STATEMENT OF WORK

CONTROL TOWER SHADES REPLACEMENT

USAFA WO#:

Project Title: USAFA Control Tower Shades Replacement Project Location: Air Traffic Control Tower, USAF Academy, CO

1. PROJECT DESCRIPTION:

A. SCOPE:

i. Overview: This document sets forth the requirement to replace the shades in the Air Traffic Control Tower with an FAA rated automated film shade system to maintain the line of sight at all times for the controllers.

These shades are required to reduce the sun’s direct and reflective glare to assist the controller’s in providing safe and effective service to as many as 30 airborne aircrafts. The Contractor must provide all materials necessary to supply the requirement as well as the labor associated with the installation process. All work must be performed to the complete satisfaction of the Project Manager (PM).

ii. Locations: The Contractor shall replace the existing shades and all associated hardware in the control cab shown in Attachment 1, Tower Window Outline.

B. SALIENT CHARACTERISTICS:

i. Shade System:

a) Provide 24 spring-loaded FAA film shades operated by sill-mounted motors.

b) Provide/install 24 Rapid Rise™ Series: #CD3-32HW (oper. 24 shades independently).

c) Provide touch screen master panel with programmable shade/zone operation.

d) Central touch screen is sole operator. No worksite switching is included.

e) Installation by experienced, factory certified crew.

f) Remove all packaging/work waste to create a clean operation site at conclusion.

ii. Shade Measurements:

iii. Electrical:

a) Run power to 24 windows units; run control wiring from each window to master panel.

b) Provide (2) circuits from existing GE power panel in ATC tower, 120amp each.

c) Provide branch circuit wiring, series to 12 units each, 2 runs.

d) Provide Cat5e for unit and controller hookup.

C. REQUIREMENTS:

i. Working Hours: The USAF Academy Air Traffic Control Tower is an operational facility critical to the operation of Air Traffic. The Contractor may be required to work outside normal working hours to alleviate obstruction to operations.

ii. Work Area/ Site Prep: The Contractor shall maintain a clean work area as well as protect current/ existing equipment from possible damages.

Caution should be used and disruption must be held to a minimum. Any protective equipment, if provided by FAA, must be utilized by the Contractor during installation. There may be times when Air Traffic personnel require work to be halted. Every effort will be made by the FAA, however, to minimize the number and duration of these down times.

iii. Protection of Property: The Contractor shall protect the equipment and facility from damage. Personnel installing or replacing shades shall not place equipment (i.e. ladders) against the glass panels. Efforts to complete the installation/replacement process must include adherence to OSHA standards.

iv. Clean-Up: The Contractor shall be responsible for any clean-up associated with the delivery and installation including the removing and disposing of the old shades and any debris/trash generated by the work. Once the work is complete, the Contractor shall clean the entire work area to the satisfaction of the PM.

v. Visitor Passes:

a) All contractor personnel shall have passes/badges obtained in accordance with USAFA procedures no later than one (1) day prior to start of on-site work.

vi. Schedule:

a) The Contractor must develop and submit for approval an installation schedule. The schedule will be coordinated through the PM prior to submission.

b) Work schedules must be coordinated with the USAFA Project Manager at least two (2) weeks in advance.

ALL SHADES ARE 81” IN LENGTH. All measurements on the inside are the bottom of the shades, the outer measurements are the top. All measurements are done by a controller and will need to be re-measured by the contractor.
