3.0 Scope of Services:
The Contractor shall provide all professional services necessary for the accomplishment of the contract project and such required services shall be in accordance with requirements as described herein.
A. The Contractor shall provide services for the following tasks marked by an “X”:
[X] Provide a cost proposal to complete the project as per project requirements.
[X] Provide and install all material to complete the project as per project requirements.
4.0 Technical Project Requirements:
The Contractor shall furnish a cost proposal to provide services for all of the following requirements:
Install 1 standby generator and transfer switch to serve as backup power for the southside of building 47 and 1 standby generator and 2 transfer switches (1 for southside of building 45 and one for north side of building 47) to serve as backup power for the southside of building 45 and the northside of building 47.
A. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, and health and safety codes, in effect at the time of contract award.
B. This project falls under the DAVIS BACON Wage Act.
5.0 Background & Site Description:
We are currently tasked with installing standby generators and an automatic transfer switches to buildings 45 and 47. This equipment will provide emergency power in case of power loss to the sensitive equipment in both buildings.
We have 16 Conviron chambers in the southside of building 47 using 3 phase 208V with amperage ratings ranging from 18A to 22A. We also have 2 remote air condensers that are used by 8 of the chambers using 5 amp. The buildings air conditioning is handled by 2 air handlers that require 30A for their remote air condenser unit and 7A for the interior unit. The remote air condensers and air handling units used single phase 230V.
This all adds up to approximately 85kW. If we include the lighting, garage door, exhaust fans, auxiliary plugs, etc were looking at around 160kW. To keep the installation simple and to ensure the generator isn’t overloaded we would like a 200 kW generator that is diesel powered, 208/120 VAC, 3 phase, in a protective enclosure that meets local and federal regulations, with an automatic transfer switch.
We have a total of 20 environmental chambers combined in the southside of building 45 and northside of building 47 using 3 phase 208V with amperage ratings ranging from 18A to 60A. We also have 2 remote air condensers that are used by 8 of the chambers using 208 volts and 5 amps. The buildings air conditioning is handled by 3 air handlers that require 30A for their remote air condenser unit and 7A for the interior unit. The remote air condensers and air handling units used single phase 230V.
This all adds up to approximately 180kW. If we include the lighting, garage door, exhaust fans, auxiliary plugs were looking at around 210kW. To keep the installation simple and to ensure the generator isn’t overloaded we would like a 250kW generator that is diesel powered, 208/120 VAC, 3 phase, in a protective enclosure that meets local and federal regulations, with an automatic transfer switch.
6.0 Bid Schedule: Base Bid only, no Add Options.
A. Inspect site and perform walk through to verify job requirements can be met with equipment currently installed.
B. Provide a detailed bid that includes all equipment, materials, and personal needed to accomplish the tasks.
C. One diesel generator with the following specifications: 200kW, 208/120 VAC, 3 phase, with appropriate NEMA enclosure rating for equipment location. This generator will work with the transformer next to the west side of building 47 and provide emergency power to the southside of building 47.
D. One diesel generator with the following specifications: 250kW, 208/120 VAC, 3 phase. With appropriate NEMA enclosure rating for equipment location. This generator will be installed next to northside of building 45 and provide emergency power to the southside of building 45 and northside of building 47.
E. One automatic transfer switch for the northside of building 47, 600 amp, 4 pole, 120/208
VAC three phase with 2 wire start circuit. Transfer switch should automatically sense power loss and engage generator as required. This will be installed on the northside of building 45.
F. One automatic transfer switch for southside of building 45, 400 amp, 4 pole, 120/208 VAC three phase with 2 wire start circuit. Transfer switch should automatically sense power loss and engage generator as required. This will be installed on the northside of building 45.
G. One automatic transfer switch for southside of building 47, 600 amp, 4 pole, 120/208 VAC three phase with 2 wire start circuit. Transfer switch should automatically sense power loss and engage generator as required. This will be installed on the westside of building 47.
H. Items required to complete the installation for example: diesel fuel for generators, associated fittings and consumables, concrete mounting pads as needed for generators and transfer switches, associated wiring, conduits, fittings, screws, bolts, specialty items, tools to perform the job, location services, and any other item that might be required to complete the job.
1.0 Base Item:
A. All work will be performed in compliance to the NEC & NFPA70 codes.
B. Provide a detailed timeline of each task to include length of time power will be off.
C. Install new equipment efficiently and provide temporary power when power loss will be longer than 10 hrs. Coordinate with the Administrative Officer anytime power will be lost.
Temporary power is required for power losses lasting longer than 10 hours due to critical research equipment onsite.
