TECHNICAL SPECIFICATIONS FOR

Pan Tilt Zoom (PTZ) Camera Assembly for a Flight Deck Video System (FDVS)

1.0 GENERAL

1.1 BACKGROUND

Flight Deck Video System (FDVS) Cameras (fixed and Pan Tilt Zoom) provide air capable U.S.

Coast Guard cutters with a Day (Color) and No Light (Thermal) imaging capability to enhance the ability to conduct helicopter operations (e.g. landing, take off, and refueling) on the flight deck in normal lighting and during no light operations. The FDVS cameras provide a view of the flight deck and are controlled by the Helo Control Officer (HCO) located on the bridge during flight quarters. The FDVS cameras provide the HCO the ability to detect movement in the aircraft landing area and identify objects and personnel on the flight deck. A separate Digital Video Recorder, which is part of the Cutter Video Recording System (CVRS), records the PTZ Camera video. The existing video cabling between the FDVS Cameras and the CVRS is analog coaxial cable.

1.2 OBJECTIVE

The objective of this specification is to identify a suitable replacement for the current FDVS’ Pan Tilt Zoom (PTZ) Camera Assembly, which has reached end-of-life and end-of-service, used on 270', 210', and 282' Medium Endurance Cutters and 420’ Icebreaker. The chosen PTZ Camera Assembly will undergo testing and evaluations that will last 60 days in a shipboard environment.

The selected PTZ Camera Assembly must pass testing to ensure full compatibility with the existing PTZ Controller and CVRS and the specifications outlined in Section 2. Internal Coast Guard personnel will perform of the replacement PTZ Camera Assemblies onboard the Medium Endurance Cutters and 420’ Icebreaker.

1.3 APPLICABLE DOCUMENTS

1.3.1 Compliance Documents

The PTZ Camera Assembly, associated accessories, and documentation, shall conform to applicable standards identified in this section. The Contractor shall adhere to all policies and procedures established by the Government, Safety Code, or Industry Standard. This is not a complete list of all references; therefore, the Contractor is required to meet all standard requirements /specifications, whether or not the reference document is listed. The documents listed below provide specifications, standards, or guidelines that must be complied with in order to meet the requirements:

a. Department of Defense Test Method Standard for Environmental Engineering Considerations and Laboratory Tests - MIL-STD-810

b. Shipboard-Helicopter Operational Procedures Manual Commandant Instruction M3710.2E

c. Shipboard Helicopter Operations Facility Certification Program dated 6 Sep 1989 Commandant Instruction 3120.13

d. ASTM Standard D3951-18 Standard Practice for Commercial Packaging.

2.0 SPECIFIC REQUIREMENTS

The Pan Tilt Zoom (PTZ) Camera Assembly shall meet all of the following Threshold (minimum) requirements/specifications. In addition, there are requirements identified as “Objective.” An “Objective” is a preferred system capability, not a threshold/minimum requirement.

a. End User functions:

1) The FDVS Cameras (fixed and PTZ) provide air capable USCG cutters with a Day (Color) and No Light (Thermal) imaging capability to enhance the ability to conduct helicopter operations (e.g.

landing, take off, & refueling) on the flight deck in normal lighting and during no light operations.

2) The PTZ Camera Assembly (consisting of both Day (color) and No Light (thermal) zoom lens and camera mounted in a pan tilt enclosure) will have a controller located within the Pilot House for tracking helicopters during operations on the flight deck.

3) The PTZ Camera Assembly shall interface with the existing PTZ Controller.

4) The PTZ Camera Assembly shall provide the ability to display a minimal of 18 characters in an alphanumeric character for date/time stamp purposes. The character display can be setup to either the upper or lower sides of a screen in the position of a character.

b. Physical/Environmental:

1) The PTZ Camera Assembly will be installed on the hangar or overhead structure forward of the flight deck, 15-25 feet above deck, so it provides a clear unobstructed view (through the use of PTZ capabilities) of the entire flight deck aft of the forward peripheral line, as well as the helicopter approach path from ¼ mile aft of the ship, and the helicopter departure zone directly abeam and on either side of the forward peripheral line. (Note: The FDVS Fixed Camera is installed near the hanger door (port or starboard side) 8-10 feet above the deck.)

