" to facilitate filling the base tank.
K. Provide the following items shipped loose from the factory:
1. Spring type unit vibration isolators.
L. Engine speed shall be controlled by an isochronous governor with no change in alternator frequency from no load to full load. Steady state regulation is to be 0.25%.
2.3 ALTERNATOR
A. The alternator shall be a 4 pole revolving field type, 4 lead, wired for 120/240 vac single phase, 60 Hz, rated at 80 kW with a permanent magnet driven exciter. Photosensitive components will not be permitted in the rotating exciter. The stator shall be direct connected to the engine to insure permanent alignment. The generator shall meet temperature rise standards for Class "H" insulation, operate within Class "F" standards for extended life. All leads must be extended into an AC connection panel. The alternator shall be protected by internal thermal overload protection and an automatic reset field circuit breaker.
B. One step load acceptance shall be 100% of engine-generator set nameplate rating and meet the requirements of NFPA 110 paragraph 5-13.2.6. The generator set and regulator must sustain at least 90% of rated voltage for 10 seconds with 250% of rated load at near zero power factor connected to its terminals when equipped with direct or brushless excitation. 300% short circuit current must be selectable on units equipped with permanent magnet exciters. Generators equipped with permanent magnet exciters not allowing the selection of the short circuit current ratings are not allowed.
C. The voltage regulator must contain a limiting circuit to prevent output voltage surges in excess of 125% of rated voltage during generator set operation. On loss or near loss of the voltage sensing signal, the voltage regulator must be capable of shutting down to prevent an over-voltage condition from occurring. It must have a second mode of operation allowing 300% of rated current to flow through the electrical distribution circuit(s) for ten (10) seconds under the same conditions. The use of voltage regulators not capable of selecting either mode of operation shall not be acceptable. LED indication will be provided on the regulator to monitor the sensing (yellow), excitation (green), and output circuit (red).
D. A NEMA 1 panel that is an integral part of the generator set must be provided to allow the installer a convenient location in which to make electrical output connections. A fully rated, isolated neutral must be included by the generator set manufacturer to insure proper sizing.
E. The electric plant shall be mounted with vibration isolators on a welded steel base that shall permit suitable mounting to any level surface.

F. Provide the following items installed at the factory:
1. A main line circuit breaker carrying the UL mark shall be factory installed. The breaker shall be rated per the manufacturer's recommendations unless specified below and mounted in the generator set connection box. The line side connections are to be made at the factory. Output lugs shall be provided for load side connections. A system utilizing manual reset field circuit breakers and current transformers is unacceptable.
2.4 COOLING SYSTEM
A. The engine shall be furnished with a cooling system having sufficient capacity for cooling the engine when the generator set is delivering full-rated load at the ambient temperature and altitude. A marine grade radiator is required.
B. The engine shall be equipped with an engine driven, centrifugal-type water circulating pump and thermostatic valve to maintain the engine at recommended temperature level.
C. The engine cooling system shall include one or more spin-on type engine water filters which will treat the coolant and prevent corrosion and scale deposits inside the cooling system.
D. The engine cooling system shall be filled with a minimum concentration of 50% ethylene glycol and shall be in compliance with the engine manufacturers requirements.
E. The engine shall be equipped with a radiator, blower fan, and close fitting vented shroud of a type and capacity recommended by the engine manufacturer. A rigid guard shall enclose both top and side of all moving parts between the engine and radiator.
2.5 EXHAUST SYSTEM
A. A residential critical type silencer, muffler companion flanges, and flexible stainless steel exhaust fitting properly sized shall be furnished. Exhaust pipe size shall be sufficient to ensure that exhaust back pressure does not exceed the maximum limitations specified by the engine manufacturer.
2.6 AUTOMATIC STARTING SYSTEM
A. Starting Motor: A DC electric starting system with positive engagement shall be furnished. The motor voltage shall be as recommended by the engine manufacturer.
B. Automatic Control: Fully automatic generator set start-stop controls in the generator control panel shall be provided. Controls shall provide shutdown for low oil pressure, high water temperature, overspeed, overcrank. Controls shall include a 30-second single cranking cycle limit with lockout. Unit shall start and carry a full load within 10 seconds (maximum) after power failure.
D. Battery Charging Alternator: A belt driven battery charging alternator rated 24 volts, 35 amp DC shall be provided with transistorized voltage regulator.
E. Batteries: A lead-acid storage battery set of the heavy-duty diesel starting type shall be provided. Battery voltage shall be compatible with the starting system. The battery set shall be rated no less than 220 amp hours. Cables and clamps shall be provided.
F. Battery Racks: Battery racks shall be provided for each battery and shall conform to
NEC 480-7 (a) (1). They shall be constructed of metal and so treated as to be resistant to deteriorating action by battery electrolyte. Further, construction shall be such that non-conducting insulation material directly supports the cells.

