Critical performance requirements include minimum accuracy of ±0.0063mm linear and ±3 arcseconds rotary, repeatability of ±0.002mm linear and ±3 arcseconds rotary, and a 500kg minimum table load capacity. The spindle must be direct drive with minimum 15,000 RPM, CAT40 Big Plus taper, 25kW minimum power output, and 300nm maximum torque. The machine controller must be Heidenhain, Siemens, Matsuura, or Fanuc-based with native CAMplete TruePath simulation support, minimum 50-tool capacity magazine, and integrated collision detection systems. Additional requirements include flood and through-spindle coolant (500psi minimum), 378-liter minimum coolant tank capacity, oil and mist collection systems, fully protected cabin with crane access, 8GB minimum user memory, Ethernet and USB connectivity with FTP and remote monitoring support, and comprehensive 5-axis milling support features.
Deliverables include the machining center, tooling (50% MEGA E Chuck or equivalent, 50% ER20 Dual Contact, plus laser probe calibrator), installation in Building N220, and minimum 5-day onsite operator training. The contractor must provide standard factory installation with leveling and calibration, repair manuals with maintenance tooling and machine parameter access, labor rates for technical support, and tool holders to populate half the magazine. The contract includes a minimum 1-year full machine warranty and 2-year spindle warranty. Quality assurance requirements mandate a Certificate of Conformance per QR-005 requirements, with contractor responsibility for vendor and supplier compliance. The period of performance runs from award through September 30, 2026, with the machining center to be delivered and installed within 90 days of award. All installation, training, and maintenance/repair travel to Moffett Field should be included as separate line items in the proposal pricing.

1.0 Introduction / Background
NASA Ames Research Center (ARC) Applied Manufacturing Division (Code RM) requires a highly accurate 5-axis CNC (Computer Numerical Controlled) milling machine needed for various Agency projects and programs supported by Code RM shops.
2.0 Scope
Code RM requires a high accuracy 5-axis vertical machining center with trunnion table A-axis and rotary C-axis. The 5-axis CNC milling machine must meet the minimum specifications listed in the technical requirements. This machine will be used at ARC in the Machining and
Instrumentation Branch (Code RMX) to support various projects and programs for the Agency.
The primary use of this equipment will be to produce complex metallic and nonmetallic components and hardware for spaceflight projects, Space Launch System (SLS), Artemis program, Orion capsule, BioSentinel, Dragonfly, Dragonfly Entry Aerosciences Measurements
(DrEAM), HyperSTEP, MERINO, wind tunnel models, aircraft hardware, and complex 3D surfacing models for testing and flight.
3.0 Technical Requirements
Machine Construction: The machine shall be designed as a 5-axis vertical machining center with a RAM structure and trunnion table design.
Travels: Minimum X=889mm (35.00”), Y=762mm (30.00”), Z=635mm (25.00”), A-Axis -120 to +20 deg., C Axis 360 deg.
Workpiece diameter: “Maximum workpiece diameter” to be minimum of 736mm
(29.00in) diameter
Accuracy: Minimum +/-0.0063mm (0.00025in.) linear (XYZ), +/- 3 arcseconds rotary (AC)
Repeatability: Minimum +/-0.002mm (0.000078in.) linear (YXZ), +/- 3 arcseconds rotary (AC)
Table load: Minimum 500 kg/1100 lbs.
Table size and clamping area: Minimum Ø500mm (Ø19.6 in.)

Coolant media/chip removal: Air blow and spray gun for swarf cleanup and chip conveyor (spiral auger or conveyor type).

