(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The non-price factor is approximately equal when compared to price. The following factors shall be used to evaluate quotes:

(i) Price.

(ii) Technical Capability of providing pastureland, shelter, water availability, to meet Government’s Statement of Work requirements, as well as Quoter’s written experience demonstrating their capability to care for mules as detailed in the

Statement of Work.

(ii) Past Performance of the quoter on projects similar in scope and complexity. This measures the degree to which a contractor has satisfied its customers in the past and is a measure of quality (e.g. Did the firm complete previous jobs timely? With a high level of quality and in accordance with the specifications? Did they manage the administrative functions well?). Based on the findings, we will assess the government’s confidence for each quoter to successfully perform the contract requirements. Each similar service contractor provided on which past performance information is collected will be rated for recency and relevance. Past performance information for similar service provided that are more recent and/or more relevant will receive more weight in the confidence assessment. The Government may contact sources listed by the quoter and/or other sources of information including, but not limited to, Federal, State and Local governments, better business bureaus, published media, and electronic databases to verify the information provided in the quote. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the
