About this file

This document contains questions and answers related to solicitation number 1305M323RNRMA0028 for repair work on Building 1 of the Great Lakes Environmental Research Laboratory Lake Michigan Field Station. The solicitation is for foundation crack repair and concrete work on Building 1. Questions and answers address providing clearer project drawings, invoicing for materials and bonds, bathroom facilities, permit requirements, expanding the scope of work to include lifting or removing the building foundation, and maintaining public access to a walkway during construction. Contractors must obtain all necessary permits and provide their own temporary bathroom facilities. The walkway may remain open if temporary fencing allows minimum required access and does not impede equipment and trucks for more than brief periods. Expanding the scope of work to substantially alter the building foundation is outside the scope of this solicitation.

Item No. Question Government Response 1 I am wondering if there is a clearer copy of the plans for the project. I am unable to read what is on sam.gov.

I am asking a question about the above referenced project in Muskegon MI, having to do with the Great Lakes Research Laboratory, Building #1 work.

On Building #1 there are attached plans for the project. In the attachment "Attachment 2 Foundation crack repair" the plans are quite blurry. It is hard to read the General notes and concrete repair notes on page 1 of the 3 page drawings. I have attached what is downloadable from sam.gov.

Any chance there is a clearer set of plans around that could be shared, we don't want to miss anything.

See solicitation amendment with updated project drawings.

2 Section G.5 Addendum to NAM 1330‐ 52.242‐70 Submittal of Invoices indicates that the Contractor can submit invoices nor more than once per month. At the beginning of the Period of Performance, we would like to be able to invoice for materials purchased and bonds. May we do this and still be able to invoice in the same month for progress of work?

The Government may authorize material delivered on the site and may reimburse the Contractor for the amount of premiums paid for performance and payment bonds. See FAR 52.232‐5 of the solicitation.

3 Will the contractor have access to bathroom facilities on site or will contractor need to provide their own?

The contractor will need to provide their own bathroom facilties due to construction impacts on the facilities and building security requirements.

4 Are any specific permits required to be pulled for this job?

Yes. Contractors shall pull all permits.

5 With building number 1 seeing if it’s an option to bid to lift the building dig out and replace the foundation and basement 4 ft higher then it sits now to get above the historical high point of flood plain.

This is outside the scope of the solicitation so it is not an option.

6 Does the walkway that is currently going through the parking lot have to remain open during construction? This would make us have to have temperature fencing out up and it would make having equipment and trucks in and out very difficult.

The walkway provides public access to the channel and pier so some access needs to remain. Temporary fencing for minimum distance and width as needed to maintain this right of way is required. It can be portable such that it could be moved when necessary to accomodate equipment, trucks, site work. Any closures would need to be temporary in nature. NOAA will work with contractors to optimize use of the grounds to the best extent possible.

7 Is there any consideration to lift the house via jack, remove the basement and repair the basement from a higher elevation?

With the resulting elevation being 4 feet higher than it sits now?

This is outside the scope of the solicitation so it is not an option.
