1. Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) Title This MA-IDIQ is entitled “Bureau of Indian Education School Infrastructure Installation and Maintenance Services (BIE-SIIMS)”.

2. Introduction The AS-IA / OIMT is supporting the Bureau of Indian Education’s (BIE) Strategic Transformation of Education Plan (STEP) through the refurbishment of all Bureau Operated Schools’ (BOS) Information Technology (IT) infrastructure which will provide consistent and reliable access to Internet and Education Technology resources, particularly with the BIE’s newly launched Education Learning Management System (eLMS), Schoology by Powerschool.

This refurbishment effort is being accomplished in a 1.) assessment, 2.) core equipment order and 3.)

installation/maintenance phased approach. This IDIQ is focused on meeting the requirements of the third phase, installation for 44 and maintenance for 56 Bureau Operated Schools.

The intent of the BIE-SIIMS is to provide a competitive IDIQ vehicle that will support competition from multiple vendors for the implementation and installation phase and to provide on-going maintenance support all on a task order basis. The BIE-SIIMS is a 10-year IDIQ.

3. Background In the summer of 2022, the BIE formerly launched its eLMS platform for a cohort of 12 schools as part of its STEP initiative1. This initiative is designed to deliver the following three goals:

• Adoption of an Education Learning Management System (eLMS) to Bureau-operated schools with an option for Tribally controlled schools to adopt.

• Implementation of a sustainable and dynamic BIE technical infrastructure and connectivity to support educators, students, and families.

• Establishment of Communities of Practice (CoP) within multiple BIE functions fostering continuous improvement and collaboration.

This initial cohort is followed by two additional cohorts of schools over the next two years (a Cohort per year) at which all BOSs will be integrated into the BIE STEP.

A major part of this initiative lies within the second goal of the STEP - Implementation of a sustainable and dynamic BIE technical infrastructure and connectivity to support educators, students, and families

To address this goal, the following process is used: On-site Assessment, Assessment Reports, Planning and Procurement, Implementation and Installation, and Continuous Improvement.

On-Site Assessment: The STEP IT team visits each school campus and conducts an in-depth survey of the school’s infrastructure and assesses each of the following areas:

• School Construction

• Internet Service

• Main Distribution Frame and Intermediate Distribution Frames

• Servers

• Wireless / WI-FI Coverage

• Local Area Network including cable plant (copper and fiber)

• Physical Security

• Power and Environmental Support Systems

• Cybersecurity

Assessment Reports: After the assessment is completed, an assessment report is prepared as a summary of the electronic Learning Management System Information Technology Functional Lead (LMS-ITFL) Survey Team findings for each school. These reports 1) Evaluate sufficiency of inbound internet and infrastructure to support LMS usage, 2) Identify challenges and corrective actions needed to support LMS deployment and usage and 3) Provide sufficient technical information to support implementation of the recommended resolutions. A copy of a Cohort 1 Assessment Report is included in Appendix B of this document.

Planning and Procurement: Once the Assessment reports are received, reviewed and approved, a detailed procurement plan is prepared that outlines the major components needed for improving connectivity. These major components are Routers, Switches, Wi-Fi (indoor and outdoor) and Internet

Services. These components are procured separately and are delivered to the BIE’s Corbin Network Center for configuration, staging and deployment.

Implementation and Installation: The final step in the infrastructure improvement process is the Implementation of the infrastructure improvement plan including the installation of the new equipment and refurbishment and/or replacement of cable plant, electrical and environmental systems. Additionally, Installation of other components including camera systems and VoIP systems are included in this stage.

Continuous Improvement: This entire cycle is repeated every four years and improvements and/or modifications are implemented to keep the school infrastructure current and functioning properly.

4. Current Environment The STEP has been underway for over a year at this point. The following table outlines the status of each cohort of schools and their current status.

For Cohort 1 (12 schools), the STEP team is utilizing its current STEP program management contract to complete the Implementation and Installation phase. While this has been working, it has been determined that it is inefficient and not cost effective. This is the driving force behind the development of this Multiple Award IDIQ.

Cohort 2 (21 schools) started the assessment process in August 2022 and is on schedule to deliver the final planning and procurement documents necessary to commence installation in spring/summer 2023.

Cohort 3 (23 schools) is scheduled to start the assessment process in August 2023.

For on-going maintenance support, there exists very little, if any, consistent approach at the school level and maintenance issues are usually addressed as an emergency acquisition; thereby, resulting in a higher cost and loss of educational productivity.

2 All Routers and Internet Circuit Upgrades have been procured as well as some switches. It is anticipated that additional equipment will be required as the STEP proceeds.

5. Objectives

5.1 Implementation Installation Services Objective

The primary objective of the BIE-SIIMS is to compete among IDIQ holders for installation services for Cohorts 2 and 3 schools that will include the installation of procured Government Furnished Equipment (GFE), i.e. Routers, Switches and WI-FI devices and to repair/refurbish school infrastructure as identified in each school’s STEP assessment report.

