Attachment 1: STATEMENT OF WORK
STATEMENT OF WORK
FOR:
Reconfigure Workstations
Project: Building 10853, RM. E142
Dated: 28 July 2023
1. BACKGROUND: The National Air & Space Intelligence Center (NASIC), located at Wright-
Patterson Air Force Base (WPAFB), Ohio is in need of systems furniture to expand their current work area to accommodate a total of 34 workstations. Furniture vendor is required to furnish additional Steelcase Avenir product to supplement existing government owned product.
2. GENERAL INFORMATION: This effort is CFGI (contractor furnished government installed). The contractor shall provide all design, project management, materials, and delivery services only (no installation) to accomplish this project in accordance with the Statement of Work (SOW) and Drawings. Coordination and management of all new product, equipment, and people is required to create a design and deliver new furniture for Building 10853, RM E142. This includes ongoing servicing of any items defective due to manufacturing error as well as for replacement or repair of any damaged item after purchase.
2.1. The contractor shall be responsible for all personnel, equipment, tools, materials, supervision, storage, assembly, transportation, incidentals, and all other items and services necessary to provide and deliver systems and modular furniture.
2.2. The contractor shall be knowledgeable of and shall comply with all applicable Federal, State, and local laws, codes, permits, Department of Defense (DoD), Air Force (AF) and Base requirements and instructions required for the performance of the duties in this Statement of Work.
2.3. The contractor shall ensure policies and procedures are established that protect the safety and welfare of customers, employees, and the community to minimize or eliminate safety or environmental risks. These policies shall be in compliance with Federal and Installation policies and procedures.
2.4. The contractor shall provide a Contract/Project Manager who shall be responsible for the performance of the work. The name of this person and an alternate or alternates who shall act for the contractor when the manager is absent shall be designated in writing to the Contracting Officer (CO) within five (5) calendar days after contract award. The contract manager, or alternate, shall have full authority to act for the contractor on all contract matters relating to the daily operations of this contract on the installation.
2.5. All contractors shall submit a complete list of personnel in accordance with installation policy, including delivery personnel, who will be expected to work on the installation.
This list shall contain Privacy Act information as required, as well as the expectation that each individual will be able to present a current and valid state identification to meet local Air Force security requirements. This information must be provided a minimum of 3 days before work is scheduled to begin.
2.6. The contractor shall not employ persons for work on this contract if such employee is identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population. Contractor personnel shall present a neat appearance and be easily recognized as contractor employees.
2.7. The contractor shall be an authorized dealer of the specific Systems and Modular furniture manufacturers specified on the project. The vendor shall manage ordering, shipment, and delivery of all new furniture from manufacturer to final acceptance by the designated Government Acceptor identified in the schedule of the final awarded contract.
2.8. The Contractor shall perform work during the following hours of operation, unless otherwise noted in the specific sections below:
2.8.1. Normal hours of operation will be from 0700 to 1600 hours Monday through
Friday, except Federal holidays.
2.8.1.1. The following Federal holidays are observed at WPAFB: New Year’s Day, Martin Luther King Jr. Day, Presidents Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day, and Christmas Day.
2.8.2. Mission required non-work days.
2.8.3. Base closure/delay policy and communication methods for closures/delays. In the event of adverse weather conditions, NASIC follows the response protocols set forth by Wright Patterson Air Force Base (WPAFB).
2.8.3.1. Please follow guidance provided on local TV and radio channels, 7,9,22, and WHIO 1290 or by calling the base weather Hotline 656-SNOW (7669).
These channels will have postings on closure or delays of WPAFB.
2.8.4. When the contractor desires to work other than standard times, a written request shall be submitted to the Government Acceptor for approval. Written approval from the Contracting Officer must be received before proceeding with the work.
2.8.4.1. The request shall be submitted at least ten (10) work days prior to the proposed performance of work, and it shall indicate the day/days, time/amount of work, and reason why performance is necessary during nonstandard hours.
2.8.4.2. All Air Force inquiries shall be responded to by a contractor representative within two (2) business days.
2.9. Contractor may be required to attend meetings to discuss status of work.
2.10. Vehicle registration, proof of insurance, and a valid driver’s license shall be presented to gain base access.
2.11. The contractor shall be responsible for coordination of an escort through the assigned Government Acceptor if access to any controlled areas is necessary in the performance of the contract.
2.12. The contractor shall provide a schedule of work minimum 2 weeks before work is scheduled to start.
2.13. Lost vehicle and entry passes shall be reported immediately to the Security Police as well as the Government Acceptor in accordance with the local security forces policy.
2.14. The contractor shall be responsible for any storage of all new furniture, components, parts, and assemblies prior to and during delivery in accordance with the agreed upon delivery schedule.
2.15. The contractor shall maintain the ability to surge in the event of unforeseen circumstances such as extended business hours, travel, classes and education, and mission related surges.
2.16. The contractor shall maintain continuity between the support operations at WPAFB and all other assigned performance locations and the contractor’s corporate offices.
