Introduction:
The work and services for this scope consists of the following tasks to be performed every Friday-
Sunday for a period of 12 months from notice to proceed.
Cabrillo National Monument (CABR) is a unit of the National Park Service (NPS) and manages all the National Park property located in the Point Loma area of San Diego. All work required of this contract will be performed within the boundaries of CABR which is located at:
CABR is located on the southern end of Point Loma and operates from 9:00 a.m. to 5:00 p.m. Currently, extended hours are in effect between Memorial and Labor Day Weekends when the park remains open until sunset.
This service contract is for custodial services at CABR, the purpose of this janitorial service is to provide a safe, sanitary, environmentally protective, and esthetically pleasing environment for park visitors and employees.
General Terms and Conditions:
• Contractor may use any public restroom.
• Contractor parking and equipment storage areas will be designated by the Park. No company signs shall be installed on government property. Eating will be performed in areas designated by the
Park.
• Contractor must be distinguishable to staff and visitors using a simple, identifiable uniform, such as a polo shirt with company logo, or similar. Please provide submittal for approval.
• Contract services identified as “required prior to opening” need to be completed no later than
9:00am on contract workdays (Friday-Sunday). This includes holidays.
• The contractor will notify the contracting officer representative (COR) by phone/text and email of any lapses in coverage with as much notice as possible, a minimum of 24 hours’ notice prior to a lapse in coverage is preferred.
• Contractor will provide documentation that each staff member has reviewed work requirements of this contract before starting work.
• COR will designate a point of contact for this contract. If POC is not available, contact COR.
• All material and waste removed or generated by work of this contract shall be properly disposed of in the dumpsters located on-site.
• During cleaning of public restrooms, required prior to opening, contractor will check functionality of all sinks, toilets, urinals, and soap/hand sanitizer dispensers and report any maintenance issues to the COR.
• Contractor entering the park to perform the service is required to pass a background check prior to commencement of work.

Materials and Supplies:
The contractor will be responsible for providing the following:
• Uniforms to be worn during contracted work (see attachment for examples).
• Any PPE (other than disposable gloves) required to complete work.
• Transportation to access the work locations.
The NPS will provide the following at each work location as well as access to the custodial supply in the event more is needed.
• Tools required for custodial work: Spray bottles, scrubbing pads, toilet bowl brushes, brooms, mops, mop buckets, vacuum cleaners, hand dusters, trash grabbers.
• Cleaning products for custodial work: Disinfectant cleaner, floor cleaner, glass cleaner.
• Consumable custodial supplies: Toilet paper, trash bags, liquid hand soap, liquid hand sanitizer, paper towels, mop heads, toilet seat covers.

Specific locations where custodial work is to be performed is as follows:
• Visitor Center (VC) Complex:
o Main Visitor Restrooms (8 toilets, 3 urinals, 8 sinks, 8 soap dispensers, 2 hand sanitizer dispensers, 2 diaper changing stations, 4 trash receptacles, approximately (aprox.) 800 sq ft of hard flooring.
o Cabrillo Museum Exhibit (approx. 500 sq ft of carpet) o Auditorium (approx. 600 sq ft of carpet) o Administration o VC Complex Paths and Walkways (3 trash receptacles) o Main VC Parking Lots
• Lighthouse Complex o Old Point Loma Lighthouse o Assistant Keepers Quarters (AKQ) Museum and Restroom (1 toilet, 1 sink, 1 soap dispenser, 2 hand sanitizer dispensers, 1 trash receptacle) o Lighthouse Comfort Station (5 toilets, 1 urinal, 2 sinks, 2 soap dispensers, 2 trash receptacles) o Whale Watch

*Prior to accessing Administration or AKQ, ensure security alarm has been disabled in Administration
Breakroom in accordance with standard operating procedures provided by NPS. Instructions on how to disarm alarm system are a simple two-step process that will be provided prior to notice to proceed.
VC Complex Public Restrooms
Sanitation/Custodial
LOCATION: Main Visitor Restrooms
FREQUENCY: Twice Daily
TIMING: Required once prior to opening and again between 12pm and 2pm
PERFORMANCE
STANDARD:
1. Using provided disinfectant, clean all toilets, urinals, sinks, hand dryers, diaper changing stations, and wall tiles around sinks, toilets, urinals, and hand dryers.
2. Using provided glass cleaner, clean all mirrors.
3. Refill as needed with provided supplies all, toilet paper, toilet seat covers, and soap dispensers as needed.
4. Empty large trash bins and small wax bag waste bins as needed. Replace with provided trash bags and wax bags.
5. Sweep floors clean of all waste and debris placing any swept-up material in a trash bin.
6. Verify functionality of all sinks, toilets, urinals, and soap/hand sanitizer dispensers.
VC Complex Public Restrooms

FREQUENCY: Once Daily
TIMING: Required once prior to opening

STANDARD:
1. Using provided tools and products, wet mop all floors in each restroom.
Trash Removal
LOCATION: Behind administration and next to auditorium
FREQUENCY: Once daily, more if needed
TIMING: Required once prior to opening, check in afternoon and emp ty again if more than half full.
PERFORMANCE
STANDARD:
1. Check trash bins behind administration building and next to auditorium, empty trash.
2. Replace with provided, new trash bags.
3. Walk along all paths and walkways in the VC Complex, pick up any trash found and dispose of in trash receptacles/dumpsters.

