Project FIA training and Educational plan

General Information

1.0 Scope of Work

In-depth training tailored to our staff needs, i.e., focused on techniques and topics pertaining to Forest Inventory and Analysis (FIA) relational databases, bringing attendees from novice to intermediate/advanced levels of understanding.

Specific courses include coding languages for data queries; data visualization programs; and code repository/posting.

Six course topics have been identified (see background and contractor requirements for details). Staff from multiple functional groups (e.g., analysis, resource use, methods) and research stations will be enrolled.

2.0 Background.

There is a need to enhance the capacity and capabilities of our staff to efficiently query our database, present findings in clear and aesthetically pleasing ways, and allow for transparency and security. These skills directly relate to our mission to analyze and present data. The increased efficiency is especially important when our staff is required to perform rapid analysis, such as disaster impacts on the forest resource. Specific course topics were selected based on “training needs” input from Southern Research Station (SRS) employees.

Contractor Requirements

3.0 Technical Requirements / Tasks

Requirements / Tasks:

- Courses/trainings to take place before October 1, 2024.

- Deliver instructor-led software training courses to FIA staff.

o Introduction to R 2-days o R for data science 5-days o Python 5-days o Oracle/PLSQL 3-days o GitHub 2-days o Power BI 2-days

- Training to take place within 30 miles of the Knoxville SRS-FIA office.

- Facility to include hardware, software, reliable internet, and all other technical items needed to achieve training.

- Must also have option for subset of students to attend remotely.

- Maximum of Students attending Twenty (20)

4.0 Government Furnished

Employees who attend the trainings virtually will be on their government furnished computers.

5.0 Deliverables / Schedule

7.1 Key Personnel Minimum Qualifications

7.1 Three (3) years’ work experience as instructor-led software trainer.

7.2 Certificate for the position of IT Computer/Software Trainer.

8.0 Security Requirements

None – the instructors will be on their non-government machines using non-government networks.

9.0 Data Rights

Will only be using data for practice and learning. Any FIA data used will be from the public-facing databases.

10.0 Section 508 – Electronic and Information Technology Standards Contract shall consider and be in compliance with Section 508 Electronic and Information Technology Standards In the event of any student with disabilities.