2.17. The contractor shall provide the necessary resources to manage and administer the contract. The contractor shall, as a minimum, maintain a single point of contact for this effort to be available in person to the Facility Project Manager during the same business day.
2.18. Secure Facility Access. NASIC is a secure facility and has special project requirements that include, but not limited to:
2.18.1. Security clerk oversight of contractor personnel while in the facility
2.18.2. Prohibited electronic items within the space include cell phones, apple watches, and any recording devices. Lockers are provided outside this space to place the items prior to entering the room.
2.18.3. All contractors shall submit a complete list of personnel in accordance with installation policy, including delivery personnel, who will be expected to work on the installation. This list shall contain Privacy Act information as required, as well as the expectation that each individual will be able to present a current and valid state identification to meet local Air Force security requirements. This information must be provided a minimum of 3 days before work is scheduled to begin.
2.19. Loading dock/delivery procedures
The contractor shall be responsible for determination of the appropriate delivery method and handling, based on site conditions to include the non- existence of loading docks and equipment at any given location. Special circumstances may be identified by and negotiated with the Contracting Officer. Personnel are prohibited from sponsoring guests onto the installation.
3. SCOPE: This effort is CFGI (Contractor Furnished Government Installed). The contractor shall provide all design, project management, materials, and delivery services only (no installation) to accomplish this project in accordance with the Statement of Work (SOW), Drawings.
Government holds stock of Steelcase Avenir product which can be utilized to furnish about 14 stations. Contractor to integrate as much existing product into the design as possible, then provide additional matching parts and pieces to complete the full design according to this SOW and drawings. Provide workstation parts and pieces according to plans provided. This includes 34 total stations (19 new workstations, 1 modified new workstation, 14 existing stations with supplemental parts) that should meet the minimum requirements listed below.
CLIN 001: WS1 (L-Shaped Workstation) Qty: 19
WS1 Description:
L-Shaped Workstation. Interior Dimension 6’ x 6’ Powered Panels as Shown in Drawings.

• Contractor to verify existing parts are available and in good condition for reuse
• Contractor to fully utilize, to the best extent possible, existing product to complete the design. Contractor to supplement existing product with new materials to complete design fully.
• Contractor to provide all hardware, connectors, special tools, etc. to complete layout according to plans provided.
CLIN 004: DESIGN
Design services to verify existing product and site conditions, create drawing using automated CAD graphics, determine additional product needed to complete design as shown in SOW and gov’t provided drawings.
• Work shall comply with applicable building standards and codes, specifically: National Electrical Code (National Fire Protection Association (NFPA 70) and National Life Safety Code (NFPA 101).
• Contractor to provide installation drawings and final Kit of Parts in hard copy and digitally via DODSafe.
CLIN 005: DELIVERY
Transportation of all new products, loading, unloading, storage, and all necessary movement from factory to delivery. All items shall be delivered (FOB) to Building 867, WPAFB, Ohio 45433.
• Loading Dock is not available. Liftgate will be required.
• The contractor Project Manager shall be responsible for on-site coordination of all staging and deliveries of their product, to include access to and operation of any equipment needed for unloading and movement of materials or product.
• The contractor shall be responsible for determination of the appropriate delivery method and handling, based on site conditions to include the nonexistence of loading docks and equipment at any given location. Special circumstances may be identified by and negotiated with the Contracting Officer.
• Delivery shall be in accordance with the terms of the contractor's agreement. If the ordering activity designates an accelerated or delayed delivery schedule it will be identified in the contract.
• A maximum of thirty (30) days storage for new products shall be included in the contractor's agreement.
• The contractor shall be responsible for following all safety and security guidelines within the area in which work is being performed, to include securing any contractor owned tools or equipment, and any on site storage being utilized.
• The contractor shall maintain accountability and control of any keys provided and shall return them to the Government Acceptor upon completion of work. Duplication of keys or other means of access is not authorized.
• The contractor shall prevent its personnel from entering any area other than the designated work area.
• The contractor shall ensure its personnel eat, drink, or smoke only in designated areas.
• The contractor shall maintain a means of egress within all designated work areas to comply with fire codes.
• Contractor shall provide project manager to coordinate delivery of furniture and process punch as necessary.
• The contractor shall appoint an authorized representative who shall be the company's senior representation on site for all customer communication and who shall enforce compliance of all requirements for the project. This representative shall have a physical presence during delivery unless agreed to by the Government Acceptor and/or Government Project Manager.
• The contractor shall be liable for any damage to Government property caused by the contractor or its representatives.
• Services shall include inspection of product for shipping damage. If damage is found, it shall be the responsibility of the contractor to notify the authorized Government representative and make all arrangements for replacement or repair of the item(s) damaged.
• Services shall include providing installation drawings and product list designating existing and new parts to be used, based on drawings and SOW.