The MA-IDIQ awardees will provide other non-GFE components that are considered as Other Direct Costs (ODCs) necessary to support the installation of the GFE and includes such items as Racks, UPSs, Patch Cables, CAT6E and Fiber, etc. A sample listing of ODCs is included in Section 7 Requirements and is by no means exhaustive.

5.2 Maintenance and Support Objective

A secondary objective is to support the continuous improvement of school infrastructures through an on-call maintenance order to repair, refurbish or enhance infrastructure components as required.

6. Scope

6.1 Implementation and Installation Objective Scope

The scope of Objective 1 of the BIE-SIIMS is to install GFE and ODCs at the remaining 44 Schools.

Based on the data gathered for the Cohort 1 schools, the following serves as a baseline for the remaining schools. Please note this is just an estimate and hours are subject to change.

6.2 Maintenance and Support Objective Scope

Maintenance estimates are addressed in the pricing schedule commencing Option Year 2 through 9 of the BIE-SIIMS. This is just an estimate and hours are subject to change.

7. Specific Requirements

7.1. Implementation and Installation Task

Based on the individual school assessment report and under the direction of the BIE STEP IT program lead, The BIE-SIIMS Task Order awardee will perform the following:

7.1.1 Install Router, Switches, Wireless Access Points and Repair / Refurbish cable plant infrastructure at each School

This objective involves the installation of new, government furnished routers, switches and wireless access points at each school to include the installation of new copper / fiber cabling, cable grooming and MDF / IDF cleanup, install new patch panels, mounts, etc. The number of wireless access points has been predetermined through site assessment surveys and heat mapping. A list of ODC items per school are included in Appendix C and are not exhaustive.

7.1.2 Repair /Replace Infrastructure Components and Install Enhancements

This objective involves the installation/repair of Main Distribution Frame / Intermediate Distribution Frame racks, electrical delivery systems, physical security, environmental monitoring and other components necessary to ensure a safe operating environment for each schools Information Technology Infrastructure. A list of ODC items per school are included in Appendix C and are not exhaustive.

7.2 Maintenance and Support Task

Internal Premise for Residential Voice and Data Wiring Support Includes, but is not limited to, services pertaining to the internal building wiring (from demarcation to jack) throughout the school campus. These services can include, as needed, installation of new cabling, moves/adds/changes (MACs) as required by the school for voice and data circuits and repair of existing cabling. Cabling support includes the ability to install, test, and troubleshoot all categories of wiring/cabling and connectors for voice and data. Voice circuits are typically used for POTS analog lines, Centrex and other Key systems, and digital ISDN. WAN Data circuits are MPLS. Circuits must be able to be tested according to the nature of the user device and the protocols it uses. May include approved materials such as cable, blocks, patch panels, connectors/jacks, adapter feed throughs surface mount wire mold, conduit, raceways and racks, outlet boxes, and patch cords. This task area is on an individual task order basis.

7.3. Key Deliverables, Milestones and Schedule

7.3.1. Objective 1 Implementation and Installation Deliverables, Milestones and Schedule On a per task order basis, the awarded MA-IDIQ contractor shall propose an implementation and installation schedule based on the complexity of the school assessment report.

8.2. Data

All data (e-mail traffic, contact information, calendar contents, etc) is and shall remain the property of the government. The Contractor shall ensure that the government retains access and download capability of all data for research, investigation, transfer, or migration to other systems.

Learning Management System Phase 1 – San Ildefonso Initial School Walkthrough Report

Introduction

The LMS Information Technology Functional Lead team is providing the following report and recommendations based on the Initial Site Visit on 06 April 2022. The three Goals of all initial school visits for the LMW-ITFL team are outlined below:

1. Evaluate sufficiency of inbound internet.

2. Identify challenges and corrective actions with Local Area Network (LAN).

3. Provide Information Technology long-term vision.

Summary

The LMS-ITFL team’s onsite evaluation of San Ildefonso has discovered issues which will impact the enablement of the LMS on campus.

1. Identified Items

a. The number 1 issue reported by San Ildefonso staff was the internet on campus. San

Ildefonso lacks sufficient inbound internet to support the LMS. Inbound internet bandwidth needs to be increased to support the current number of concurrent users.

b. San Ildefonso is a small sized campus containing five buildings. The construction includes adobe, cinder block, and modular buildings. The distribution of the buildings is served by dedicated IDFs. There are site WIFI dark spots and WAP connection issues due to WAP placement and due to insufficient WAP coverage.

c. The server for AD, DNS, and DHCP is a Dell R730 which should be refreshed with the Dell R6515 which has been procured for that purpose.

d. Electrical Uninterruptable Power Supply (UPS) backup devices need replacement. San Ildefonso experiences brown outs.

e. Half of the IDFs need to be secured. Most of the cabinets are too short to hold the switches and close the door without damaging the cables.

f. One modular building is being fed from an IDF but the connection does not work. The cable needs to be replaced in order to use the classrooms (711).

g. The MDF – IDF backbone is OM1 and should be upgraded.

h. All WAPs and devices are serviced by non-Plenum cables. The ethernet cables are thin-jacketed and provide little shielding which diminishes signal quality.

