Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Offers are being requested and a written solicitation (paper copy) will not be issued. Offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation.

Solicitation FA670323Q0014 is issued as a request for quotation (RFQ).

This solicitation document and incorporated provisions and clauses are those in effect through Electronic Code of Federal Regulation (eCFR), 17 August 2023 and Air Force Federal Acquisition Circular (AFAC) 2023-0707.

This procurement is being issued as total small business set-aside under 561730- Landscaping Services and small business size standard of $9.5M average annual receipts.

Dobbins Air Reserve Base, Marietta, GA, has a requirement for Timber Management Services. The contractor, on a firm fixed-price basis, shall provide all personnel, equipment, tools, materials, vehicles, supervision, and other items and services necessary to perform at Dobbins Air Reserve Base (ARB). All work shall be completed in accordance with the Performance Work Statement (PWS), dated 25 August 2023 (Attachment 2).

The period of performance is 45 calendar days from Written Notice of Award.

Please review this solicitation in its entirety including solicitation attachments provided herein and submit an offer for the services as outlined in the PWS (Attachment 2). Offerors shall submit their firm fixed-price quote using the attached Pricing Schedule (Attachment 3).

NOTE: Any modification to the combined synopsis/solicitation or its attachments, with the exception of inputting pricing on attachment 3, Bid - Price Schedule, will be rejected and render the proposal ineligible for award.

SITE VISIT INFORMATION: Site Visit is scheduled for 9:00 A.M. EST on 8 September 2023. Site visit will start at 1538 Atlantic Ave, bldg. 812, Dobbins ARB, GA 30069. To attend the site visit, interested parties MUST fill out a “Site Visit Form,”(attachment 5) with name(s); drivers licenses numbers of anyone attending to Dennis Parmer (dennis.parmer.1@us.af.mil), and copy to Kenneth Jacob (kenneth.jacob.1@us.af.mil) no later than 4:00 PM E.D.T. 6 September 2023.

(a) Your visitor’s pass will be pre-approved at the Main Gate visitors center. Your ID will be required. A background check will be conducted on you before arrival.

If you have a felony conviction within the last 10 years, you will not be allowed on base. If you received a Pardon for your conviction, you will not be allowed on base.

ONLY ONE (1) SITE VISIT WILL BE HELD/CONDUCTED.

(b) Submission of offers. Electronic Submission of offers is required. Offers shall be submitted via email to the following: Dennis Parmer (dennis.parmer.1@us.af.mil), and Ken Jacob (kenneth.jacob.1@us.af.mil) not later than 2:00 PM, (EDT) 15 September 2023. Offerors shall submit a clear and complete quote, and include only information that is relevant to this notice.

Offerors shall submit a firm fixed-price quote for CLIN 1 and CLIN 2; failure to submit a quote for both CLINS may render your offer unacceptable. Offerors shall submit their firm fixed-price quote using the attached Pricing Schedule (Attachment 3). Oral and FAX quotes are not authorized and will not be accepted.

Email Format: The subject line of all emails that comprise the proposal shall be formatted as follows: Subject: FA670323Q0014/Company Name/Email X of X (insert number of the email and total number of emails)

Acknowledgement of Solicitation Amendments. The Government reserves the right to revise or amend the solicitation and attachments prior to the offer closing time. By submission of a quote, the Offeror acknowledges all amendments issued and posted with this Solicitation on sam.gov.

Discrepancies. If an Offeror believes that the requirements in these instructions contain an error, omission, or are otherwise unsound, the Offeror shall immediately notify the Contracting Officer in writing with supporting rationale as well as the remedies the Offeror is asking the Contracting Officer to consider as related to the omission or error. The Offeror is reminded that the Government reserves the right to award this effort based on the initial quote, as received, without discussion.

(c) Period for acceptance of offers. The Offeror agrees to hold the prices in its offer firm for 60 Calendar Days from Response Date.

(d) Contract award. The Government intends to evaluate offers and award a firm fixed-price contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms from a price. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest and waive informalities and minor irregularities in offers received.

System for Award Management. In order for an Offeror to be considered for award, the Offeror must be registered in System for Management Award (SAM).

If you are not registered, and active, you are ineligible for award.

Note that the clause at DFAR 252.232-7003 is included in this solicitation. DoD requires all payment requests to be submitted and processed electronically. All vendors/contractors must familiarize themselves with this clause and DFAR

252.232.7003 for specific procedures. The DoD electronic form for transmission is Wide Area Workflow – Receipt and Acceptance (see website – https://wawf.eb.mil). Wide Area Workflow Training may be accessed online at http://www.wawftraining.com. Payment will only be made via this system.

The provision at FAR 52.212-2, Evaluation -- Commercial Items (Oct 2014) applies.

(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(i) Price

(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.

Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Offerors shall use the Pricing Schedule (Attachment 2) to submit pricing for their firm fixed-price quote.

Offerors are required to complete the representations and certifications found in the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (DEC 2022) OR complete electronic annual representations and certifications at the System for Award Management https://www.sam.gov/SAM/.

Offerors are required to complete the representations found in the provision 52.204-24 Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment (NOV 2021)

If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (v) of this provision

52.212-2, Evaluation—Commercial Products and Commercial Services (Nov 2021), (c) The Government will evaluate offers for award purposes by adding the total price for all CLINS. Funding is available; however, based on available funding, the Government may award one, both or no CLINS.
