About this file

This is a Statement of Work for the operation and maintenance of the Hardin Ridge Wastewater Treatment Plant located at Hardin Ridge Recreation Area in the Hoosier National Forest. The successful offeror will operate a Class 1, 0.034 MGD extended aeration treatment facility serving a 210-site campground during April through October. The facility includes two aeration/clarification units, a sludge holding tank, Parkson DynaSand continuous backwash sand filter, ultraviolet light disinfection, phosphorus removal, post aeration, and effluent flow meter. The plant operator must hold a current Class 1 wastewater treatment certification with the State of Indiana and must adhere to all conditions in IDEM permit #IN0024953. The operator shall furnish all personnel, labor, equipment, material, chemicals, supplements, tools, supplies, supervision, management, and services necessary to perform the work. The Forest Service will be responsible only for electricity costs and repairs associated with equipment failure, lift stations, and line repairs. All other operational costs, including testing, are the operator's responsibility.

The operator's primary duties include keeping all systems clean, maintained, and in proper operating order; maintaining accurate records; and conducting all testing outlined in the permit for pH, TSS, ammonia, phosphorous, settable solids, dissolved oxygen, temperature, and flow ratings. Weekly lab test data must be submitted to the Contracting Officer's Representative within three days of obtaining results, or within 24 hours if a permit violation is found. The operator must be available on-site within two hours in case of emergency and is responsible for submitting response letters following IDEM inspections. Additionally, the operator must collect and test samples for coliforms at the beach two weeks prior to opening (Memorial Day) and continue weekly testing until two weeks after closing (Labor Day), and submit all required paperwork during the "no discharge" months of November through March. An optional line item includes weekly inspection of ten lift stations (two pumps per station) to ensure functionality and clear accumulated solids, with repairs remaining the Forest Service's responsibility.

HARDIN RIDGE WWTP OPERATIONS

STATEMENT OF WORK

1 Scope of Contract

1.1 Description of Services

Successful offeror will perform duties relating to the operation and maintenance of the wastewater treatment plant at Hardin Ridge Recreation Area in the Hoosier National Forest.

Recreational opportunities at Hardin Ridge include camping, boating, swimming, and fishing.

The treatment plant serves the 210-site campground and is operational the months of April through October. The system is a Class 1, 0.034 MGD extended aeration treatment facility consisting of two aeration/clarification units, a sludge holding tank, Parkson DynaSand continuous backwash sand filter, ultraviolet light disinfection, phosphorus removal, post aeration, and effluent flow meter. Plant flow fluctuates considerably, peaking on weekends and holidays.

The plant operator must hold a current Class 1 wastewater treatment certification with the State of Indiana. Successful Offeror will be responsible for the operation of the wastewater treatment facility and is required to adhere to all conditions set forth in IDEM permit # IN0024953. Copies of the permit may be obtained by contacting Joseph Neukam at 812-269-8785 or joseph.neukam@usda.gov. Duties include making sure all systems associated with the treatment plant are clean, maintained, and in proper operating order including but not limited to the UV lamp fixture, effluent weir, top of filter, clarifier panels, and buildup of crystalized chemical on the outside of storage barrels. In the event of an emergency, the licensed operator must be available on-site within 2 hours. Repairs and costs associated with equipment failure, lift stations, and line repair are the responsibility of the Forest Service.

The operator shall furnish all personnel, labor, equipment, material, chemicals, supplements, tools, supplies, supervision, management, and services, except as may be expressly set forth as Government furnished; and otherwise do all things necessary to or incident to perform and provide the work efforts described in this statement of work. In addition to keeping all equipment in operating order, the operator will be responsible for keeping accurate records and conducting all associated testing outlined in the permit. It is the operator’s responsibility to either test all required samples or to preserve and transport them to an approved testing facility.

The Forest Service will be responsible for the cost of electricity. All other costs associated with normal operation of the treatment plant (including testing) will be incurred by the operator.

Reporting requirements include but are not limited to: PH, TSS, ammonia, phosphorous, settable solids, dissolved oxygen, temperature, and flow ratings. The operator must have the ability to interpret test results and apply them to system control. The operator must send weekly lab test data to the Contracting Officer’s Representative (COR) within 3 days of obtaining the data, or 24 hours if a permit violation is found. In the event that a response letter is required after an IDEM inspection, it will be the responsibility of the operator to submit the letter and submit a copy to the COR and contracting officer. The successful offeror will also be responsible for submission of all required paperwork during the “no discharge” months of November through March.

Operator will be required to collect and test samples for coliforms at the beach 2 weeks prior to opening (Memorial Day) and continue weekly until 2 weeks after closing (Labor Day).

Option Line Item: Do a weekly inspection to make sure all 10 lift stations at Hardin Ridge Recreation Area (two pumps per station) are functional. Pump down the wastewater to a point where the pumps start sucking air, this is to clear the tank of accumulating solids. Check for leaks between the valve assembly and the discharge line. Any needed repairs will be the responsibility of the Forest Service.
