About this file

This is a Statement of Work (SOW) for the USCG SMTC Barracks Motorized Valve and Dedicated Outdoor Air System (DOAS) Functional Assessment at Naval Support Activity Northwest Annex, 1320 Northwest Blvd, Chesapeake, VA 23322. The contractor must inspect, test, and diagnose the functionality of 3-way motorized valves and actuators on both heating (hot water) and cooling (chilled water) coils for 20 separate air handlers, identifying root causes of malfunctions and providing clear repair or replacement recommendations. Work includes verifying water flow to both hot and cold sides of each air handler and conducting a thorough operational, mechanical, and controls assessment of the existing DOAS to identify deficiencies, operational improvements, and required repairs.

Task One requires visual inspection of valves and actuators for leaks, corrosion, physical damage, and loose wiring; voltage verification using a multimeter; commanding valves to different positions and measuring control signals; checking wiring and terminal connections; and verifying water flow. Task Two requires a comprehensive DOAS assessment with all findings and recommendations documented in a formal report. All work must be performed between 0700-1530 EST, Monday through Friday, with the period of performance not exceeding 30 working days after contract award. The contractor must furnish all facilities, materials, equipment, and services; coordinate base access through DBIDS credentials; comply with federal safety (OSHA) and environmental (EPA) regulations; obtain all necessary permits; and employ only qualified personnel available for telephone consultation with the Quality Assurance Evaluator (QAE) Nathan Chappell (757-483-8792, Nathan.C.Chappell@uscg.mil) between specified hours. Deliverables must be provided in electronic format compatible with Microsoft Office applications, and travel costs must be included in overall pricing.
