About this file

This is a Questions and Answers document from a federal contract opportunity for wastewater treatment plant operations. The document addresses clarification regarding contractor cost responsibilities and establishes a question submission deadline of Tuesday, March 3, 2026 at 11:00 PM ET, after which no additional questions will be answered.

The single question received concerns four specific cost items that bidders sought clarification on: seeding the treatment plant with activated sludge prior to seasonal opening, waste activated sludge removal, bulbs and sleeves for ultraviolet (UV) disinfection systems and related consumables, and ferric chloride for phosphorus removal. The contracting officer's response, citing the Statement of Work, confirms that the contractor is responsible for paying all listed cost items. The SOW explicitly requires the operator to furnish all personnel, labor, equipment, materials, chemicals, supplements, tools, supplies, supervision, management, and services except those expressly designated as Government-furnished. An IDEM (Indiana Department of Environmental Management) permit is also referenced as being attached to the solicitation.
