STATEMENT OF WORK (SOW)

Launch Services Program

Psyche Storage and Processing Services (PSx2) for the

National Aeronautics and Space Administration

Summary NASA Launch Service Program (LSP) is seeking to procure a payload processing facility (PPF) that is capable to support Psyche storage and processing services. Due to the Psyche’s unique requirements, LSP requires four discrete phases to support the mission that will coincide with mission milestones/gates impacting the initial launch capabilities (ILC). The four discrete phases are described within this Statement of Work (SOW). Furthermore, upon award, the hazardous procedures, safety data packages, and other pertinent mission processing information will be provided to the Contractor.

Key Requirements

• Spacecraft that will be packed by the Government into a Government-provided shipping container shall be transported once. If spacecraft is to be relocated within the facility, it shall be accomplished with minimal outside exposure. The relocation shall be coordinated with LSP to ensure minimal impact and relocation shall be within the Contractor’s PPF that will not require use of the shipping container (a move of no more than 1 mile distance).

• PPF must be able to support solar array integration with a minimum cleanroom working area of 70ft x 30ft.

• During Phase 4, Assembly, Testing, Launch Operations (ATLO 2.0), the spacecraft will have high pressure xenon/GN2 (2700psi) loading that require a minimum of 14 days with 24/7 support.

• Spacecraft shall be in a separate secured cleanroom working area from any other spacecrafts as stated in Section 2.12 (Joint Facility

Occupancy).

Processing Phasing Processing will be broken into 4 discrete phases that span from October 2022 to October 2023: (1) Transportation, (2) Short Term Storage, (3) Long Term Storage, and (4) ATLO 2.0. Reasons for the delineation of phases is to coincide with project milestones/gates that may impact the future launch date of Psyche.

Phase 1- Transportation Phase one encompasses the move of Psyche flight hardware, mechanical, and electrical GSE from the PHSF to the Contractor’s PPF. The spacecraft will be transported in the Government-constructed shipping container on a Government-provided flatbed truck. The loading of all spacecraft flight hardware, mechanical, and electrical GSE will be accomplished by the Government.

The Contractor shall be responsible for the below:

• Certificate of Facility Readiness

The Contractor is responsible for submittal of the COFR of Spacecraft arrival for Phase 1 and Phase 2 no later than 2 days prior to initial facility occupancy. The Government will provide approval/ disapproval not later than 1 day prior to initial facility occupancy. The approval will involve random inspection of system back-up documentation used in the preparation of the COFR and may include an inspection or walkthrough of the facility, by the COR or a designee. As a minimum, the COFR shall:

Identify all systems by name Identify each system as critical/non-critical Provide a brief description of status and readiness of the facility and each facility system Provide a copy of the certification for each system’s proofload, calibration, compliance, or inspection Provide supporting documentation for each system Include an Open Items, Issues and Concerns Section with associated correction plan and date Include an Exception, Waivers, and Deviation Section Provide a Safety Statement of Readiness

• 30 ton crane capacity

• Working cleanroom space for container removal (99’ x 17’ or 66’ x 27’)

• Temporary access for NTE 20 Government personnel

Phase 2- Short Term Storage This phase encompasses the time the spacecraft is in the shipping container, and immediately after the spacecraft has been lifted to the storage dolly. During this phase, there is no anticipated testing or work being performed on the spacecraft. The spacecraft will require the use of the facility’s GN2 for purge operations (backup GN2 k-bottles will be provided by the Government).

There may be system testing performed in this phase, but specific details/schedules are not currently finalized. The timeframe of this phase will vary and relies on the start of Phase 4, ATLO 2.0. The timeframe will be determined once an official launch date has been established with the expectation that ATLO will be L-4 months.

Additionally, this phase will have requirements levied by the launch service contractor for encapsulation operations.

The preliminary requirements for communications/telemetry requirements are listed below. If any changes are required, this will be accomplished via a Launch Site Support Plan amendment form (LAF) after award.

The Contractor shall be responsible for the below:

LVC shall display all video being sent by Hangar AE during MDR, Static Fire, and Launch as required for LSP and SC representatives in FR4.

Video On-Board Camera View

Provide routing of launch vehicle on-board cameras video from LVC to Hangar AE. Hangar AE will route to Control Rooms

Video Hazardous Operation Recording

LVC shall provide 24 hour recording of SC at the PAD including for hazardous operations.

• LSP will provide backup recording of operations specified by the SC customer

• This shall include SC mate operations, where LVC shall provide included videos to Hangar AE

• LVC shall provide the recording to LSP or SC in the event of a contingency scenario or emergency data review

The security feed shall not otherwise be sent unless a valid reason is specified

Video LVC VIDEO ROUTING

LVC shall provide the 18 video views to Hangar AE full-period during PAD phase.

• This shall start when SC moves their EGSE equipment to the PAD or before Static Fire, whichever is sooner

Video PAD EGSE ROOM EGSE View

Provide color CCTV coverage of Spacecraft EGSE located in the PAD EGSE ROOM routed to the Spacecraft Control Room during Pad operations.

• LVC shall provide the two permanent wall mounted EGSE room camera views to LSP/AE, but these shall not otherwise be routed without LVC permission

• LSP shall provide their LSP camera routed through the LSP network back to AE for distribution to the Psyche

The LSP camera view shall be approved by LVC

Voice AE to JPL Voice Nets

Provide 15 voice nets between AE and JPL, Pasadena during Spacecraft processing and Pad operations.

Voice SC Launch Countdown Rehearsal Nets

Provide the following nets between the Spacecraft Control Room, JPL, and AE during the Spacecraft Launch Countdown Rehearsal

Voice Voice Checks

SC and LVC shall be required to participate in scheduled voice checks with a participant that is capable of changing voice lines in real-time.

• A meeting time shall be coordinated and sent via meeting invite to participating parties

A list of nets will be coordinated among the participants

PAD COMM PAD Voice PAD EGSE Headsets

Provide 2 headsets in the PAD EGSE ROOM during PAD operations (Including IST and CST)

Voice Test Conductor Nets

Provide talk capability for the PSYCHE Test Conductor in the Spacecraft Control Room on the following voice nets:

Countdown Net

• Test Conductor has hold authority

• The Test Conductor is expected to be in the PPF control room This may also apply to the TC backup(s)

LVC shall have the FR4 voice nets configured at least a day prior to the scheduled LSP checks. LVC shall provide a separate escort for LSP personnel to check the SC and LSP voice for the room.

COMM 24 Hour Comm Support

Provide 24 hour communication engineering and technician support during mission critical activities.

COMM LVC Support

LVC shall provide a network POC to be local and on-call at the time of LSP and SC rack deployments and troubleshooting activities. LVC shall provide a pad escort for pre-coordinated LSP PAD deployments.

LVC shall provide an on-console comm POC and a voice net between AE and the LVC POC during on-console PAD phase operations. The comm POC shall be reachable by any SC or LSP personnel on console within LVC facilities.

LVC shall also provide escort as needed into the AO Comm Room.

LVC shall also provide a comm POC familiar with changing the voice switch and able to change voice circuits during coordinated Voice Checks.

Implementation Details:

The Net utilized between the LVC and AE Comm POCs shall be coordinated, but is expected to be SIM Net
