The contract period runs from September 18, 2026, through September 17, 2027, with four 12-month option years. Attachment 1 specifies 9 facility locations and 58 total employees requiring 638 shirts, 638 pants, and 58 jackets. Statement of Work USBP San Diego Sector
Industrial Laundry Services for PPE Apparel
1.0 Description of Services
This Statement of Work (SOW) outlines the Personal Protective Equipment (PPE) apparel in the Industrial Services Contract as required by OSHA and the San Diego Sector Safety Assessment (see attached). PPE Apparel and laundering services are required at various locations within the U.S. Customs and Border Protection (CBP) San Diego Sector and are to be delivered weekly to sector garages. This is a firm fixed price requirement contract to furnish all labor materials, equipment, transportation, and supervision necessary to provide and maintain leased apparel to all the Border Patrol locations listed in Attachment 1. The Contractor will also be responsible for servicing (e.g. cleaning, laundering, repairing, and replacing) all items.
The Contractor shall create and maintain an electronic price list of all contract line items to facilitate with billing and reconciliation of monthly invoices. The invoice structure shall be established at the Post-Award Conference.
The Contractor shall submit quarterly activity reports to CBP. Individual activity reports should include, at a minimum, the usage of the contract line item per location, the dollar value of individual orders (including line items and total), and loss and ruin.
1.1 Apparel Services
The Contractor shall provide eleven (11) new Apparel Sets per employee initially. An Apparel Set is defined as some type of shirt combined with one pair of pants. Additionally, contractor shall provide coveralls as requested, and a jacket for each person (seasonal). A complete listing of current names of personnel and delivery locations for the Apparel Sets is provided in Attachment 1. Apparel Sets shall be replaced on an annual basis.
The Contractor shall perform on-site visits to (a) obtain employee measurements for Apparel Sets, (b) issue a set of apparel for each individual and (c) determine other product requirements.
Based on the information gathered during the on-site visit(s), the Contractor shall build a client profile and create a standard order.
Apparel shall be 65% cotton and 35% polyester blend. All apparel shall exhibit high standards of construction, consistent dyes, no loose threads, tears, holes, no stitching errors, no runs or fabric imperfections. Employees will be given a sleeve option (i.e., short or long sleeve).
The Contractor shall provide embroidery service. For embroidery/patch requirements the Contractor shall be required to meet with each CBP POC within 20 days of contract award. A sample Apparel Set, complete with embroidery/patch shall be submitted to the technical point of contact for approval 10 days prior to delivery of the first Apparel Sets.
Each apparel item shall be marked with the employees’ last name in an inconspicuous location (e.g., inside shirt collar, inside waistband of pants) with indelible marker, or some other identification method.
The Contractor shall pick up soiled apparel and deliver clean apparel in accordance with Paragraph 1.2. Laundered apparel delivered is to have a uniform appearance of colorfastness and be of same quality and texture. Laundered apparel is to be free of dirt, contamination, debris, dampness, offensive odors, mildew and cleansing chemicals residue. All laundered apparel will be delivered on hangers. The Contractor shall provide laundry bags for dirty apparel.
1.2 Pick-up/Delivery Schedule
The Contractor shall pick up and deliver those items identified in Paragraphs 1.1 in the quantities and at the frequencies (weekly, bi-weekly or monthly) established by the technical point of contact.
Laundered items are to be delivered during normal business hours. Normal business hours are defined as the hours between 6:00 a.m. and 2:30 p.m., local time, Monday through Friday. In the event of a cancellation the CBP POC will notify the Contractor at least 12 hours before the scheduled pick-up. In the event of a delivery cancellation the Contractor shall notify the CBP POC at least 12 hours before the scheduled delivery. When a holiday occurs on a scheduled pickup or delivery day, the scheduled pickup or delivery will be performed on the first workday following the holiday (Monday through Friday).
A delivery invoice must accompany each order, identifying the items delivered and any deviations (e.g., shortages, substitutions) from the original order. In addition, the delivery invoice must contain an order number, quantity ordered, quantity delivered, price for quantity delivered, unit of measure, item number, product description, item substitution notification and backorder disposition. The required fill rate for all orders is 100%.
1.3 Unserviceable / Non-repairable Items
All unserviceable/non-repairable items shall be replaced by the Contractor at no cost to the Government. Replacement articles shall be the same as the original article in size, color, quality, etc. Replacement articles shall be returned with the next delivery.
1.4 Non-Reimbursable Repairs
Except for unserviceable/non-repairable items, the Contractor shall repair, at no additional cost to the Government, all minor rips, tears, open seams and holes using thread and materials of the same quality, comparable color, colorfastness and texture as that used in the manufacture of the item. Minor is defined as less than five (5) inches. In addition, the Contractor shall replace all broken or missing hardware (e.g., buttons, zippers) with hardware of matching color and similar appearance and quality. Alterations shall be performed at no charge to the Government.
1.5 Re-wash/Re-clean of Laundered Items
Any items found to have been unsatisfactorily laundered shall be re-cleaned at no additional cost to the Government. The CBP location POC will notify the Contractor’s POC as soon as the unsatisfactory condition is discovered. The item(s) shall be rewashed and returned at the next delivery. Contractor shall ensure rewash items are segregated from other laundry articles when returned. Contractor shall also ensure that items are readily identifiable upon return to the Government as rewash items. For example, items may be labeled with a tag stating “Re-washed.”
1.6 Missing/Lost Items
The Contractor shall assume full liability for all lost, damaged or destroyed items after pickup at the CBP locations. The Contractor shall replace all lost, damaged or destroyed items at no cost to the Government.
1.7 Decision to Not Extend Option Years, Expiration, or Termination of Contract
Upon any of the above conditions, Customs and Border Protection will not be responsible for costs associated with normal wear and tear of leased apparel. Normal wear and tear consist of clothing stained by solvents, oil, or any other automotive fluids that occur during the performance of the typical duties of Automotive Technicians (Mechanics). Additional wear and tear also include faded, frayed, or worn apparel. Additionally, Customs and Border Protection will not be responsible for the costs of making the apparel serviceable at the end of the contract period or any of the above conditions.
1.8 Apparel Sets
There are to be eleven (11) pairs of Shirts/Pants provided to each employee to provide for adequate uniform changes between deliveries. The total number of uniforms needed is contingent on the number of government employees.
2.0 Description of Items
A. Apparel
Technician’s and Supervisor/Leaders Work Shirts - 65% Polyester & 35% Cotton, automotive repair industry style shirt, button front, with patch pockets (no flap pockets).
Each uniform shirt will have a patch or embroidered nametag on the right side (above the pocket), and a patch or embroidered nametag on the left side with the U.S. Border Patrol San Diego Sector (above the pocket).
Leader’s shirt will be lighter shade in color. Supervisor’s shirts will be executive style button front with only the company tag above left pocket. The employees will have the option of short or long sleeve shirts (seasonal changes).
Technician’s Pants - 65% Polyester & 35 % Cotton. Darker color shade than that of shirt color. Pant style to be worn by all Technicians/Leaders/Supervisors.
Jacket (Seasonal) - 7.5 oz. (65/35 cotton/polyester), quilted lining, convertible collar, two slash pockets on sides and 1 utility pocket on arm.
Nametags - Stitch (script or similar professional font) with light shade background.
Coveralls – As requested by individual Technician. 65% Polyester & 35% cotton, same color, same patch requirements as Work Shirts.
3.0 Government Furnished Property
There will be no Government Furnished Property for this contract.
4.0 Change Authorization
Only the Contracting Officer (CO) can make changes to the contract. All changes shall be made in writing prior to any change in performance.
