Statement of Work (SOW) Building 1 Foundation and Exterior Repair Projects
GLERL LMFS, Muskegon, MI May 2023
1. Abstract:
The National Oceanic and Atmospheric Administration (NOAA) Great Lakes Environmental Research Laboratory (GLERL) operates long-term observations and field-based shorter-term process studies in Lake Michigan at the Lake Michigan Field Station (LMFS). The site is approximately a two (2) acre parcel of land owned by the Department of Commerce operated by NOAA GLERL and hosts first class research on the ecosystem of the Great Lakes.
2. Mission:
Site Location: Great Lakes Environmental Research Laboratory (GLERL) Lake Michigan Field Station (LMFS) Site Information- 1431 Beach Street, Muskegon, MI 49441- 1098
The Great Lakes Environmental Research Laboratory at the Lake Michigan Field Station supports GLERL's Ecosystem Dynamics theme with on-site researchers, laboratory, office, service areas and storage facilities with direct access to ship resources in support of the mission and associated field work.

The LMFS coastal resource facilities provide onsite experimentation and analysis along with the support for offshore research by NOAA vessels in the Great Lakes for research projects from NOAA and its partners including other federal agencies and local universities that perform similar research.
3. Purpose:
GLERL LMFS Building 1, a historical building built in 1905, is located adjacent to Lake Michigan and the Muskegon Channel. During Lake Michigan's record high lake levels, cracks in the basement floor allowed significant volumes of water to enter the building on a regular basis. This occurred regardless of storm or rain events, due to the site’s high water table.
Currently, there are four sump pumps located on the basement level that are used to pump the water out of the basement into the sewer or exterior of the building. When Lake Michigan water levels are elevated, pumping occurs continuously, but has suffered from clogging due to iron ochre in the water. Power outages have resulted in basement flooding in the past and a stand-by generator system is currently in place that will keep pumps continually running to remove the water. If the power or pumps were to fail, it only takes one hour for the basement to begin flooding. Even with the power and pumps operating well, water regularly seeps through a long crack in the basement floor slab due to hydrostatic pressure. Also a concern, the main sump pump discharge outlet, which is located in the seawall at the Coast Guard basin, will become completely covered at times due to the high lake water level. Complete blockage is especially a risk in the winter if the basin water freezes.
The purpose of this project is to address the damage to the foundation to prevent flooding from occurring.
Additional repairs to the exterior of the building are also included as optional line-items.
4. Constraints:
The contractor shall abide by the following constraints:
