About this file

This is a Supply Specifications/Schedule of Items document for a federal contract solicitation issued by the Rogue River-Siskiyou National Forest for the J Herbert Stone Nursery.

The Government seeks approximately 1.346 million container seedlings (Q-Plugs) to be grown during a summer 2026 crop cycle and delivered by September 25, 2026. Primary species include Douglas-Fir and Ponderosa Pine, with additional conifer species included. The contractor must operate a permanent greenhouse facility located within 300 miles of Central Point, Oregon. The Government will provide seeds (with complete test data including germination rates, purity, and seed count) and filled Hortiblock 200 growing containers (13.5 inches wide × 26.5 inches long × 2.25 inches deep) by July 1, 2025. Sowing must occur between July 1-8, 2026, with finished seedlings delivered back to the Nursery between September 21-25, 2026. The contractor is responsible for all cultivation activities including germination, fertilization, irrigation, lighting, pest control, weeding, and thinning to single seedlings per cell, with the objective of achieving balanced growth for high post-transplanting survival rates. The contractor must submit a technical proposal outlining production methods, provide a sow summary report within two weeks of completion, deliver a crop status report at least two weeks prior to shipment, maintain detailed cultural work records, and prepare seedlings for shipment by irrigating within four hours of transport.

Payment consists of 25 percent progress payment following seedling thinning, with final payment made at the unit contract price per thousand seedlings delivered and accepted. An optional item allows contractors to request payment for total cells sown on poor-germination seed lots if minimum acceptable germination rates per species are specified. The estimated contract period runs from May 1, 2026, to September 25, 2026. All responsible sources may submit offers including unit pricing per thousand seedlings delivered and unit pricing per thousand cells sown for the optional poor-performing seed lot item.

J HERBERT STONE NURSERY

ROGUE RIVER SISKIYOU NF – PACIFIC NORTHWEST

SUPPLY OF CONTAINERIZED SEEDLINGS SUMMER

(aka - FY26-JHS-BP-Plugs Purchase Deliver SUMMER)

SUPPLY SPECIFICATIONS/SCHEDULE OF ITEMS

Project Name: SUPPLY OF CONTAINERIZED SEEDLINGS

SCOPE OF CONTRACT: Production of Container Seedlings –

This solicitation aims to obtain the supply of an estimated 1.346 million container seedlings to be grown at a growing facility until the Government transports and transplants the Plugs into fields at the J Herbert Stone Nursery (Nursery) of the Rogue-Siskiyou National Forest. The containerized seedlings will be grown in a summer crop detailed below. The primary species will be Douglas-Fir and Ponderosa Pine, but numerous other conifer species will be included. The vendor's growing facility must be located within 300 miles of the Nursery, Central Point, Oregon, to facilitate direct transplanting of the seedlings into the fields at the Nursery site.

Summer 2026 CROP

Supply an estimated 1.346 million finished Plugs (or equivalent) seedlings by 9/25/26.

• The seed will be delivered to the offeror's facility before the scheduled sowing.

• Hortiblock 200's (block size: approximately 13.5 in. wide x 26.5 in. long x 2.25 in. deep) filled with growing media will be delivered to the vendor's facility by 07/01/25.

• Sow seed between 07/01/26 and 07/08/26 unless a change is recommended by the vendor and approved in advance by the Government.

• Finished Q-Plugs to be delivered back to the Nursery in Central Point, Oregon, between 09/21/26 and 9/25/26 (dates set by the Government).

THE GOVERNMENT WILL:

• Provide the contractor at the earliest possible time with all available test data for each seed lot used, including seeds per pound, germination, purity, test dates, and total weight.

• Provide the required Hortiblock 200's (block size: approximately 13.5 in. wide x 26.5 in. long x

2.25 in. deep) filled with growing media.

• Arrange for delivery of the Hortiblocks to the contractor's growing facility by the dates indicated above for each crop.

• Arrange return transportation/shipping of finished Plug seedlings in Hortiblocks by the dates indicated above for each crop.

• Make periodic inspections of the stock at the contractor's facility. Deficiencies noted at such reviews shall be promptly corrected. Finished seedling delivery dates will be set by the Government when inspections determine whether the plant's size and condition are acceptable.

Final inspection and acceptance will be made at the time of delivery.

SUPPLY OF CONTAINERIZED SEEDLINGS SUMMER

THE CONTRACTOR WILL:

• Provide a permanent greenhouse at a growing facility located within 300 miles of the Nursery, Central Point, Oregon.

• Provide a technical proposal outlining all production methods, activities, and conditions, including sowing methods, greenhouse climate targets, fertilization schedules, hardening off methods, and other growing information.

• Calculate the seed required to produce the number of seedlings requested using the seed lot data provided by the Government.

• Provide the methods used to calculate seed use. The Government reserves the right to modify or reject the techniques used.

• Sow the seed into the Hortiblock 200's, germinate the seed, grow the seedlings to acceptable size and condition, including fertilization, heating, irrigation, lighting, pest control, weeding, and thinning to a single seedling per cell. The growing objective is to germinate the seed and achieve moderate, balanced growth sufficient to facilitate easy transplanting in nursery fields and achieve high post-transplanting survival rates.

• Return all unused seed to the Government.

• Provide within two weeks of sow completion a sow summary report listing blocks sown, sowing dates for each lot, seeds per cell sown, and length of seed stratification.

• Provide a crop status report at least two weeks prior to shipment of finished Q-plugs to include estimated filled cell percentage per lot and any notes on the performance of individual lots.

Performance notes should consist of suspected reasons for low germination on poor-performing seed lots.

• Maintain and provide the Government with a record by date listing the cultural work undertaken for the contract upon request. Records shall include seeds per cell sown and oversow rates. The contractor completed germination test results, fertilization dates, insecticide/fungicide treatments, greenhouse temperatures, irrigation schedules, inventory numbers, and any other cultural work performed on all or any portion of the seedlings receiving different treatment.

• Prepare the seedlings for shipping by irrigating within 4 hours of shipping to saturate the media.

SUPPLY OF CONTAINERIZED SEEDLINGS SUMMER

PAYMENT:

A progress payment of 25 percent will be made after any needed thinning of seedlings. Final payment will be made at the unit contract price for all container seedlings accepted and shipped (transported by the Government) to the Nursery, Central Point, Oregon.

The contractor may request payment for the total cells sown on seed lots with poor germination as an optional item. To request this option, the contractor will provide the minimum acceptable germination rate per species based on the laboratory germination rates offered by the Government.

Period of Contract - Estimated: May 1, 2026, to September 25, 2026.

All responsible sources may submit an offer, including unit pricing information per M/seedling delivered and unit pricing per M/cells sown for the option item of sowing poor-performing seed lots.
