About this file

This is a Performance Work Statement for Command Post Communications System Maintenance at Whiteman Air Force Base's 509th Bomb Wing. The contract encompasses a one-year base period (November 1, 2026 – October 31, 2027) with four one-year option periods extending through October 31, 2031.

The contractor must provide a full/unlimited five-year warranty covering all hardware, software, materials, and workmanship related to command post communications system maintenance, effective upon contract issuance. The warranty includes 24/7 emergency technical assistance via remote dial-in and on-site response. Service response requirements are tiered by failure severity: catastrophic failures (loss of 25 percent or more circuit capability) require on-site arrival within two hours with continuous work until restoration; major failures (loss of supervision, conference ability, or 10 percent or more circuits) require arrival within three hours during business hours or next business day for off-hours notifications, with restoration within 48 business hours; minor failures require service as soon as commercially reasonable with repair completed within three business days. The contractor must also provide an optional yearly maintenance agreement quote for up to five years post-warranty covering hardware/software upgrades, materials, workmanship, and training. Required annual services include on-site and remote maintenance for 13 hardware/software systems, including HP4000 licenses, HIPATH trading systems, SIFA radio interfaces, PTT headsets, Dell servers, ELO touchscreens, APC smart UPS units, ASC Marathon systems, DAKS servers, and network hubs.
