About this file

This document contains questions and answers regarding a solicitation for the installation of two standby generators at USDA facilities in Salinas, California. The solicitation requests generators with a minimum 300-gallon fuel tank and full tank of fuel be provided. Installation will include concrete pads, weatherproof enclosures rated to NEMA 3R, and connection of automatic transfer switches to facility electrical systems. The Agricultural Research Service is seeking generators sized at 250kW for one location and 200kW for another, with an initial one-year warranty and eight-hour workdays for installation. The response deadline was extended to September 7, 2023 to accommodate long lead times for equipment.

1) According to C.4 & K.7, Is it being requested to use a biobased lubricant, fuels, and greases inside the generator engine? If they are reasonably available yes.

2) What is the specificaon of the fuel tanks to be provided with each generator? (hrs. of run me @ capacity of generator) (the 2 generators that where used for reference had a 322 gallon tanks a minimum 300 gallons would be required)

3) Who provides electrical services to the site? (PG&E)

4) Is an annunciator required and will connecon to the site Building Management System be required? (No)

5) Are spare parts, lubricants, and filters to be included with the close out? (No)

6) Is the prime responsible for suppling a full tank of fuel upon close out? (Yes)

7) Is start up to be completed by a factory trained technician? (factory trained technician)

8) Will a megohm test of the exisng wires, and newly installed wiring to the ATS be required prior to applying power? (Yes please)

9) On the first page of the RFQ / Line 11, It requests the “installaon of tow standby generators”. Are the generators to be chassis mounted on highway rated res? This is a typo, it should say “two”

10) Do as built drawings exist of Building 45 and Building 47? (No)

11) Can an MS Excel format document be provided for the G.5 Summary Sheet Format? That is only in case of a modificaon down the road, you could convert into one, but we don’t have one.

12) SOW / 3.0 / L states “90 Days”. Current lead mes on equipment are in excess of 48 weeks?

May the PoP begin from the me of receipt of equipment and materials? We will adjust the performance dates to accommodate long lead mes on parts.

13) Will a laydown area be provided? (Yes)

14) SOW / 3.0 / F. Is a SSHO a requirement for this project? (I would say a site safety and health officer would be up to the contractor, I’m not sure if it’s a USDA requirement)

15) SOW / 6.0 Is the prime responsible for the engineering and design? (i.e., electrical & concrete)

(Yes)

16) how long are the generators expected to run once turned on? this is required to make sure we have a large enough fuel tank spec'ed out (At a minimum 300 gallon fuel tank with a full tank provided)

17) DO you have any electrical plans available? (We will have a new switch and transformer installed at building 45. (The ATS will only need to be connected to the main breaker for each building. 1 ATS for southside building 45, 1 ATS for northside building 47, 1 ATS for southside building 47.)

18) Are you wanng a ATS Bypass Iso Switch or Non-Bypass Iso Switch? (bypass switch)

19) Will the solicitaon be extended due to the number of quesons. Yes, unl September 7, 2023.

20) Are there exisng concrete mounng pads for the generators? (no exisng pads for generator or

ATS)

21) If not, please provide locaons for both, showing distances from the building and any other obstrucons. Will saw-cung be required? Photo's would be appreciated. (I included more pictures)

22) Are the ATS's rated NEMA 3R for exterior use? (enclosures for the generators and ATS’s need to be at a minimum NEMA 3R)

23) Are the ATS's rated for service entrance use? Are the current main breakers inside the building?

(The ATS should be service entrance rated) (The main breaker for southside building 47 is inside the building, and the main breakers for southside building 45 and northside building 47 are in a switchboard outside the northside of building 45)

24) The pictures of the circuit breakers were noted but lacked any pictures of the electrical rooms where they are located. We will need to know this (I included some more pictures)

25) A hand drawn layout diagram would be nice, showing the building proximity to the transformers, meters and exisng switch gear including the approximate distances. (I included 2 drawings with each setup and current pictures of site and equipment)

26) Transfer Switches and Generators are running 60+ Week lead mes. Will performance period be extended to accommodate lead mes? (We are aware of the lead mes it shouldn’t be a problem)

27) Stub ups for forecasted equipment and pads by others with be our responsibility? (building 47 does require underground conduit to be installed to feed the wire to the breaker box and the SOW should have been more specific in that regard)

28) Please confirm Tank size/brand ( at least a 300 gallon drum with fuel provided)

29) Are there As-builts for exisng underground Ulies? Please provide. (None that we can find yet).

30) Outages for isolaon (if power is to be down for more than 10 hours the AO needs to be nofied and backup power will be required)

31) Temp Facilies (restroom, temp electrical) provisions provided at facility? (They will be allowed to use our facilies and electrical within reason)

32) Laydown/storage/staging area for our equipment (they will have a staging area)

33) Are permits required? (Everything is within our property so we shouldn’t need any permits I believe)

34) Is a maintenance (not warranty) contract required? Specialized tesng or Commissioning? Who will maintain manufacturers maintenance aer installaon? (The SOW asks for a 1 year warranty, there is no ongoing service contract as part of this requirement)

35) Please confirm that bldg. 47 is the locaon that will be geng the 250 kw generator (since there are two breakers, 400amp and 600amp). Looks like the RFP states bldg. 45 gets the 250kw and bldg. 47 gets the 200kw. (Northside of 47 and southside of 45 get the 250kW generator and southside 47 gets the 200kW generator)

36) Elaborate on what is meant by “protecve enclosure” that meets federal or local requirements.

Is this for weather, sound proofing or both? Is the intent to enclose the generator and transfer switches, basically the enre PAD? (NEMA 3R rated weatherproof enclosure at minimum for the generators and transfer switches)

37) What are the allowed working hours? (8am to 6pm)
