Statement of Work for Pine Ridge Reservation Forest Inventory Analysis (FIA) Report

Background

The mission of the Bureau of Indian Affairs (BIA) is to enhance the quality of life, to promote economic opportunity, and to carry out the responsibility to protect and improve the trust assets of American Indians, Indian tribes and Alaska Natives. This Statement of Work (SOW) will accomplish this through the delivery of quality services, maintaining government-to-government relationships within the spirit of Indian self-determination.

The BIA Rocky Mountain Region (RMR) primarily serves eleven Sovereign Tribal Nations in the States of Wyoming and Montana. The Indian user populations are approximately 100,000 members. The Regional Office is located in the city of Billings, in the south-central corner of the State of Montana. There are seven BIA Agency centers located on each of these Indian reservations.

The BIA, Rocky Mountain Region, Branch of Forestry has a requirement for providing an analysis of the Continuous Forest Inventory (CFI) for the Tribes and Agencies having forested reservations within the Rocky Mountain and Great Plains Region, with deliverables as described in this document. The contract resulting from this solicitation shall be considered a ”SERVICE” contract, as defined in Federal Acquisition Regulation (FAR) Part 37, under which the contractor is considered to be an independent contractor.

Attached are a couple the Forest Inventory Analysis (FIA) format outlines as examples of how this FIA shall be formatted and what needs to be discussed. Upon award, the contractor will receive the current CFI field manual, CFI database, CFI plot photos, previous FIA report, current forest management plan and the most recent forest history report for the Pine Ridge Indian Reservation. This contract is expected to be a twelve-month project starting on March 1, 2021 and running through February 28, 2022.

Objectives

The objectives of the FIA are to provide an accurate Indicated Allowable Cut (IAC) and Regulated Cut based on the current forest land classification system that is determined during the FIA analysis. The IAC will be used by the Tribe to determine the reservations Annual Allowable Cut (AAC)which will be determined during the writing of the Forest Management Plan.

Scope

The scope of this contract is to detail the work requirements for projects and programs that have deliverables and/or services to be performed. This SOW will temporarily recruit and hire a qualified contractor with the necessary education, training, licensing, previous work experience and competence in being able to successfully accomplish the requirements and tasks outlined in this document.

The Contractor shall perform the tasks listed as required and shall work diligently without stringent supervisory coverage and continual monitoring of work performance.

The Contractor shall furnish all necessary personnel, materials, resources, equipment, services and facilities (except as otherwise specified), as may be needed for performance.

This proposed project will consist of researching, interpreting, compiling, and analyzing the data and preparing a Forest Inventory Analysis (FIA) report for the Pine Ridge Reservation. This FIA will analyze the plot data from approximately 33 Continuous Forest Inventory plots that were re-measured in 2020. This remeasurement was the third measurement of its type on the reservation. The data has already been cleaned and is ready to be used in West Analysis.

The analysis will include slope modeling using a slope break of less than 41% slope and greater to help the contractor and the Oglala Sioux Tribe to determine the current land classification for calculating the IAC and RAC. Additional GIS modeling will be required by using the Pine Ridge Reservation Forest Cover Type layer as an aid to determine the Unscheduled and Scheduled Managed acres of Timber Harvest.

Tasks

The Contractor shall provide a Forest Inventory Analysis Report for this Reservation as depicted in the above scope section, in Microsoft Word, with photos as jpegs. This will include all maps, photographic essays, figures, graphs, results of either BOFRP_Apps growth simulation runs, and narratives. The Contractor will provide the analysis in digital format, on CD, DVD, or flashdrive, acceptable to the Contracting Officer. The Contractor will also select an appropriate title and design cover (with BIA forestry logo) for the FIA document. Said cover must be approved by the BIA before final drafting.

The Contractor should follow the general outline contained in an example FIA (provided after the award). Each reservation has its own peculiar forestry aspects, which may necessitate modification and/or realignment of the general outline. In general, the Contractor should read and become familiar with any previous FIA for this reservation (if any previous documents have been completed) in order to assure the historical trends are followed. The BIA reserves the right to add significant items to the outline during the period of the contract or to delete those that are insignificant from a Forest Inventory Analysis standpoint. The primary purpose of this project is to portray the FIA for the reservation and personal bias should be excluded.

The analysis will include slope modeling (using 41% and greater as the cutoff) to help the contractor and the Pine Ridge Tribe to determine the current land classification for calculating the IAC. Additional GIS modeling may be required by using the Pine Ridge Reservation Forest Cover Type layer as an aid to determine the Unscheduled Managed and Scheduled Managed acres of Timber Harvest. All GIS layers will be shared with awarded contract and GIS data is in ARC-Info 10.5.1 or newer.

General

All phases of the work must be accomplished by competent forester who has experience with the intricacies of Forest vegetation simulator (FVS) and Branch of Forestry Resource Planning (BOFRP)_Apps. A project supervisor must be readily available to field personnel to ensure continuity, efficiency, and quality of work being accomplished. The BIA shall provide at least one forester or natural resource officer at the Rocky Mountain Regional Office to maintain necessary contact with and provide general assistance to the Contractor. The BIA shall also provide a Regional Office contact to oversee the contract and assist the Contractor where needed. Copies of forestry documents will be accessible to the Contractor upon request.

The narrative will be provided using Microsoft Word software. Because of varying map sizes, final presentation of maps will be handled on a case by case basis with the Contractor. At least one map will show the current forest base acres as depicted in the Catalog of Forest Acres report, and another map showing the plot grid for sampling purposes. The BIA will perform printing from the CD or DVD provided by the Contractor and will provide copies of each document to the Contractor, if requested.

All sections or chapters of each “draft” document will be reviewed for pertinence, accuracy, completeness, and correctness by the BIA prior to finalization. Additionally, the completed manuscripts will be reviewed before approval and acceptance. The final FIA document (ready for printing) and all background material will be submitted to the Contracting Officer or her/his designated representative upon completion of each document.

This contract shall be for a twelve-month period beginning from the date of contract award.

The Contractor shall be paid 40% for an acceptable draft submittal, and 60% for the acceptable final document submittal, for a total contract payment of 100% of award.
