STATEMENT OF WORK for

Janitorial Services at the J.N. “Ding” Darling National Wildlife Refuge Visitor Education Center, Administration Building, and Maintenance Building

US Fish and Wildlife Service, J.N. “Ding” Darling National Wildlife Refuge

INTRODUCTION

This Statement of Work (SOW) requests performance of janitorial services for daily cleaning of the J.N. “Ding” Darling National Wildlife Refuge Visitor Education Center, the Administration Building, the Wildlife Drive Crossdike Restrooms, and the Maintenance Building. The Visitor Education Center is approximately 10,065 square feet of cleaning space which includes the auditorium, exhibit areas, offices, the classroom, and two restrooms. The admin building consists of approximately 4,500 square feet of cleaning space which includes individual offices, hallways, the all-purpose meeting room, a breakroom and two restrooms. The Maintenance building consists of approximately 1,600 square feet, which includes a break room, office and two restrooms. The Crossdike restrooms are approximately 320 square feet.

Contractor personnel will not have any guests or visitors accompanying them to the work site.

The US Fish and Wildlife Service seek a contractor to furnish the required labor to perform the janitorial work described in this SOW. This is a 1-year contract with the option to extend service up to four additional years. The Period of performance reads as follows:

Base Year Contract Award- June 30, 2024

Option Year 1 July 01, 2024- June 30, 2025

Option Year 2 July 01, 2025- June 30, 2026

Option Year 3 July 01, 2026- June 30, 2027

Option Year 4 July 01, 2027- June 30, 2028

During the contract period, janitorial services will be performed daily in the Visitor Education center and twice a week in the admin building on Tuesday and Friday beginning at 4 p.m. and ending when all work is completed. The maintenance building will be serviced Wednesday. The Crossdike restrooms will be serviced twice a week (Monday and Thursday) from December to March and serviced once a week (Thursdays only) from April to November. The Government will notify the Contractor of special events or times of expected large influx of visitors that may dictate appropriate time frames for conducting the cleaning service. A twice yearly deep clean and maintenance of all areas will occur in April and October.

1. Education Center (7 days a week)

a. Restrooms

i. Sweep and wet mop floors. No dirt or dust will be left in corners, under furniture, or behind doors

ii. Clean all fixture surfaces (inside and out): Toilets, urinals, washbasins, mirrors, dispensers, baby changing stations

iii. Empty and line waste receptacles (clean inside as needed)

iv. Service feminine hygiene disposal

v. Refill paper towel dispenser, soap dispensers, toilet paper dispensers, and hand sanitizer dispensers as needed

vi. Clean all walls, doors, partitions and railings

vii. Clean and remove spider webs

viii. Cycle urinal mats (twice a month)

b. Visitor Area: Education Center, Classroom, Observation Room, and Auditorium

i. Vacuum full carpeted area.

1. Spot clean carpet as needed

2. Report unremovable stains and carpet damage to POC

ii. Clean and polish counter and table surfaces (including etched rubbing table)

iii. Spot clean all interior windows, glass doors, and interior partition to ensure there are no finger prints, smudges, or any visible marks.

iv. Empty and reline waste receptacles (clean inside as needed)

v. Clean/remove spider webs

c. Nature Store

i. Vacuum full carpeted area

ii. Clean and polish counter surfaces

iii. Empty and line waste receptacles (clean inside as needed)

iv. Clean/remove spider webs

d. Office area

i. Empty waste receptacles (clean inside as needed)

ii. Dust furniture and windowsills

iii. Clean/remove spider webs

iv. Vacuum full carpeted area

e. Porch

i. Remove spider webs from building, doors, and ceiling

ii. Wipe down programs board case

iii. Clean exterior drinking fountains and filtered water dispensers

iv. Sweep and clean all mats (spot clean stains as needed)

2. Administration Building (two days a week, Tuesday and Friday)

a. Restrooms

i. Sweep and wet mop floors. No dirt or dust will be left in corners, under furniture, or behind doors

ii. Clean all fixture surfaces (inside and out): Toilets, urinals, washbasins, mirrors, dispenser, baby changing stations

iii. Empty and line waste receptacles (clean inside as needed)

iv. Service feminine hygiene disposal

v. Refill paper towel dispenser, soap dispensers, and toilet paper dispensers as needed

vi. Clean all walls, doors, partitions and railings

vii. Clean and remove spider webs

viii. Remove insects and dirt from ceiling lights

ix. Cycle urinal mats (monthly)

b. Reception Area, Offices, Kitchen, and Hallways

i. Vacuum all carpeted floors

ii. Sweep and mop uncarpeted floors

iii. Empty and line waste receptacles (clean inside as needed)

iv. Spot clean all walls and doors. No dirt or dust will be left in corners, under furniture, or behind doors

v. Spot clean carpet

vi. Dust wood trimming including ceiling fans and baseboards

vii. Clean/remove spider webs

3. Crossdike Restrooms (December to March, Monday and Thursday. April – November, Only Thursday)

a. Wipe/clean toilets and urinals inside and outside

b. Wash walls, railings and doors with sanitizers/cleaners

c. Clean and remove spider webs, deceased insects, and other small debris from inside and outside

d. Sweep and mop all floors with sanitizer/cleaner

e. Sweep sidewalk leading to restrooms

f. Restock toilet paper and hand sanitizer dispenser

g. Wipe down dispensers

4. Maintenance Building (Wednesday Only)

a. Restrooms

i. Clean all fixture surfaces (inside and out): Toilets, washbasins, and dispensers

ii. Wash mirror and other wall fixtures

iii. dust walls and light fixtures

iv. Restock toilet paper and soap dispensers

v. Empty and line waste receptacles (clean inside as needed)

b. Sweep and wet mop floor. No dirt or dust will be left in corners, under furniture, or behind doors

c. Office/Breakroom

i. Sweep and damp mop floor. No dirt or dust will be left in corners, under furniture, or behind doors

ii. Empty and line waste receptacles (clean inside as needed)

