3.1.1. The drawing part numbers, quantities, delivery requirements, and delivery dates will be provided with each delivery order under this contract.
3.1.2. The Contractor shall ensure the materials delivered to the Government are correct and meet the specifications of the Technical Data Package (TDP) (Attachment 01) provided as Government Furnished Information (GFI).
3.1.3. Design engineering requirements are not associated with this SOW; however, technical expertise will be required to understand and comply with the drawings and to identify discontinued or obsolete parts.
3.1.4. The Contractor shall have a counterfeit material prevention plan. This plan shall include strategies to avoid, detect, and mitigate counterfeit material. The Contractor shall provide written notification via electronic mail (email) to the Procuring Contracting Officer (PCO) and Contracting Officer’s Representative (COR) of any or suspected counterfeit material within 24 hours of discovery.
3.2. Technical Data Package
3.2.1. The TDP includes the drawings with specifications and tolerances associated with each line item to be procured, manufactured, and assembled. The Contractor shall adhere to all applicable Military Standards, specifications, and requirements on each drawing included in the TDP.
3.2.2. The Government estimates the drawings will be revised four (4) times per year due to engineering changes, obsolescence, Diminishing Manufacturing Sources and Material Shortages (DMSMS), etc. The COR will provide the Contractor with a copy of the revised drawings. The Contractor shall destroy all superseded revisions of the drawings. The Contractor shall ensure all parts are being manufactured to the latest revision of the drawings.
3.2.3. The Government will provide a Drawing Revision List (Attachment 02) to the Contractor to ensure the latest revision of each drawing is being used.
3.2.3.1. This list will be provided to the Contractor when new orders are submitted
3.2.4. The Government reserves the right to revise any drawing at any time due to design or requirement changes inherent to the development of TTWCS.
3.2.5. The Contractor shall not deviate from the specifications and technical data provided in the TDP without receipt of prior written approval from the PCO. The Contractor shall not substitute, change, or modify any specification or technical data in the TDP without written authorization from the PCO.
3.2.5.1. If the Contractor determines the materials cannot be procured or materials listed are incompatible due to shortage, obsolescence, DMSMS, and/or manufacturability, the Contractor shall contact the PCO and COR via email within two (2) business days of discovery to resolve any issues, errors, or ambiguous information contained within the TDP.
3.2.5.2. The COR will relay the issue to the proper Government technical advisors who will provide resolution to any issues, errors, or ambiguous information contained within the TDP to the PCO and COR. The COR will then communicate the technical advisors’ resolution to the Contractor.
3.2.5.3. The Contractor may request a deviation to a drawing in order to resolve technical, manufacturing, and/or procurement issues. To request a deviation, the Contractor shall complete and submit a TTWCS HW Deviation Record TTWCS- PHD-23-314 (Attachment 03) to the COR. The Contractor shall include necessary supporting information and documentation.
3.2.5.4. The Government technical team will review the TTWCS HW Deviation Record and provide a recommendation to the PCO who will make the final approval/disapproval determination. If approved, the COR will provide written notification via email to the Contractor to proceed with the approved deviation. If the deviation request is disapproved, the COR will provide a written notification that includes both a reason(s) for disapproval and a proposed solution to proceed.
3.3. Procurement
3.3.1. The Contractor shall procure all materiel in accordance with the TDP. No substitutions nor modifications of similar items is allowed unless previously approved under section 3.2.5.3
3.3.2. The Contractor shall ensure that all materials provided under this contract are not counterfeit. The Contractor shall examine potential suppliers to assess the risk of receiving counterfeit materiel.
3.3.3. The Contractor shall use Government or industry services such as Government-Industry Data Exchange Program (GIDEP) and other commercially available services to identify part or supplier quality or authenticity problems.
3.3.4. The Contractor shall use purchasing procedures which require the selection of parts and materiels from the Original Equipment Manufacturer (OEM) or an OEM authorized supplier.
The Contractor shall not use independent distributors.
3.3.5. The Contractor shall require a certificate of compliance and supply chain traceability for all materiel.
3.3.6. The Contractor shall warrant the materiels delivered under this contract (1) are new; (2) contain materials procured directly from the OEM or an OEM authorized supplier; (3) are not nor contain counterfeit items; (4) contain only authentic, unaltered OEM labels and other markings; (5) have documentation made available upon request that authenticates traceability to the applicable OEM or OEM authorized supplier; (6) are free from defects in workmanship and materials; and (7) conform to the drawings, specifications, and requirements of the TDP and this contract. These warranties of workmanship and materials shall survive inspection, test, receipt and acceptance of the materiels and shall cover a 12-month period following receipt and acceptance.
3.4. Manufacturing & Assembly
3.4.1. The Contractor shall furnish all materiel, labor, and incidentals to accomplish the efforts required by this SOW.
3.4.2. The Contractor shall manufacture all parts, assemblies, and cables to the specifications and tolerances contained within the TDP Drawings.