STANDARD:
1. Vacuum entrance mats and carpet in Cabrillo Exhibit.
2. Vacuum entrance mat and carpet in Auditorium.
3. Straighten chairs into rows.
VC Complex Administration
LOCATION: Inside Administration building north end.
FREQUENCY: 1x per month
TIMING: Saturday or Sunday
PERFORMANCE
STANDARD:
1. Clean microwave, toaster oven, and toaster inside and out.
2. Clean countertops and sink with provided cleaning products.
3. Dust/wipe down and horizontal surfaces that are readily accessible.
4. Sweep and wet mop floor.

STANDARD:
1. Using provided disinfectant, clean toilet, sink, hand dryer, and wall tiles around sink, toilet, and hand dryer.
2. Using provided glass cleaner, clean mirror.
3. Refill as needed with provided supplies, toilet paper, toilet seat covers, and soap in dispenser as needed.
4. Empty large trash bin and small wax bag waste bin as needed. Replace with provided trash bags and wax bags.
5. Sweep floor clean of all waste and debris placing any swept-up material in a trash bin.
6. Wet mop floor.
7. Verify functionality of all sinks, toilets, urinals, and soap/hand sanitizer
Lighthouse Comfort Station
LOCATION: Comfort station below lighthouse to the west
FREQUENCY: Twice daily
TIMING: Required once prior to opening, as needed after.
PERFORMANCE
STANDARD:
1. Using provided disinfectant, clean all toilets, urinals, sinks, hand dryers, diaper changing stations, and wall tiles around sinks, toilets, urinals, and hand dryers.
2. Using provided glass cleaner, clean all mirrors.
3. Refill as needed with provided supplies all, toilet paper, toilet seat covers, and soap dispensers as needed.

PERFORMANCE 1. Unlock Lighthouse front door and secure in open position.

STANDARD: 2. Inspect stairwell and landings for any trash and dispose of if found.
Lighthouse Complex

TIMING: Prior to or just after opening
PERFORMANCE
STANDARD:
• Walk around walkways and paths at lighthouse complex, including Whale
Watch Overlook, and pick up any trash found in those areas.

FREQUENCY: Twice daily
TIMING: Required once prior to opening and again between noon and 2pm
PERFORMANCE
STANDARD:
1. Using provided disinfectant, clean toilet seats and risers and hand sanitizer dispensers.
2. Refill as needed with provided supplies all, toilet paper and refill hand sanitizer dispensers.
3. Empty large trash bins as needed. Replace with provided trash bags.
4. Sweep floors clean of all waste and debris placing any swept-up material in a trash bin.
5. Wet mop floors.
6. Verify functionality of all toilets and soap/hand sanitizer dispensers.
Tidepool Parking and Path
LOCATION: Parking lot #1 and walking path to tidepool entrance
FREQUENCY: Once daily
TIMING: Prior to 2pm
PERFORMANCE
STANDARD:
1. Walk around parking lot and path to tidepool entrance and pick up any trash found in those areas.

SECURITY & WORK HOURS:
• All work identified in the SOW as “required prior to opening” shall be completed daily by
9am. The contractor shall determine an appropriate and reasonable start time in order to accomplish this and have this schedule approved by the park prior to the Notice to Proceed.
• Contractors will be given access to areas required for the completion of identified work. There will be no access given to other areas of the park outside of normal business hours.
Adjustment for Inadequate Performance;
A) Well maintained and sanitized public use areas are the National Park Service’s goals. Routine inspection shall be performed to minimize work improperly performed. Such inspections are designed only to assure that the NPS pays only for those services, which have been specified, and adequately completed by the contractor.
B) In the event the contractor fails to successfully perform the required work, the National Park Service has the right to withhold partial payment.
Invoices and Payments
All invoices shall be furnished to the COR and Contracting Officer monthly via e‐mail as a stand-alone attachment in the form of a progress invoice clearly showing; Total yearly contract cost, any previous payments, current invoice amount, and total funds remaining (un-paid) on the contract for approval prior to submitting the invoice in the Invoice Processing Platform (IPP), see IPP clause for details. Invoices shall include a list of all areas cleaned, dates of each cleaning, dates of the billing cycle and billed amount. The total annual cost of the contract shall be divided into 12 equal monthly payments.
Contracting Officer Representative:
The COR shall be delegated via COR appointment letter by the Contracting Officer. COR contact information shall be provided via e-mail after award with a copy of the COR appointment letter.
