STATEMENT OF WORK (SOW)

FOR

CHAPEL MUSIC AND COPYRIGHT LICENSE SUBSCRIPTON SERVICE

Solicitation/Contract Number: FA805222Q0002

25 March 2022

1. BACKGROUND The Department of the Air Force (DAF) Chaplain Corps provides for the free exercise of religion for military members, dependents and other authorized personnel. The majority of Air Force and Space Force Bases lead worship services at base chapels for various faith traditions and music is a vital component to most Christian based worship services. A copyright license is required in order to have reproduction rights for Christian worship music. Reproduction rights allow chapels to copy, print, electronically store, customize and translate lyrics for songs that are used. Under federal copyright law, religious organizations are exempt from copyright restrictions for music when a song is played during worship services. This exemption is known as the Religious Service Exemption (RSE) in section §110(3) of the federal code. Although this exemption exists, it does not offer protection for reproducing songs or live-streaming worship services. The DAF requires proper copyright coverage, streaming service and a music database in order to lead Protestant, Catholic, and other Christian based worship services. These requirements are for Christian based worship services only and are not intended to support other religions.

2. SCOPE The Contractor shall provide a copyright license, streaming service and access to a Christian worship music database for 73 DAF Installations enterprise wide. The copyright license will enable the reproduction of contemporary and traditional worship songs in chapel worship services. Secondly, to support the streaming of worship services, a streaming license is required that enables our chapels to broadcast. Thirdly, DAF chapel worship leaders need access to a robust Christian worship music database in order to discover and select songs for worship services, download/print music sheets, play audio samples, and seamlessly integrate songs into church presentation software. The Contractor shall provide these services for each DAF Installation listed in Section 4. Installations with multiple chapels are considered one location. Installations with geographically separated units are considered one location (ie. RAF Alconbury and RAF Croughton). Attendance and coverage will fall under their host Installation. For all undisclosed deployed locations, attendance and coverage will fall under their host Installation.

3. MINIMUM REQUIREMENTS

3.1.1. Copyright License The Contractor shall provide one copyright license for each DAF Installation listed in Section 4. The copyright license must at a minimum provide the following services: printing songs, projecting songs, storing songs, recording services, customizing songs and translating songs. At a minimum, the copyright license must provide coverage for all of the songs in the music database outlined in paragraph 3.1.3. In the event that the DAF needs coverage for an additional chapel, the Contractor will supply a copyright license for that location at the standard group rate. In the event that the DAF closes a particular chapel, the Contractor will cancel the copyright license for that location and reduce the contract by the rate that was charged for that location.

3.1.2 Streaming Service The Contractor shall provide one streaming license for each DAF Installation listed in Section 4. The streaming license must at a minimum allow DAF chapels to stream live recorded worship services on various social media platforms (i.e. YouTube, Facebook, etc.) and chapel websites.

In the event that the DAF needs coverage for an additional chapel, the Contractor will supply a streaming license for that location at the standard group rate. In the event that the DAF closes a particular chapel, the Contractor will cancel the streaming license for that location and reduce the contract by the rate that was charged for that location.

3.1.3 Music Database The Contractor shall provide one account for each DAF Installation listed in Section 4 (73 total accounts), allowing for multiple user logins to a Christian worship music database.

Installations may work directly with the Contractor with account setup and login issues. The Christian worship music database must at a minimum allow DAF chapels to play audio samples, grant access to at least 100,000 copyrighted songs (both traditional and contemporary worship songs), provide lyric sheets, vocal sheets, chord sheets, provide 3rd party seamless integration (i.e. Presenter by Worship Extreme, etc.), and allow chord charts to be exported into ChordPro format. In the event that the DAF needs coverage for an additional chapel, the Contractor will supply access to the Christian worship music database for that location at the standard group rate. In the event that the DAF closes a particular chapel, the Contractor will cancel access to the Christian worship music database for that location and reduce the contract by the rate that was charged for that location.