3.1 Once the contract has been awarded, it becomes the responsibility of the contractor to verify measurements and site condition. All visits to facility require badging, and personnel must be escorted at all times.
3.2 The contractor is responsible for processing punch (short ordered/shipment damages) including delivery of those items as required.
4 PRODUCT MARKINGS/DOCUMENTATION/TOOLS: Items used after new product acceptance used to identify or modify a particular product.
4.1 All documentation (owner’s manuals, warranty information, assembly instructions, maintenance and care instructions, operating instructions, etc.) shall be provided to and reviewed with the Government Acceptor and/or Government Project/Facility Manager upon delivery of the product.
4.2 Final CAD Files with Furniture Graphics, provided to Government via DODSafe.
4.3 Final kit of parts
4.4 Special assembly tools (security hardware wrench, spare parts provided with the furnishings, etc.) shall be provided to the Government Acceptor and/or Government Project Manager prior to final Government acceptance of products and services.
4.5 Contractor to provide Change Key and Master Key to Government
5 INSEPCTION/ACCEPTANCE CHECKLIST: Contractor shall validate with the Government Acceptor that all product has been specified and ordered in accordance with manufacturer guidelines and customer specifications.
5.1 Upon completion of all contract requirements, the contractor shall submit to the Government Acceptor the Inspection/Acceptance Checklist provided by the Government, as well as documentation of completed punch list items. The Government Acceptor will complete the Inspection/Acceptance Checklist and return it to the contractor. The Contractor shall then submit a final invoice in the Wide Area Workflow system (WAWF) (https://wawf.eb.mil/) as outlined in the clause at DFARS 252.232-7006 within the contract.
Contractor shall attach an electronic copy of the signed Inspection/Acceptance Checklist to the invoice submission.
6 SITE CONDITIONS: Standard site conditions shall be considered those that include:
6.1 Free and clear hard surface access to the receiving location during regular working hours.
6.2 Parking and off-loading area suitable for access by a semi-trailer combination or truck within 100 feet of the building entrance.
6.3 Threat condition level of the base is Bravo. This requires dealer personnel to get base access in order to complete the product installation.
6.4 Health condition level of the base is Alpha.
6.5 Current and correct CAD drawings of the building shell.
7 QUALITYASSURANCE: Contractor performance shall be assessed using Inspection/Acceptance Checklist provided by the Government.
8 PERIOD OF PERFORMANCE (PoP): The PoP begins immediately after contract award and completion is expected within one hundred eighty (180) days.
9 BASE/INSTALLATION SPECIFICS: All commercial trucks must enter through Gate 26A (contractor gate), which is located off Route 235, for inspection.
9.1 In accordance with the Installation entry control procedures, base entry procedures must adhere to delivery vehicle process requirements mandated by the Wing. Once at Gate 26A, the driver shall have a work order and be able to show:
• A current Vehicle Registration
• A current Proof of Insurance
• A valid and current Driver's License for the driver (Must be in compliance with the Real ID Act)
• A valid and current Driver's License or other State Identification for any passenger(s) in the vehicle.
9.2 Gate Procedures: Once at Gate 26A, contractor and/or delivery personnel shall be prepared to exit the vehicle and allow for vehicle inspection. At this time, contractor personnel may ask for directions to the final destination.
• If the final destination requires the driver to leave Gate 26A and re-enter the
Base through an alternate gate, the pass received will be sufficient documentation for entry into both gates within a pre-established time directed by the Security Forces representative.
• Arrival at the appropriate gate after the designated allotted time will result in non-admittance to the Installation.
• This procedure will occur each time a commercial truck requests access to the
Base.
9.3 Contractor/delivery personnel shall hold a current Bill of Lading (BOL) in order for delivery driver and the vehicle to access the Base. BOL must include the AF installation name, date of anticipated delivery, and specific destination (including building number, street address, and point of contact information).
9.4 Personnel shall have the following items when entering an Installation:
• Current Registration for all vehicles
• Current Proof of Insurance for all vehicles
• Valid driver’s license for each driver
• Valid driver’s license or other state identification for each passenger
• Depending on the current Force Protection Condition, a Government representative may be required to sponsor those people in person at Pass & ID.
• The sponsor must state the guest's purpose and destination. It is the responsibility of the contractor to validate this need with the Government POC prior to arrival so as to coordinate the arrival time accordingly. Sponsors may request that a pass be applicable for multiple days if needed.
o To sponsor ten (10) or more people, a typed list of those people must be submitted by the Government Acceptor in Word or Excel format, stating LAST NAME then FIRST NAME of each person.
The sponsor must submit that list to Pass & ID no fewer than three days prior to the anticipated arrival.
Names listed must be complete names (no nicknames) and correspond to the names on the state ID for each person.
9.5 Mission Essential Services: Contractors are not considered mission essential.
9.6 Prohibitions: Firearms shall not be brought on Base under any circumstances.
Individuals with criminal records shall not be allowed on Base. Contractor personnel are prohibited from sponsoring guests onto the installation.
