1. BACKGROUND:
1.1. The Virginia Class submarine has one (1) forward and one (1) aft main shaft seal assembly. The shaft seal assembly consists of a forward primary seal unit, an after primary seal unit, and an emergency seal unit. The shaft seals provide the hull closure where the propeller shaft penetrates the pressure hull. The primary shaft seal units and the emergency seal unit are contained within individual seal housings connected to form the shaft seal housing assembly. The primary seals are replaced during each scheduled shaft change out.
1.2. NAVSEA has mandated that a Wartsila Defense Technical Representative be present to provide technical oversight in Reference 3.2. Under step 1.x, SMS 2430-081-043 states, “CAUTION: Ensure a Wartsila Lips technical representative is present as the seals are replaced to prevent potential problems and liability.”
Accordingly, an authorized Wartsila Defense, Inc. Technical Representative will provide onsite technical guidance for the overhaul and repair of shaft seals during the upcoming Extended Dry-docking Selected Restricted Availability (EDSRA) at Norfolk Naval Shipyard.
1.3. Wartsila Defense, Inc. has provided similar onsite technical services at Pearl Harbor Naval Shipyard for USS Texas (SSN 775) under contract N00604-12-P-3458 dated 4 May, 2012; and for USS Hawaii (SSN 776) under contract N00604-15-P-3016 dated 8 June, 2015; and for USS North Carolina (SSN 777) under contract N32253- 17-P-0020 dated 30 Jan, 2017.
2. SCOPE:
2.1. Title: Propulsion Shaft Main Shaft Seal Assembly
2.2. Location of Work:

4. REQUIREMENTS:
4.1. NNSY requires an authorized Wartsila Defense, Inc. Technical Representative to provide onsite technical guidance for the overhaul and repair of shaft seals during the FY23 EDSRA.
NNSY is solely responsible for the actual disassembly, reassembly and tests for the shaft seal. Wartsila Defense, Inc. shall provide only technical oversight to the Government Personnel working on the seals.
4.2. The Contractor provide the services of an Original Equipment Manufacturer (OEM) capable of providing technical engineering and troubleshooting services to disassemble, load, and reassemble the equipment listed in 2.3.1 and 2.3.2, in accordance with the requirements of 3.2 and 3.3.
4.3. The contractor shall be present and provide technical oversight for the shaft seal disassembly, reassembly, and testing. The work will be completed in three phases. No less than five (5) days’ notice will be given to the contractor prior to the start of any of these evolutions.
4.3.1. Phase one, the Contractor shall be present to provide technical oversight for seal disassembly.
4.3.2. Phase two, the Contractor shall be present providing technical oversight during the stacking of shaft seal parts on the shaft after loading and during the positioning of the shaft seals correctly as the shaft is drawn in for couple up.
4.3.3. Phase three, the Contractor shall be present providing technical oversight during the reassembly and test of seals.
4.4. Travel is required by the Contractor to fulfill the requirements of this PWS. The Contractor is required to make all travel arrangements, in accordance with the DOD Joint Travel Regulations (JTR). The Contractor shall be reimbursed for allowable travel expenses in accordance with Federal Acquisition Regulations (FAR) and (JTR).
5. CONTRACTOR QUALIFICATIONS:
5.1. The contractor shall be an authorized Wartsila Defense, Inc. personnel technical service representative.
5.2. Contractor personnel shall have a valid Driver’s license, and a vehicle pass for NNSY access. The contractor will submit the base access request to NNSY Security.
5.3. U.S. Citizenship is required for facility access. Prior to the start of performance, the contractor shall submit a formal letter to the Contract Officer Representative (COR) requesting facility access to include the following information – full name of all personnel working on this contract, social security number, date and place of birth, and citizenship. The contractor shall state that information has been verified and shall have supporting records on file, if required for examination.
5.4. The contractor shall be able to attain and maintain a Controlled Industrial Area (CIA) Badge.
5.5. Cell phones with a camera feature and cameras of any type are not permitted within the NNSY CIA. No cell phones or PEDs are permitted on board .
5.6. Work on this contract requires that the contractor and its personnel have access to privacy information. Contractor personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code section 552a and applicable NNSY rules and regulations. Services that do not require access to classified data, however, may require access to information which is to be handled as “For Official Use Only”, and may be covered by the Privacy Act. Contractor shall ensure that personnel assigned to this contract understand the meaning of these categories and handle such information accordingly.
5.7. Security Requirements. This contract does require a security clearance level and clearance granted by the Defense Security Service (DSS).
5.8. Contractor employees shall clearly identify themselves as a contractor (i.e. company shirt, badge, company identification) in a visible location on the front of exterior clothing, above the waist, (Except when safety or health reasons prevent such placement). Identification badges shall be worn at all times when performing work.
5.9. The contractor performing services shall be required to comply with all NNSY rules, regulations, and training that is applicable to conduct, safety, security, and procedures governing site entry and exit. Contractor personnel will be escorted when working in sensitive areas, as required. The TPOC will make arrangements to provide escort service if required.
6. GOVERNMENT RESPONSIBILITIES:
6.1. All materials, labor, supplies, utilities, tools, and equipment required by the technical service representative will be provided by NNSY.
6.1.1. If additional special tooling is required, the Government will provide for rental and transportation costs for any special tools or equipment supplied by Wartsila Defense, Inc.
6.2. NNSY as the Lead Maintenance Authority will provide final evaluation and disposition (approval or disapproval) of identified non-conformances.
6.3. NNSY will provide engineering services as the Lead Technical Authority for this availability which includes, but is not limited to; review of Departures From Specification (DFS), Liaison Action Request (LAR) with VIRGINIA Class Planning Yard (VAPY), communications with NAVSEA Technical Authority (NAVSEA 05), communication with Naval Reactors Representative Office (NRRO, NAVSEA 08), and communications with Reactor Plant Planning Yard (RPPY).
7. PERIOD OF PERFORMANCE:
7.1. The Period of Performance (POP) for this contract is:
CLIN 0001: 5/12/23 – 06/30/23
CLIN 0002: 11/01/23 – 3/31/24
CLIN 0003: 02/01/24 – 5/11/24
7.2. Service shall be performed in three (3) phases:
7.2.1. Phase 1: Contractor shall be present to provide technical oversight for forward and aft shaft seal disassembly.
7.2.1.1. Approximate duration for Phase 1 is 30 days. Phase 1 shall begin approximately 80 days after Availability Start.
7.2.2. Phase 2: Contractor shall be present providing technical oversight during the stacking of shaft seal parts on the shaft after loading and during the positioning of the shaft seals correctly as the shaft is drawn in for couple up.
7.2.2.1. Approximate duration for Phase 2 is 30 days. Phase 2 shall begin at the start of Propulsion Shaft Reinstallation.
7.2.3. Phase 3: Contractor shall be present providing technical oversight during the reassembly and test of shaft seals.
7.2.3.1. Approximate duration for Phase 3 is 45 days. Phase 3 shall begin approximately 60 days after the start of the Propulsion Shaft Reinstallation.
7.3. Continuous 7 day 24 hour contractor support during phases 1, 2, and 3 may be required to support project team production schedule.
7.4. Final schedule shall be determined at the time of award.