2) The PTZ Camera Assembly and encoder (if required) shall meet or exceed NEMA IP66 rating.

c. Interface:

1) PTZ Camera Control Unit

(a) Interface RS-232 or RS-422 or RJ-45 Connector for Ethernet 10/100Base-T

(b) Commands Pan, Tilt, Zoom, and Focus

2) Video Output:

Threshold: Analog or IP. If only IP video output is available, the contractor shall provide an encoder (either external or internal to the PTZ Camera Assembly) to convert the video to analog.

Objective: Analog

d. Specifications:

1) The PTZ Camera Assembly shall meet the following standards:

(a) Rotation: 360° continuous

(b) Pan speed:

Threshold: 1° to 10°/sec

Objective: 0.3° to 10°/sec

(c) Tilt range: –70° to +70° non-continuous

(d) Tilt speed:

Threshold: 1° to 60°/sec Objective: 0.3° to 60°/sec

2) The required operating temperature range is –32 °F to +131 °F.

3) The No Light Camera shall meet the following minimal standards:

(a) Frame Rate: 30 Hz

(b) Resolution: 640x480

(c) Spectral response:

Threshold: Long Wave Infrared LWIR Spectrum (approximately 6-14 µm range) Objective: Long Wave Infrared (LWIR 8.0 – 14.0 μm)

(d) Thermal sensitivity:<50 mK

(e) Horizontal Field of View:

Threshold: 40˚Horizontal Objective: 45˚Horizontal

(f) Vertical Field of View: 37˚ Vertical

(g) Zoom:

Threshold: 2X Objective: 3X or higher

4) The Daylight Camera shall meet the following minimal standards:

(a) Frame Rate: 30 Hz

(b) Resolution: 640x480

(c) Zoom: 36X

(d) Horizontal Field of View:

Threshold: 50˚ to 5˚ Objective: 57˚ to 2˚

(e) Minimum Illumination: 17.1 lux

3.0 OTHER APPLICABLE CONDITIONS

3.1 WARRANTY

The contractor shall provide a standard commercial warranty for a minimum of 12 months after delivery of equipment to the USCG. Product warranties shall include a product return policy. Any Original Equipment Manufacturer (OEM) warranties associated with products delivered under this contract/order shall be available directly to the USCG.

3.2 PRODUCT OBSOLESCENCE

Notwithstanding the Government’s desire for exact model number and configuration availability for the entire five (5) year period of performance of this Delivery Order, the Government reserves

the right to modify the delivery order during the period of performance if the awarded PTZ camera model and/or configurations are no longer available (e.g. due to diminishing manufacturer resources) and an appropriate form-fit-function replacement that meets the technical specifications is identified by the contractor and approved by the Government. If such a change becomes necessary, such modification will be executed bilaterally with mutual agreement of the contractor and the Government.

3.3 SECTION 508 COMPLIANCE

3.2.1 Section 508 of the Rehabilitation Act (classified to 29 U.S.C. § 794d) requires that when Federal agencies develop, procure, maintain, or use information and communications technology (ICT), it shall be accessible to people with disabilities. Federal employees and members of the public with disabilities must be afforded access to and use of information and data comparable to that of Federal employees and members of the public without disabilities.

3.2.2 All products, platforms and services delivered as part of this work statement that, by definition, are deemed ICT shall conform to the revised regulatory implementation of Section 508 Standards, which are located at 36 C.F.R. § 1194.1 & Appendixes A, C & D, and available at https://www.ecfr.gov/cgi-bin/text-idx?SID=e1c6735e25593339a9db63534259d8ec&mc=true&node=pt36.3.1194&rgn=div5. In the revised regulation, ICT replaced the term electronic and information technology (EIT) used in the original 508 standards. ICT includes IT and other equipment.

3.2.3 Exceptions for this work statement have been determined by DHS and only the exceptions described herein may be applied. Any request for additional exceptions shall be sent to the Contracting Officer and a determination will be made according to DHS Directive 139-05, Office of Accessible Systems and Technology, dated November 12, 2018 and DHS Instruction 139-05- 001, Managing the Accessible Systems and Technology Program, dated November 20, 2018, or any successor publication.
