About this file

This document is an attachment containing two federal contracting clauses for an Air Force acquisition.

The first clause, 5352.223-9001, establishes an AETC Ombudsman role to hear and facilitate resolution of concerns from offerors, potential offerors, and others during the acquisition process. The ombudsman maintains source confidentiality and does not participate in proposal evaluation, source selection, or protest adjudication. Interested parties must first address concerns to the contracting officer before consulting the ombudsman. If the contracting officer cannot resolve issues, parties may escalate to Mr. Juan Martinez, Deputy Director at AFICC/KT in San Antonio, Texas, or further to the Air Force ombudsman at SAF/AQC in Washington DC. The ombudsman has no authority to render binding decisions.

The second clause addresses contractor access requirements to Department of Air Force installations. Contractors must obtain base identification and vehicle passes for personnel making frequent visits or performing work at specified installations. Contractors must submit written requests listing contract number, work location, personnel names, and authorized representatives to the contracting officer for endorsement and forwarding to base pass offices. Contractor personnel must wear or display identification badges while on installations. Contractors are responsible for obtaining credentials for newly assigned personnel and promptly returning passes when employees no longer need access. For unescorted entry to controlled areas, contractors must comply with Integrated Defense and AFI 31-501 requirements. Upon contract completion or termination, all passes must be returned. Contractors must also provide after-hours contact information for personnel in the Emergency Mass Notification System. Non-compliance may result in withholding of final payment.
