About this file
This document is a technical evaluation assignment related to a USAID anti-corruption activity in North Macedonia called Partnership Against Corruption (PAC). The main objective of the activity is to decrease opportunities for corruption through the government's digital transformation. Specific objectives include raising public awareness of the national e-services portal and ensuring effective public service delivery through digital solutions, particularly in sectors prone to corruption such as medicine, land/water administration, and construction.
The offeror is required to develop a 10-slide PowerPoint presentation with a 3-page narrative describing creative communication tools and visual products to raise public awareness, increase demand for e-services, and communicate project results. This technical evaluation assignment is related to a USAID solicitation for a "Communications and Outreach Support Activity" in North Macedonia, which aims to raise awareness of USAID programs and increase their impact through high-quality analytics, communications products, media engagement, and training for USAID staff and partners.

TECHNICAL APPROACH - Showcase
Below are real-life objectives for Partnership Against Corruption (PAC), an USAID anticorruption activity, launched recently. The activity is planned for implementation over the next 5 years.
Activity Objective: Decreased opportunities for corruption through the government’s digital transformation
The Government of North Macedonia has made progress on digital transformation. Public services are more user-oriented through upgrading of the national e-portal for services, with more than 120 services now available entirely electronically. North Macedonia’s e-procurement portal provides a degree of transparency at the tender stage. The government has upgraded the system to link government registers to the State Commission for the Prevention of Corruption
(SCPC) to allow verification of asset declarations. However, the underlying processes are frequently suboptimal, and simplification of administrative process lags. Not all institutions show the same level of enthusiasm for providing services online. As a result, citizen satisfaction with service provision is not as high as it could be, and lack of awareness of services that are available online compounds the dissatisfaction.
1. The public is aware and makes use of the national e-portal for services
The Government of North Macedonia has struggled to raise public awareness on the national e-service portal and the services the public can access through it. Many of the services available relate to life events that require only sporadic use of the portal, thus raising awareness of the portal through exposure will take considerable time. The government is also limited in its ability to raise awareness as it is prohibited from advertising in media using public funding.
2. Public services provided effectively through digital solutions
PAC will support the Government of North Macedonia in providing public services more effectively through digital solutions. PAC will prioritize services and sectors particularly prone to corruption and where digital transformation has the greatest potential to make an impact on levels of corruption and citizen satisfaction. Aside from Human Resource Management Information System (HRMIS) and public procurement, areas include medicine and medical device availability, land and water administration, and construction—all areas of particular concern for the private sector.
Corruption reports related to these sectors are often in the media and public discourse, making it important to consider services within the Agency for Medicines and Medical Devices, Ministry of Environment and Physical Planning, and Ministry of Transport and Communications. PAC will also engage with chambers of commerce to capture the concerns of private sector actors, who are among the main users of services particularly prone to corruption and use public consultations and user surveys to assess the biggest obstacles and pain points for the average citizen.
Task to Offeror:
The offeror is required to develop campaigns to raise public awareness of the national e-service portal, the services available and how to use the portal.
Develop a PowerPoint Presentation of up to 10 slides supported with narratives of up to 3 pages, to describe creative communication tools and visual products you will use to raise public awareness, increase public demand for e-services, and ultimately communicate project results to the general public of North Macedonia.