G. Battery Charger: A current limiting battery charger shall be furnished to automatically recharge batteries. Charger shall float at 2.17 volts per cell. It shall include overload protection, silicon diode full wave rectifiers, voltage surge suppresser, DC ammeter, DC voltmeter, and fused AC input. AC input voltage shall be 120 volts, single phase.
Amperage output shall be not less than 6 amperes.
2.7 GENERATOR CONTROL PANEL
A. A generator mounted NEMA 1 type vibration isolated 14 gauge steel control panel shall be provided. Panel shall contain, but not be limited to, the following equipment:
1. Frequency Meter, 3-1/2", dial type.
2. Voltmeter, 3-1/2", 2% accuracy.
3. Ammeter 3-1/2", 2% accuracy.
4. Ammeter-Voltmeter phase selector switch.
5. Automatic starting controls as specified.
6. Voltage level adjustment rheostat.
7. Dry contacts for remote alarms wired to terminal strips.
8. Individual fault indicator lights for low oil pressure, high water temperature, overspeed, overcrank, and low water temperature.
9. Running time meter, oil pressure, battery charging ammeter, and water temperature gauges.
B. Generator Remote Annunciator Panel: Provide a generator remote annunciator panel per NFPA-101. Locate annunciator as directed by the Contracting Officer or Contracting Officer’s Representative.
2.8 OUTPUT CIRCUIT BREAKER
A. A molded case circuit breaker, mounted upon the generator and sized as indicated on the drawings, shall be installed as load circuit interrupting and protection device. It shall operate both manually for normal switching functions and automatically during overload and short circuit conditions.
B. The trip unit for each pole in the breaker shall have elements providing inverse time delay during overload conditions and instantaneous magnetic tripping for short circuit protection. The circuit breaker shall meet standards established for Underwriters Laboratories, Inc., National Electrical Manufacturers Association, and National Electrical Code.
2.9 ENCLOSURE
A. The complete generator set shall be furnished with an aluminum, weather resistant, ventilated enclosure as furnished by the generator set manufacturer. Wind rating shall be a minimum of 150 mph. Enclosure shall be constructed with sound attenuation material that results in a rating less than 90 db(A) under full load.
2.10 AUTOMATIC LOAD TRANSFER SWITCH
A. Installation shall use the existing transfer switch already in place.

PART 3 EXECUTION
3.1 INSTALLATION
A. The completed generator set installation shall conform to SECTION 16010 "ELECTRICAL WORK" as well as all other applicable portions of the contract documents.
3.2 TESTING
A. Prior to final inspection, equipment shall be tested to show it is free of any defects and will start automatically and be subjected to full load test through the use of portable, dry type load banks supplied for this purpose at the job site by the generator set supplier.
B. The load bank will be capable of definite and precise incremental loading and shall not be dependent on the generator control instrumentation to read amperage and voltage of each phase. Rather, the test instrumentation will serve as a check of the generator set meters.
C. Saltwater brine tanks or those load banks requiring water as a source for cooling are not acceptable for this purpose and are disallowed and will not be utilized for this test.
D. Load bank testing shall be done in the presence of the Contracting Officer or his appointed representative only after the unit is permanently installed in accordance with the plans and specifications. Testing shall be for a period of four (4) hours under full load.
3.3 START-UP AND INSTRUCTIONS
A. On completion of the installation, start-up shall be performed by the engine manufacturer's trained dealer service representative. The date for the start-up shall be coordinated with the Refuge Manager.
B. Operating and Maintenance Instruction Manuals shall be supplied and procedures explained to Using Agency Personnel at the time of start-up.
3.4 WARRANTY
A. Equipment furnished under this Section shall be guaranteed against defective parts and workmanship under terms of the manufacturer's and dealer's standard warranty. But in no event shall it be for a period of less than three (3) years from date of final inspection of the system and shall include labor and travel time for repairs at the job site.