5. Quarterly Tasks

a. Remove insects and dirt from ceiling lights

b. Clean/dust HVAC intake and return vents in Visitor Education center

6. Twice Yearly Deep Cleaning (scheduled with POC. If refuge representative needs to be on-site, this will be arranged prior to work being conducted.

a. Steam-clean all tiled areas and clean grout in all areas.

b. Wash all glass doors, inside and outside of windows, and the partition between the nature store and exhibit area. (Both sides of nature store partition)

c. Wash all screens

d. Shampoo and scotch guard all carpets in Visitor Education Center and Admin

Building

e. Scrub all uncarpeted floors including stairways in all areas

f. Deep clean entrance mats to the Visitor Education center and Admin building

g. Vacuum upholstered furniture

7. Special Requirements

a. All cleaning supplies shall be furnished by the Contractor. The contractor will have access to storage closet on site, which will be maintained in a clean and sanitary manner

b. All cleaning supplies shall be pre-approved by POC

c. Contractor will post clean chemical safety sheet in storage closet

d. The contractor is responsible for ensuring that cleaning materials are used properly

e. The Refuge will furnish toilet paper, paper towels, hand soap, hand sanitizer, air fresheners, and urinal mats.

f. Exhibits will be cleaned with 3 drops Palmolive liquid mixed with ½ gallon of water. Non-scratch cloths will be used as per exhibits manual

g. All vacuums will have HEPA filters to reduce dust on exhibits and will be furnished by the Contractor

h. Contractor will dispose of trash in dumpster at maintenance yard

i. Contractor will notify POC when government provided cleaning supplies are running low

j. Cleaning will be accomplished at times when it will not interfere with center operations. Work will be accomplished after 4:00 PM. Exceptions to this schedule will be cleared through the POC. Contractors will be required to come later if an evening special event is taking place in the center (a few times a year).

k. Contractor will provide staff and back-up staff to perform all requirements

l. Contractor will report all necessary repairs immediately

m. Contractor will be responsible for securing Visitor Education Center, Admin building, and Maintenance shop when serviced, arming alarms, and turning off lights when work is completed. Keys and codes will be provided

8. Location

a. The contract service area will be the J.N. “Ding” Darling National Wildlife

Refuge Visitor Education Center, Administration Building, Crossdike Restrooms and Maintenance Building. The Visitor Education center and the Admin Building are located at 1 Wildlife Drive, Sanibel FL 33957. The Crossdike restrooms are located 2 miles from 1 Wildlife Drive, Sanibel FL 33957, along the Wildlife Drive. The Maintenance building is located at 3900 Sanibel-Captiva Road, Sanibel FL 33957.

b. Prior to submitting a bid, contractors are encouraged to contact the refuge POC at 239-472-1100. Contractors can schedule a visit to look over the contracted areas and the required cleaning services.

9. Holidays

a. The refuge observes all federal holidays. Services will not be rendered the day the holiday is observed as the refuge is closed.

b. When a federal holiday falls on a Sunday, the following Monday is observed as a legal holiday

c. When a federal holiday falls on a Saturday, the previous Friday is observed as a legal holiday

d. If the Contractor is unable to accomplish work in accordance with the requirements of this contract within the times specified, the contractor shall immediately obtain additional help necessary to fulfill the requirements of this contract and notify the contracting officer and the USFWS J.N. “Ding” Darling National Wildlife Refuge

e. If the refuge is closed for any other reason services will not be rendered and the contractor will be informed ahead of time by the refuge POC

10. Safety

a. All work, personnel and equipment shall conform to the safety requirements set forth in Fish and Wildlife Service Manual, Sections 240 and 241, entitled, Safety Program and Safety Operations respectively, copies of which are available online at Service Manual | U.S. Fish & Wildlife Service (fws.gov). All equipment or materials found not to be in conformity with the requirements of the FWS service manual, sections 240 and 241 shall be removed from government property immediately https://www.fws.gov/policy-library/manuals

b. Contractor personnel must wear appropriate apparel and all personal protective equipment (PPE) deemed necessary for the work performed. PPE will be worn and provided by the Contractor, as described in FWS Service Manual, Section 241 FW 3, including PPE for eyes, face, feet, hands, and legs.

11. Damages

a. The contractor shall be responsible for all damages to persons or property that occur as a result of his/her fault or negligence while conducting the cleaning services outlined in the contract.

12. Accident Reporting

a. An accident constitutes an incident or act involving the Contractor which may or may not have caused obvious damage to persons or property. All accidents shall be reported within 24 hours of the occurrence. All serious accidents (those resulting in death or injury requiring medical attention) shall be reported immediately. In accordance with Fish and Wildlife Service Manual, Section 240 FW 7, USFWS personnel will investigate the incident, determine the causes and develop corrective measures to prevent recurrences.

13. Inspections

a. The work will be conducted under the general direction of the USFWS J.N.

“Ding” Darling National Wildlife Refuge and is subject to inspection by his/her appointed inspectors. No inspector is authorized to change any provision of the specifications without written authorization by the Contracting Officer, nor shall the presence or absence of an inspector relieve the Contractor from any of the requirements of the contract. Formal acceptance will be made by the Contracting Officer for and on behalf of the Government.

14. Quality Assurance

a. The Contractor shall develop and maintain a quality program to ensure custodial services are performed in accordance with commonly accepted commercial practices. The Contactor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor's quality control program with plan and any supporting documentation shall be made available to the Government for review upon request.
