SAMHSA Opiod Use Disorder Quality Measure 1 | P a g e
Statement of Work (SOW)
SAMHSA Measures Endorsement and Maintenance
I. Purpose
The purpose of this Statement of Work (SOW) is to conduct measure maintenance and reevaluation, when appropriate, for substance use treatment related program measures being maintained according to the Measures Management System (MMS) Blueprint requirements.
II. Background
The Substance Abuse and Mental Health Services Administration (SAMHSA) is the agency within the U.S. Department of Health and Human Services (HHS) that leads public health efforts to advance the behavioral health of the nation and to improve the lives of individuals living with mental and substance use disorders, and their families. SAMHSA’s mission is to lead public health and service delivery efforts that promote mental health, prevent substance misuse, and provide treatments and supports to foster recovery while ensuring equitable access and better outcomes.
To achieve its mission, SAMHSA has identified five priority areas to better meet the behavioral health care needs of individuals, communities, and service providers. The five priority areas are:
• Preventing Overdose
• Enhancing Access to Suicide Prevention and Crisis Care
• Promoting Resilience and Emotional Health for Children, Youth and Families
• Integrating Behavioral and Physical Health Care
• Strengthening the Behavioral Health Workforce
Measuring whether SAMHSA’s programs have made progress within these five priority areas will require maintaining existing and developing new quality measures. This effort will support that goal and support the use of quality measurement more broadly with mental health and substance use services. This contract will build on the infrastructure developed by the Centers for Medicare & Medicaid Services (CMS), including the MMS, a standardized system for developing and maintaining the quality measures used across initiatives and programs. The MMS supports quality-related activities across CMS, HHS, and the healthcare field.
As part of the Medicaid Innovation Accelerator Program’s (IAP), CMS implemented a multi-state initiative focused on Reducing Substance Use Disorders (SUD) to support states to introduce policy, program, and payment reforms to better identify individuals with substance use disorder (SUD), expand coverage for effective treatment, enhance care and practices delivered to beneficiaries, and develop payment mechanisms for SUD services that will provide better outcomes. As a part of these efforts, CMS supported the development of three measures related to substance use disorder:

1. Continuity of care after medically-managed withdrawal from alcohol and/or drugs (CBE 3312)
2. Use of pharmacotherapy for opioid use disorder (OUD) (CBE 3400)
3. Continuity of care after inpatient or residential treatment for substance use disorder (SUD)
(CBE 3453)
This project is primarily focused on maintenance of these three measures and supporting their use across substance use disorder, mental health, and broader health care systems.
III. Tasks
Task 1: Project Management Plan (PMP)
The Contractor shall:
• Ensure close monitoring and tracking of all critical paths/timelines through project management of various inter-dependent activities, e.g. ongoing surveillance, annual measure updates and comprehensive reevaluations.
• In developing the PMP, the Contractor shall follow the measure and assessment development and maintenance related processes as specified in the SAMHSA Blueprint.
• Develop transition materials for contract conclusion
Project Management Plan
The PMP will serve as an outline of approved documents to guide the successful project execution.
The Contractor shall maintain a working PMP that is updated with revisions or changes. All changes to the PMP must be reviewed and approved by the Contracting Officer’s Representative (COR). The Contractor will provide an updated project plan after these initial submissions to reflect any major changes in the project.
Kickoff Meeting
The Kickoff Meeting and the resulting minutes shall include, at a minimum, the following information:
1. A list and timeline of all deliverables necessary to ensure completion of the activities described in the SOW;
2. Identification of Contractor staff and their roles in project execution;
3. Reporting budget and timeline expectations; and
4. Other general expectations and milestones.
Deliverable 1-1: Project Management Plan: The Final PMP is due 10 calendar days after receipt of comments from SAMHSA.
Deliverable 1-2: Kickoff Meeting: The Kickoff Meeting shall be held no later than 20 calendar days after the award unless otherwise negotiated with the COR. Minutes from the Kickoff Meeting shall be submitted to SAMHSA no later than three business days

Task 2: Continuing Evaluation and Maintenance
The Contractor shall gather and analyze data and information related to the three measures identified in the backgrounds section. Continuing evaluation will include: scanning medical and scientific publications, analysis of relevant literature and monitoring of clinical practice guidelines and unintended consequences in accordance with the MMS Blueprint Measure Lifecycle. The Contractor shall use the continuing evaluation process to update the necessary forms and technical specifications.
The maintenance and reevaluation of measures ensures that SAMHSA is using the most up-to-date and evidence-based specifications. Without proper maintenance and reevaluation, the measures’ relevance and usability cannot be guaranteed. The Contractor shall conduct all maintenance and update requirements according to the MMS Blueprint. Maintenance of measures includes, but is not limited to:
• responding to questions relating to measures;
• conducting additional analyses to respond to stakeholder requests;
• monitoring and updating measures based on new scientific evidence and codes (e.g., ICD-
10);
• updating risk adjusted methodology based on further analysis of data, as needed; and, As a part of maintenance, the Contractor shall provide Question & Answer (Q&A) support for measures. Questions may arise from various stakeholders including but not limited to, states, health plans, the consensus-based entity under contract with HHS, and individual providers in the field.
The Contractor shall also be responsive to questions as they may arise from other program or measure alignment activities. The Contractor shall participate on calls with the relevant stakeholders, as scheduled. The Contractor shall track the Q&As related to the quality measures under development and being maintained and submit them with the monthly status report.
Measure Update Reevaluation The Contractor shall conduct measure maintenance and reevaluation for the quality measures according to the MMS Blueprint requirements. If required, the Contractor shall submit annual updates of consensus-based entity endorsed measures according to the consensus-based entity requirements.
In addition, the Contractor shall support the update of specifications for all maintenance and reevaluation measures for program-specific manuals, as directed by the COR. The Contractor shall coordinate with program leads and their Contractors. The Contractor shall work with measure stewards to support the updating of specifications for each manual release.

The Contractor shall identify and recruit technical experts according to the MMS Blueprint requirements, to provide expert opinion on measure maintenance/reevaluation and updates to specifications. The TEP shall review maintenance and reevaluation measures for quality measures maintained. The Contractor shall establish methods for gaining patient perspective and input on measures. The Contractor may consider innovative methods of patient engagement that may not be included in the MMS Blueprint.
Technical Specification & Documentation
The Contractor shall update technical specifications and documentation of all maintenance and reevaluation measures according to the MMS Blueprint requirements. All specifications should be consistent with the processes described in the Blueprint while being mindful that the Blueprint is updated periodically to improve and streamline processes; thus, new forms and tools may be developed.
