About this file

This document is a Technical Requirements specification for the procurement of high-voltage couplers for the James River Reserve Fleet HV Cable Expansion project.

The vendor must supply 16 total Adalet Quik-Thread™ High-Voltage Couplers rated at 15kV and 500A with PTFE "TF" series non-breakable insulators: 7 male plugs (model QPML415ATFB) and 9 female receptacles (model QSFL415ATFBBR). Each unit must include a complete stress control termination kit compatible with 2 AWG, 3-conductor, 15kV Type SHD-GC cable, and a heavy-duty dust cap with stainless steel tether. Physical specifications require corrosion-resistant copper-free aluminum alloy housing with high-conductivity, heavy silver-plated copper contacts. Female receptacles must include "BR" specification (brass/bronze components) for enhanced grounding and corrosion resistance. Cable entrance components must provide a watertight seal for 2.31-inch outer diameter cables. The vendor must provide factory-certified Dielectric Withstand and Corona Extinction test results for each serialized unit per IEEE 48-1990 standards, along with a written intermateability guarantee confirming compatibility with existing 15kV "TF" series infrastructure on-site. Final acceptance requires successful visual inspection confirming no casting voids, thread galling, or insulator damage; continuity verification through dry-run mating of a male-female pair to confirm ground-check circuit continuity; and receipt of all technical data sheets and installation manuals.

Technical Requirements: High-Voltage Coupler

Procurement

Project Reference: James River Reserve Fleet HV Cable Expansion

Total Units: 16 (7 Male, 9 Female)

1. Scope of Supply

The Vendor shall provide the following Adalet Quik-Thread™ High-Voltage Couplers, ensuring all units are 15kV, 500A rated with PTFE (Teflon) "TF" series non-breakable insulators:

● Item 1: Male Plug (QPML415ATFB) – Quantity: 7 Each

● Item 2: Female Receptacle (QSFL415ATFBBR) – Quantity: 9 Each

2. Mandatory Components & Accessories

To ensure a complete installation, each unit must be supplied with:

● Termination Kits: One (1) complete stress control termination kit per coupler, compatible with 2 AWG, 3-conductor, 15kV Type SHD-GC cable.

● Protective Hardware: Each of the 16 units must include a heavy-duty Dust

Cap/Protective Cover with a stainless steel tether to prevent contamination when disconnected.

3. Physical & Material Specifications

● Housing: Corrosion-resistant, copper-free aluminum alloy.

● Contacts: High-conductivity copper, heavy silver-plated for 500A continuous duty.

● Grounding (Item 2): The Female Receptacles must include the "BR" specification

(Brass/Bronze components) for enhanced grounding and corrosion resistance in the interlock assembly.

● Cable Entrance: End-bells and grommets must be sized to provide a watertight seal for an outer cable diameter (O.D.) of 2.31 inches.

4. Quality Assurance & Compliance

The Vendor is required to provide the following with the shipment:

● Certified Test Reports: Factory Dielectric Withstand and Corona Extinction test results for each serialized unit per IEEE 48-1990.

● Intermateability Guarantee: A written guarantee that the QPML and QSFL units provided are fully compatible with the existing 15kV "TF" series infrastructure currently on-site.

5. Acceptance Criteria

Final payment/acceptance is contingent upon:

1. Visual Inspection: No casting voids, thread galling, or damage to the PTFE insulators.

2. Continuity Check: Successful "dry-run" mating of a male and female pair to verify ground-check circuit continuity.

3. Documentation: Receipt of all technical data sheets and installation manuals.