APPENDIX B: SAMPLE ASSESSMENT REPORT & SAMPLE BOM

2. Resolutions (matched to #1 above)

a. Improve the campus inbound internet and increase bandwidth to the school. Consider connection to Frontier (ISP) that has broadband on the campus property.

b. Reposition some WAPs and add additional WAPs to ensure campus WIFI footprint of high-quality signal.

c. Remove the Dell R730 and replace with the upcoming Dell R6515 as soon as possible.

d. Replace most of the San Ildefonso UPSs. Consider an alternate power source.

e. Replace the IDF cabinets with lockable units that have enough depth to hold the equipment.

f. Replace the cable run to building 711 with CAT6 plenum temporarily and ultimately replace it with a prefabricated fiber cable.

g. Upgrade the MDF – IDFs backbone.

h. Replace the ethernet cable to the WAPs with Plenum CAT 6e.

Current Conditions

The number 1 issue reported by staff at San Ildefonso is the internet throughput on campus. The internet is reported as slow for the existing user base. There is no current LMS usage. However, web-based instruction is being performed (primarily using Google). Web-based application pages are reported to be too slow to load and use which suggests future LMS interactions will respond poorly due to the internet current broadband throughput.

The Main Data Frame (MDF) is in a room in the main building. Physical security is maintained. There is one four 4-post half rack in use for servers and the network switches are mounted in an open unit mounted to the wall. The server room has a dedicated mini-split for cooling. A cursory examination of the source power at the breaker panel suggests there is sufficient power to the racks. The MDF room is used for storage of other materials including flammables.

Some of the network hardware is end of life. Some of the switches have been replaced with new CISCO 9200 series 48 port POE units. The IDFs include a mixture of closeable cabinets and open air racks. All of the UPSs need replacement.

San Ildefonso’s existing WIFI framework is functional but does not meet future recommended WIFI capacity or connectivity for students. However, internet issues for the campus are ongoing and San Ildefonso has episodes 2-3 times per week. They can only test 7 students at a time online. Students currently experience web pages which load slowly or those pages simply “time out” before the page loads. There is an existing joke among students that when the student’s internet fails, the student says to the other students, “Hey, you stole my internet.” This continual failure and unresponsiveness of web pages makes web-based education unusable. Testing will be required to identify throughput speeds so troubleshooting can improve internet speed to the users. The San Ildefonso WAPs are older models with lower speed, range, and bandwidth than the 802.11ax models that are best for concurrent LMS usage.

Students use laptops at school and mostly chromebooks at home. The student laptops are stated to be not imaged by BIA. All current students have broadband at home provided by the tribe until 30JUN22. This may not be renewed.

The IDFs are connected to the MDF by older fiber. Most if not all of the backbone should be replaced with current fiber and if possible underground runs should be well marked to prevent future damage. All of the existing backbone conduit is in good shape and is usable for upgraded fiber.

The WAPs are all connected by unshielded cable. Cable runs from the IDF to the WAPs should be replaced with Plenum CAT 6e and be re-routed to stay clear of electrical interferences. There is no ethernet cable plant diagram for the school network. It is noted that all of the HP printers are broadcasting AirPrint which is a security risk and needs to be turned off.

Remedy

1. Improve source of internet.

2. Test internet throughput and troubleshoot.

3. Test WAP footprint and adjust as necessary.

To meet the LMS proposed implementation schedule, the Task Order 02 team proposes to upgrade the existing WAP footprint with additional WAPs to reach dark spots to ensure strong signals to all spaces.

The existing LAN backbone appears to require upgrade to prevent obsolescence and ensure good signals to each IDF and WAP. Additional CAT 6 runs will be required to reach the additional WAPs that augment the LAN’s WIFI footprint.

Computers for students and staff are not WIFI 6 (802.11ax) capable. The Dell 5510 laptops are older manufacture but the school purchased extended warranty and have support from Dell for repairs or security patches. This is unusual. It is necessary to place these laptops on an accelerated refresh cycle to allow sufficient throughput once the new WAPs are installed. This refresh should take place on campus in 2023 to resolve the slow wireless issues. The manufacture date for these laptops is 2019 so they are already due for refresh.

Ancillary Related Issues

• No dedicated onsite IT support staff. The school has been previously using CamNet for IT support.
