CLEAN KITCHEN HOODS AND DUCTS

CLEAN KITCHEN HOODS AND DUCTS
STATEMENT OF WORK (SOW)
1. DESCRIPTION OF SERVICES. The Contractor shall provide services non-personal consisting of furnishing all labor, equipment, materials and related items, and performing all operations necessary to clean hoods and duct systems as cited in this statement of work. This is to include, but not limited to, such procedures as using a power jet washer, hand scraping, and hand wiping. Hood and duct cleaning shall meet the requirements of National Fire Protection Association NFPA 96, paragraph 8.3. This requirement is for Moody AFB GA.
1.1. Specific Tasks. The following is a general outline of the principle features of the work to be performed. This outline is intended only to establish the broad scope of the work and does not in any way limit the responsibility of the Contractor who shall be required to perform all operations necessary to meet the requirements as established in this SOW.
1.1.1. Clean all grease and residue accumulation off the hood and ducting systems. This cleaning includes the metal hood section, ducting, vents, fans, louvers, filters, bates and exterior walls, roofs, etc., where system exhaust to the outside.
1.1.2. All surfaces of the hood, ducts and associated fans shall be cleaned to bare metal.
Contractor shall be required to disassemble the fan shrouds as necessary to clean the fan. After cleaning and inspection the fan shrouds shall be replaced as they were prior to being disassembled.
1.1.3. The Contractor shall provide and install a temporary shroud, connected to the outside of the hood, on all accessible sides, and shall extend to the floor. The shroud shall be taped to the walls and hood surfaces during the cleaning operation. The shroud shall be installed so that it minimizes the amount of debris and water, which could splash onto adjacent equipment and walls. When the pressure washing, cleaning operation is complete, the shroud and tape shall be removed and any tape residue, which may remain on the walls or hood surfaces, shall be removed and cleaned.
1.1.4. The Contractor shall provide protection to cooking equipment from falling debris and clean any debris that has fallen on the floor, equipment or that has splashed onto any nearby equipment or walls. The facility shall be returned to the level of cleanliness that it was before work started,. prior to leaving the facility.
1.1.5. At the start of the cleaning, electrical switches, detecting devices, and system components that may be accidentally activated shall be locked, pinned, protectively covered, and/or sealed.
When cleaning procedures are completed, all system components that have been pinned, sealed, etc., shall be returned to an operable state. The Contractor shall be responsible for servicing the fire suppression systems at no additional cost to the Government, in the event of a discharge
Contract No.: FA4830- Contract Title: Clean Kitchen Hoods and Ducts caused by the Contractor. The Contractor shall be responsible for cleaning up all residues from a discharge.
1.1.6. The Contractor shall wait until the hood and duct system has been inspected and accepted to reinstall any components of the system, including fan shrouds, which were removed to facilitate cleaning.
1.1.7. Flammable solvents or other flammable desired aids shall not be used.
1.1.8. The Contractor must contact the Fire Department immediately upon completion of hood and duct cleanings for inspection and quality assurance purposes in accordance with (IAW) the Air Force Consolidated Occupational Safety Standard (AFOSHSTD 91-501), paragraph 6.2.2.
2. CLEANING SCHEDULE. The hoods shall all be cleaned quarterly and semi-annually as shown in Table 1 below. The Contractor shall contact the Quality Assurance Inspection Section, telephone (229) 257 2492 or 257-4393, not more than two (2) weeks prior to the planned start of work.
2.1. The Contractor shall provide a copy of the schedule to the Point of Contact (POC) not less than five (5) working days prior to work start. Upon completion of work, if an inspector is not present, the Contractor shall notify the Quality Assurance Inspection Section and request an inspector to check and verify the work accomplished.
3. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS.
3.1. Listing Of Employees. The Contractor shall maintain a current listing of employees. The list shall include the employee's name, social security number, and type of investigation if contract work involves unescorted entry to Air Force restricted areas or other sensitive areas designated by the Installation Commander. The list shall be provided to the Program Manager and the sponsoring agency’s Security Manager. An updated listing shall be provided when an employee's status or information changes.
3.2. Security Training. The Contractor shall ensure all Contractor employees receive initial and recurring security education training from the sponsoring agency’s Security Manager.
Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program.
3.3. Pass and Identification Items. The Contractor shall ensure the pass and identification items required for contract performance are obtained for employees and non-Government-owned vehicles. A background check may be required.

3.4. Retrieving Identification Media. The Contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires;
e.g. terminated for cause, retirement, etc.
3.5. Traffic Laws. The Contractor and its employees shall comply with base traffic regulations.
3.6. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned vehicle or privately-owned vehicle while on Moody AFB.
3.7. For Official Use Only (FOUO). The Contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
3.8 Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware which may pose a threat to the security of DoD personnel, Contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by their immediate supervisor upon initial on-base assignment.
3.9. Physical Security. The Contractor shall be responsible for safeguarding all Government property and controlled forms provided for contractor use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.
3.10 Cell-Phone Usage. There will be no cell phone usage while driving on base, unless a completely “hands-free” device is utilized.
3.11. Controlled/Restricted Areas. (If Applicable) The Contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where Contractor personnel shall work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge shall be issued. Contractor employees must have a completed National Agency Check (NAC) investigation before receiving a Restricted Area Badge.
3.12. Key Control. (If Applicable) The Contractor shall establish and implement methods of ensuring all keys issued to the Contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The Contractor shall not duplicate any keys issued by the Government.
3.12.1. The Contractor shall immediately report to the POC any occurrences of lost or duplicated keys.

3.12.2. In the event keys, other than master keys, are lost or duplicated, the Contractor may be required, upon written direction of the Contracting Officer (CO), to re-key or replace the affected lock or locks without cost to the Government. The Government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the Contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the monthly payment due the Contractor.
3.12.3. The Contractor shall prohibit the use of keys, issued by the Government, by any persons other than the Contractor’s employees and the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in performance of contract work requirements in those areas.
4. LOCATION OF WORK/WORK HOURS. All work described in this SOW shall be accomplished on Moody AFB GA, ten miles north of Valdosta, GA with the exception of the Kitchen Hood located at Grassy Pond. Grassy Pond is 29 miles south of Moody AFB.
4.1. Work is to be accomplished on kitchen hoods and duct systems above the serving lines and grills in Buildings 210, 571, 583, 621, 901, 904, 956, 1804, 1806 and 2019.
4.2. All work should be accomplished during the standard duty hours of 7:00 a.m. through 5:00 p.m., Monday through Friday. If work cannot be accomplished during the standard duty hours, the contractor will be provided the phone numbers for the various facilities and shall schedule work with the user’s coordination. The schedule shall be set up to minimize disruption of the user food preparation activities; some facilities may require only one (1) hood be cleaned at a time.
