STATEMENT OF WORK

Replace Airfield Gate V-78

SECTION 1: PROJECT INFORMATION

1.1 PROJECT LOCATION: Joint Base Elmendorf-Richardson (JBER), Alaska, Elmendorf Air Force Base Airfield Access Gate V-78. Project to replace entire cantilever gate system.

1.2 UNIQUE REQUIREMENTS: Airfield security will be maintained throughout the process of this project to include after the work day and weekends. A work clearance permit will need to be accomplished prior to any ground penetration. A work plan shall be presented to the government project manager and contracting officer for approval prior to the notice to proceed. Work safety areas, caution notices, and worker personal protective equipment are to be provided by the contractor.

1.3 PROJECT DESCRIPTION: Supply materials, labor, and equipment necessary to remove existing aluminum cantilever gate, gate support posts, gate termination post, gate operator, concrete operator pedestal. Remove and turn over all signage attached to the gate system to the project manager. Dispose of the removed gate components and any other debris/packing material associated with the removal to an approved off base disposal site. Install; two new 13’ long vertical folding pivoting gates. Use existing power source for gates, current power at gate is 230v single phase 30 amps. Contractor will measure and ensure gates are long enough to cover the existing 24-foot gate opening and connect to the new pivot arm gate openers.

The gates will be built to security specifications IAW UFC 4-022-03, 1 October 2013.

Current gate has 9-gauge chain-link fencing fabric, 7 feet tall, 34 feet long with 18-inch outriggers, and 3 strands of barb wire to be included in new gate design. Install new galvanized steel duel vertical support posts with a galvanized steel gate termination post, new gate supports and termination post will be installed in concrete to a depth of no less than 60”, provide new concrete operator pedestal with gate operator support posts, install the gate and operator, galvanized steel key pad support post with International Electronics Incorporated 12 button Door Guard brand - series 212, with exit loop detection system. Connect gate operator to local electrical power, connect all gate operation control systems to include emergency vehicle open optical sensor, gate system will have all required safety entrapment and obstruction systems required by code. Ensure any trenches are repaired with like material and to industry standards. Road under current gate is made of asphalt.

1.4 PROJECT DURATION: Contractor shall have 45 days to complete the project from the Notice to Proceed date.

SECTION 2: GENERAL REQUIREMENTS

2.1 PROJECT WORKING HOURS: Project hours are standard work hours, 0700 to 1630, M- F, weekends and federal holidays excluded.

2.2 QUALITY CONTROL: Ensure all work is performed to industry standards and is acceptable to the government.

2.3 SUPERINTENDENCE BY THE CONTRACTOR: The Contractor shall provide full-time on-site supervision.

2.4 All demolished materials shall be disposed of according to State & Federal Regulations off JBER.

2.5 TECHNICAL REQUIREMENTS: Refer to Minimum Design and Construction

Criteria for demolition, civil, structural, architectural, mechanical, electrical detailed technical requirements. Contractors are strongly encouraged to visit the site and get familiar with all the work related to the gate replacement prior to submitting a bid, to verify existing site condition and other information as noted in the scope of work and drawings, as well as to become familiar with the scope of work. Failure to visit the site does not relieve the Contractor from the responsibility of performing all work required to provide a complete and useable project in accordance with the Contract documents.

2.6 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or values stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.

2.7 WORKSITE: The contractor shall limit the work to the areas indicated by the government. The contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the government. The contractor shall coordinate and schedule work with the 673 Contracting office prior to the start of any operation. The contractor shall dispose of all construction debris off JBER at an approved disposal facility. Contractor to maintain vigilance of life safety at the work site and keep all personnel not engaged with the production of the project from entering work area by posting signs, barriers for safety.

2.8 SITE SECURITY AND PROTECTION: The contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The contractor shall protect the site from damage from weather, vandalism, and/or theft.

2.9 DIG PERMIT: Contractor will be responsible for completing the required dig permit for each work site location as it relates to their scope of work.

2.10 DAMAGE TO EXISTING SITE CONDITIONS: The contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the government. Contractor shall repair any damage incurred by parking or drive on the grassy areas. Damage incurred shall be repaired at no cost to the government.

2.11 HEALTH/SAFETY: The contractor shall be responsible for compliance with OSHA and AFOSH standards. The contractor shall maintain a clean and debris free site at all times. The contractor shall keep driveways and entrances into and around the work site clear at all times. The contractor shall minimize storage of materials and equipment on site. Contractor staging areas to be identified by 673 Contracting or 773 CES/COER. This work site is in-line with the airfield runway, extreme aircraft noise is expected. Worker hearing protection is highly recommended.

2.12 GREEN PROCUREMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/greenerproducts for a listing of the products that have been mandated as green procurement for purchases.

2.13 PROJECT SCHEDULE: The Contractor shall prepare a baseline project schedule incorporating both design and construction in support of completing the Task Order. Consideration shall be given to the sequence of design phases (including review periods and meetings), standard construction activities, and duration of design and construction tasks, submittal and procurement of materials. The schedule shall include material submittal dates coordinated with the AF Form 66, and allow for review periods prior to material procurement. (Including identification of items with long lead times), and climatic conditions (including seasonal periods site work, etc.).

2.14 The project schedule shall be in the form of a computer-generated bar chart, using industry standard software. The schedule shall include major design and construction milestone dates, breakdown the project into distinct tasks, show which tasks will be accomplished simultaneously, and indicate the critical path.

2.15 The initial baseline schedule shall be available for review at the “kick-off” meeting with stakeholders. The schedule shall be updated at monthly intervals or when the schedule has been revised. The updated schedule shall reflect actual activity progress and plan for completing the remaining work, and reflect any changes to critical path or final completion date. All schedule updates shall be provided to the Government.

2.16 Construction activities shall not begin until final design is complete and approved by the Government.

2.17 PROJECT STATUS UPDATE / WORK SCHEDULING MEETINGS: At the request of the Contracting Officer, project status/scheduling meetings may be held at a mutually agreed upon day, time and location on JBER.

2.18 WASTE MANAGEMENT: Provide suitably sized dumpster, rubbish handling and removal services to ensure that all waste is contained and not subject to dispersal. Provide containers that can be closed, locked, and sealed http://www.epa.gov/greenerproducts from unauthorized use and bear/wildlife access. All hazardous waste (HW) generated by the contractor on JBER will be managed by the contractor in accordance with federal regulation applicable to large quantity generators (LQGs) of HW. All universal waste (UW) handled by the contractor on JBER will be managed by the contractor in accordance with federal regulation applicable to large quantity handlers (LQHs) of UW.

2.19 STAGING/MATERIAL STORAGE: The Contractor shall not block roads or access lanes, utilize parking lots, building entrances, or any area needed for potential utility servicing during the execution of this project. Coordinate areas with 673 Contracting and 773 CES/CEOER.

SECTION 3: DESCRIPTION OF WORK AND SPECIAL INSTRUCTIONS

3.1 GENERAL REQUIREMENTS

3.1.1. Provide project management and quality control in accordance with base contract requirements. Provide 773 CES/CEOHS copies of all maintenance and repair manuals upon completion of project.

3.2 EXISTING CONDITIONS

3.2.1. Remove and dispose of existing debris from all construction projects. Dispose of all hazardous waste in accordance with State and Federal regulations.
