DEFENSE LOGISTICS AGENCY

Industrial Base Extension (IBex) Program

700 ROBBINS AVENUE

PHILADELPHIA, PENNSYLVANIA 19111-5092

30 May 2023

Statement of Work IBex was developed to support DOD operations in remote or hostile environments where little or no commercial capability information is known or exists. Bolstering DLA’s ability to rapidly respond to shifting worldwide events, IBex’s strategic partnerships with industry experts allows government planners to leverage the expertise of the commercial sector, and to gain access to those commercial capabilities if required. Moreover, through IBex’s partnerships with industry and its Market Research reports, the program provides industrial base awareness over assets that can be utilized during a contingency or national emergency.

In accordance with the Independent Government Cost Estimate, the below is an IBex Report request.

This report will provide in-depth information on the vast Oceania Distribution Supply Chain Network that exists within the countries comprising and surrounding Oceania. This information will assist the United States INDO-PACIFIC Command in determining how best to support construction efforts in Oceania inclusive of the following 12 countries:

• Cook Islands

• Diego Garcia

• French Polynesia

• Indonesia

• Malaysia

• Maldives

• New Caledonia

• Niue

• Philippines

• Timor Leste

• Tinian

• Wake

The following three sections must be covered in the report: Supply Chain Mapping, Commercial Business Capability Analysis, and Business Climate Information. The Supply Chain Mapping and Business Climate Information should be submitted in PDF format while the Commercial Business Capability Analysis section can be submitted in either PFD or MS Excel format (templates are available upon request).

The report will be completed and sent to the IBex PM within 90 days of award. Provide pricing for the entirety of the report, and not for each individual country. Though pricing is for the entirety of the report, each country represents a chapter in the overall report and questions under the Commercial Business Capability Analysis and Business Climate Information sections are to be answered for each country.

The government reserves the right to verify the contractor’s Market Research capability reports. The government may verify the information provided either on the geographical parameters within the report or a new region or country within the company’s global presence. Verification may include any methodology than can validate the contractor’s capability. Testing will require the contractor to permit government personnel access to records, systems data, and facilities to verify information. Access will only be needed during normal business hours, though may also be performed in conjunction with actual military exercises.

Section 1: Supply Chain Mapping

1. Outline and map (using established network mapping techniques) the current state of the Oceania

Supply Chain Distribution Network for the movement of CLI and CLIV goods, to include:

• CLI

o Fresh fruit and vegetables o Bottled water o Halal products

• CLIV

o Concrete forming facilities or batch plants o Rebar for forming concrete o Brick and brick block forming companies o Concrete barriers, T-walls, Jersey, Texas, and bollards o Asphalt production and repair capacity o Aggregate/Gravel quarry and delivery companies, ¼ inch to 2 inches o Sandbags, cloth or other o Cement o Dirt-filled gabions, HESCO containers/barrier- like capability o Lumber and plywood companies o Security fencing material (chain link, barbed wire, concertina, and wire rope)

2. Answer the following when describing the Oceania Supply Chain Distribution Network for movement of CLI and CLIV goods within the countries listed above.

• What are the liaison agencies or links between the various countries with Industrial-based nations?

• What are the existing building codes and maintenance standards and how are they different from American codes and standards?

• Describe any major interoperability issues, such as different electrification systems, water, sewage, etc.

• Provide information on current and planned upgrades to port infrastructure, the capacity improvements these upgrades will provide, and which country is providing the capital investment for improvements.

• Provide information on supply lane security training programs and initiatives within each Oceania country listed in the SOW.

• Describe major port stations (air and sea) and regulations surrounding port operations in each country.

• Provide transport statistics (such as passenger and cargo airline periodicity), cargo ships periodicity, and capabilities of port operations within each country.

Section 2: Commercial Business Capability Analysis For each country listed in SOW, provide a vendor name and contact information to include CAGE Code, past government contract numbers, and SAM information (if available) for a minimum of five vendors providing that supply or service. Please ensure that each sub-bullet within the overall class of supply or service has five vendors supporting that item listed. If the locations do not have a specific commodity/service available, then the next closest location where that commodity/service is available should be found and reported. Companies that provide support throughout all areas of the country should be annotated as such. Additionally, negative replies are requested for commodities/services that are not available. Information can either be provided in a report PDF format or an MS Excel spreadsheet (templates can be provided upon request).

Please note that requests for information do not constitute a request for services or supplies, so be certain to ensure that any business contacted is aware that this information is for market research only.

The information contained within these reports is to be considered US government information once submitted and can be released to partners, allies, other US government agencies, and US government agency support contractors.

Contractor Instructions This report will be evaluated in accordance with Tradeoff evaluation procedures, i.e., using “tradeoff” procedures between non-price, past performance, and price factors. The technical and project management factors are considered significantly more important than past performance, and past performance is considered more important than price. An overall roll-up rating will be assigned to the Non-Price factors, with each factor’s assigned overall roll-up rating supported in narrative by the Evaluation Team’s report. The Government may consider award to other than the lowest priced contractors or other than the highest technically rated contractors.

Vendors will be rated on the following:

• Technical Capability:

o RFQ/SOW Acceptance

Vendor must explicitly accept all terms and conditions of the SOW.

o Data Gathering Techniques

The vendor must outline the process they will use to methodically gather data;

acceptable sources can be either primary or secondary, but primary data sources are preferred.

o Country/Regional Posture The vendor shall describe the presence, including offices and representatives, it has in the countries/regions listed in the Statement of Work.

• Project Management:

o Customer Service The vendor will describe how they will resolve any issues the customers or the

IBex PM has with the report.

o Risk Management Plan

For vendors that plan on using sub-contractors to gather the data or write a portion of the report, the vendors must detail their subcontractor and vendor management plan.

o Quality Assurance The vendor must describe control standards that will be in place so that all categories in the SOW are fully described as well as any process they have to ensure proper grammar and formatting throughout the report.

• Past Performance:

o Past Performance

Includes the vendor’s history in providing market research reports for similar requirements and the level of success at which the vendor performed on previous contracts.

For each Technical Capacity and Project Management factor, describe in detail your approach to develop the specified deliverables and perform each tasking in the SOW. The contractor must provide evidence demonstrating a clear understanding of the scope and complexity of the requirements set forth in the SOW. The offered approach must be well-defined and logical and include the methodologies and processes that can successfully meet DLA objectives and mitigate risk.

For the Past Performance factor, the Government will consider the contractor’s past performance/experience under U.S. Government contracts or other contracts/projects within 3 years of the issuance date of this RFQ. Any contracts/projects submitted in reference to past performance that are outside of the 3-year recency period will not be considered for evaluation. Contractors/Awardees shall submit at least one past performance example, but not more than three examples. The contractor shall provide the customer’s POC information as part of the offer.

Note: In the case of a contractor without a record of relevant past performance or for whom information on past performance is not available, the contractor will not be evaluated favorably or unfavorably on past performance and will receive a Neutral rating.

Pricing shall be provided separately from the description of Technical Capacity, Project Management, and Past Performance.