Coolant supply: Flood and thru-spindle coolant (TSC). TSC to be 500psi minimum pressure.
Coolant flow rate: Minimum 26 liters/min (7 gallon/min)
Capacity of coolant tank: Minimum 378 liters (100 gallons)
Central lubrication: Automatic grease supply unit for feed axes
Cabin: Fully protected cabin with roof light to provide optimum visibility of machine work envelope, and easy operator access. Spin window(s) (air or electrical type).
Crane access: Sliding roof or other accommodation to allow direct overhead crane access to the platter for loading and unloading parts and fixturing
Mist Collection: Oil and mist separator with mechanical filter system installed or prepared for collection system to be added later
User memory: Large capacity memory, 8gb minimum
Network connection: Ethernet and USB interface. Support for FTP server and remote machine monitoring
Thermal Displacement
Compensation (TDC): Minimum to be spindle TDC
5 Axis Milling Support Features: Tool center point control, tilting working plane command, 3-Dimensional cutter compensation, work setting error compensation, inverse time feed (G93), tool posture control, 3-Dimensional rotary error compensation
CNC simulation: Native support for CAMplete TruePath post and simulation tool. 1 to 1 collision detection by verification of posted g-code and optimization of programs through analysis of posted g-code.

Machining graphics: On screen simulation of toolpaths as well as operation status monitoring, project, and tool management.
Machining time: Display of current and remaining machining time in automatic operating mode.
Installation: Standard factory machine installation (leveling, calibration, operation check). The facility the machine will be installed in has a 6in thick slab. Provide details on foundation requirements if needed.
Training: Standard machine operation training (5 days onsite minimum) after machine is powered up and ready for operation.
Right to Repair: Repair manuals, maintenance tooling, access to machine parameters. If repair procedures are proprietary provide sample maintenance costs and common repair costs such as spindle rebuild and drive replacement.
Maintenance/Repair: Provide details on labor rates for technical support, maintenance, and repair. Maintenance and repair to be conducted in situ at Ames Research Center.
Tooling: Tool holders adequate to populate half of the machine tool magazine, including collets. (Half to be MEGA E Chuck or equivalent, Half to be ER20 Dual Contact, 1 to be Dual contact CAT40 Laser Tool Probe Calibrator)
4.0 Quality Assuarance
The Contractor shall provide a Certificate of Conformance per the attached QR-005-Certificate of Conformance requirements document. Documentation shall be required for traceability, accountability, and a historical record of design, testing, inspection, qualification, and acceptance of all materials and components.
4.1 Suppliers: The Contractor shall be responsible for Quality Assurance of vendors, suppliers, and subcontractors providing services under this contract to verify compliance with QR-005-
Certificate of Conformance requirements document.

4.3 Inspection/Acceptance: The Contractor shall only tender for acceptance those items that conform to the requirements of this contract. The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. If repair/replacement or reperformance will not correct the defects or is not possible, the Government may seek an equitable price reduction or adequate consideration for acceptance of nonconforming supplies or services (“Non-Conformance” is defined as a condition of any article, material, or service in which one or more characteristics do not conform to the specified requirements. This includes failures, discrepancies, deficiencies, defects, anomalies, and malfunctions). The Government must exercise its post acceptance rights—
(1) Within a reasonable time after the defect was discovered or should have been discovered; and
(2) Before any substantial change occurs in the condition of the item, unless the change is due to the defect in the item.
4.4 Warranties: The Contractor shall include a “Machine Tool Warranty” which comprises a 1-year full machine warranty and a 2-year spindle warranty minimum. The Contractor shall maintain internal records of the warranty program, which shall be available for review by
Government personnel upon request. The Contractor shall pass through to the Government any supplier warranties acquired by the Contractor as a result of work performed under this contract.
a. For Maintenance and Repairs please ensure to include all travel requirements along with Firm-Fixed Unit Pricing (FFUP) of maintenance and commonly known repairs in a separate excel spreadsheet, see attachment 1a entitled Maintenance and Repair build-up.

7.0 Travel
The Contractor may need to travel to ARC as required by NASA to support Installation and training, see below table, along with Maintenance and Repairs, see section 9.0 Other
Requirements. Any contractor proposed travel from this section should be included in the price of the proposal as a separate line item.