D. Prior to final inspection clean the area and remove any trash, unused materials, and debris.
2.0 Government Furnished Equipment\Services
A. The Government does not anticipate the need in this project, but the Government will be available to assist with the identification of possible other underground utilities but does not guarantee location of all utilities.
B. The Government will furnish a reasonable amount of electricity and water.
3.0 General Requirements:
A. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of such permits, licenses, inspections, etc., are the obligation of the Contractor.
B. Existing Installations / Demolition: Contractor shall modify existing installations as needed to accommodate the new installation. Contractor shall coordinate modification of existing installations with Owner. All disturbances of existing systems shall be thoroughly coordinated with the Owner to prevent disturbances that might jeopardize on-going operations and research. Owner reserves the right to retain any equipment / materials removed as part of the scope of work. Contractor shall coordinate any equipment / materials to be retained with Owner prior to starting demolition operations. Contractor shall legally dispose of any materials removed that will not be retained.
C. Installation: It shall be the responsibility of the Contractor to complete work in accordance with Federal, State, and Local Code Standards. Additional procedures and materials may be required than is indicated herein. If any item specified herein conflicts with the applicable codes and recommendations, the Contractor shall bring it to the attention of the LOA for immediate resolution.
D. Submittals: Provide manufacturer’s descriptive literature/shop drawings for all materials to the LOA for review. The descriptive literature shall be annotated/ highlighted to show its conformance with contract requirements. Submittals are required for new materials and will be stamped and/or signed by the general contractor prior to submission to the Government.
Contractor is responsible for any costs incurred for equipment ordered without prior approval.
E. Quality Control: The work performed under this contract shall be subject to continuous audit by the LAO. Quality control is the exclusive responsibility of the Contractor.
F. Protection of Work and Property/Safety Requirements:
1. Contractor shall furnish a Site-Specific Safety Plan (SSSP) 10 days after contract award.
SSSP shall be approved by the Government before construction work commences.
2. The Contractor shall protect the work, the site, and all existing property and structures within the limits of the construction activities or that may be affected thereby until acceptance of the work. Any damage to property shall be repaired at the Contractor’s expense, to pre-damaged condition to the satisfaction of the LAO.
3. Safety and health matters, as they relate to the work, are the exclusive responsibility of the Contractor. The Contractor shall furnish, erect, and maintain barricades, warning lights, signs, guards, or take other precautions as may be required by law or local authorities of the protection and security.
4. Contractor is responsible for verifying location of any underground utility and is responsible for any damaged caused to such utilities.
G. Temporary Facilities:
1. Temporary utilities (water and electricity) may be furnished to the Contractor by the
Government, if so requested. The Contractor shall maintain and protect all such utilities during the course of construction and shall repair or replace any items damaged through its own negligence.
2. Should the Contractor require any power or utility shutdowns during construction, the Contractor shall obtain approval for such shutdown from the LAO seven working days prior to the need.
H. Materials and Equipment:
1. The material and equipment to be furnished under these contract documents shall be the standard products of manufacturers regularly engaged in the production of such materials and equipment and shall be the manufacturer’s latest standard design.
2. All materials and equipment to be incorporated in the work shall be handled and stored by the manufacturer, fabricator, supplies, and Contractor before during and after shipment in a manner to prevent any injury, theft or damage of any kind to the materials and equipment. All materials and equipment furnished by the Contractor shall be subject to inspection and approval by the LOA.
3. Government will not furnish any labor or equipment to unload or move materials or supplies.
I. Cleanup: The construction site shall be kept clean and free of debris at all times. Restore areas disturbed as nearly as possible to the original appearance and condition. Upon completion of the project, and prior to final inspection, the Contractor shall remove from the premises all unused material, trash, and debris resulting from the work to the satisfaction of the LOA.
J. Warranty:
1. Submit data concerning the standard one-year warranty for workmanship, including the warranty periods (dates), and warranty contacts with names, addresses and telephone numbers.
2. Extended Equipment/Product Warranties: Obtain and furnish to the Contracting Officer all written warranties for equipment/products that have extended warranties (warranty periods exceeding the standard one-year warranty) furnished under the contract. The warranty period shall begin on the same date as project acceptance and shall continue for the full/product warranty period. The warranties shall be fully executed and delivered to the Contracting Officer prior to final acceptance of the facility.
K. Final Payment/Contract Closeout: The following documents are REQUIRED PRIOR TO FINAL PAYMENT (other documents may also be required):
1. General contractor’s minimum one (1) year warranty on work.
2. Operation and Maintenance Data
3. Release of liens.
4. Final Invoice
L. PROJECT SCHEDULE: The Contract time for this project is 90 calendar days.
