1.0 Project Information:

A. Project Title: Replace Metal Siding on Building 2

1. Alternate: Buildings #15a, 12, 1f, & 2f B. Project Location: USDA, ARS, PA, Northern Great Plains Agricultural

Research Laboratory, 1701 10th Ave SW, Mandan, ND 58554

2.0 Scope of services:

The Contractor shall provide all professional services necessary for the accomplishment of each project and such required services shall be in accordance with requirements as described herein.

A. The Contractor shall provide services for the following tasks marked by an “X”:

[X] Provide a cost proposal and a technical proposal to complete the project as per project requirements.

[X] The contractor shall furnish all the skilled labor, materials, equipment, tools, transportation, and supervision necessary to remove and replace the old siding, soffits, fasciae, and metal wrapped doors and replace it with new, Rollex, Double 5” Dutchlap horizontal 28-gauge (minimum) steel galvanized siding that is a deep embossed design normally designated as wood grain that is white in color. Siding design and color approval is required before installation as shown in these documents.

3.0 Technical Project Requirements:

The Contractor will work with site personnel to ensure each task is accomplished in a timely manner.

A. The Contractor’s work shall adhere to the criteria stated within these project requirements, drawings, and specifications. All construction shall comply with applicable federal, state, and local code requirements as well as current industry standards, (i.e.: EPA, ASTM, GSA, AASHTO, etc.) and health and safety codes, in effect at the time of contract award.

B. All work to meet all pertinent Unified Facilities Guide Specifications (UFGS) and ARS 242.1M standards. UFGS available at http://www.wbdg.org/ffc/dod/unified-facilities-guide-specifications-ufgs. ARS 242.1M available at https://www.afm.ars.usda.gov/ppweb/pps-and-manuals/.

4.0 Background and Site Description:

A. Existing building #2: 4 dormers with dimensions that are approximately 14’L x 10’W.

B. Existing entry way is wood siding approximately 9’ x 5’ x 10’ height.

C. Existing porch shall have new metal wrap, fasciae, and soffit. Also new soffit installed on ceiling of porch area.

D. Existing windows will remain, but trim around the windows must be replaced.

E. Existing penetrations will be trimmed out with new color matched trim metal.

F. Attached within these documents are jpg. Photos of building #2 and add alternate buildings with approximate dimensions.

G. A site visit is strongly recommended.

5.0 Technical Cost Proposal: Base Bid for this contract and add alternates.

6.0 Specific Requirements

A. Siding Improvements

1. Remove and dispose of existing metal siding, wood siding, slate siding, fasciae, soffits, J-channel, trim metal, and metal wrap. It will be replaced with new matching siding, fasciae, soffits, J-channel, trim metal, and metal wrap.

2. It is the Contractor’s responsibility to inspect all sheeting, fasciae boards, and surfaces for defects and/or rotted wood. Any defects, rot, or damage shall be replaced and restored to new condition at the Contractors cost.

3. The contractor shall ensure that all surfaces are flat, smooth, free from nails, and any other imperfections that would hamper the installation of the new siding, soffits, and fasciae. As stated, it is the responsibility of the contractor to replace such defects to the satisfaction of the COR.

4. The contractor shall use a TYVEK wrap insulation on all exterior surfaces and seal according to the manufacturer’s specifications.

5. The contractor will provide all the labor, materials, and incidental work as required to remove the old materials and replace it with new.

6. All materials shall be new, unused, and free from defect and of American Manufacturer. Where manufacturer’s products are specified, approved equal products of another manufacturer’s maybe accepted according to CO approval.

B. Materials

1. Steel siding shall be: Rollex Double 5” Dutchlap siding and shall have a deep embossed design normally designated as wood grain. Materials shall be 28-guage steel galvanized. Panel lengths shall be furnished in lengths that are a minimum of 12ft. in length.

2. Accessories shall be Rollex color matched to the new siding. J-channels, flashing strips, sill trim, continuous internal corner pieces, backer plates, individual outside corners, and all other necessary accessories.

3. Soffits and Fasciae: The contractor shall provide new preformed, Rollex Steel fasciae, and aluminum soffit. Soffit shall be center vented. Soffit and fasciae shall be screwed and not nailed.

4. All service doors, overhead garage doors, and windows shall be wrapped with new coil stock wrap, that is matched to the color and type of the new siding.

C. Caulking, Weather-stripping, and ventilation

1. All caulking required shall be an exterior high-grade elastomeric 100 percent silicone for maximum flexibility and adhesion. Sealant shall be applied where required as specified by manufacturer’s written instructions and according to industry standards and practices.

2. Any and all service and overhead garage doors shall have new color matched weather-stripping installed by the contractor.

3. Ventilation must be provided to comply with the specifications for minimum property structures for moisture condensation.

D. Penetrations, conduit, gas lines, vents

1. Any penetrations, conduit, gas lines, vents, or other obstructions will be sided according to industry standards and to the satisfaction of the COR.

2. Any old vents shall be replaced with new vents that are color matched to the new siding with COR approval.

3. This includes penetrations for lights, speakers, pipes, other boxes.

E. Gutters, material storage, and clean up

1. Any gutters and downspouts on the buildings need to be removed and reinstalled after work is completed to the satisfaction of the COR. Any damage to the gutters and downspouts will be replaced with new at the Contractors cost.

2. Materials must be stored off the ground with suitable covers to keep them from getting damaged. They must be stored in a location approved by the

COR.

3. The contractor shall keep all the premises clean of garbage, debris, materials, nails, old siding, soffit, fasciae, etc., during the performance of work period.

The debris/garbage shall be removed from the site weekly or when the COR deems it appropriate. All materials must be removed from the premises and taken to the appropriate recycle location.

4. At the completion of the project the contractor shall remove all materials from around the buildings and shall use whatever means to recover any metal, nails, screws, and any other debris to the satisfaction of the COR.

5. Any deficiencies shall be corrected before the work is deemed complete.

7.0 Performance Schedule: When weather is appropriate, project should be completed 120 days after Notice to Proceed or sooner.

8.0 Government Furnished Equipment/Services

A. None provided.

9.0 General Requirements:

A. Permits: Where governing regulations and imposed codes and standards require notices, permits, licenses, inspections, tests, and similar items or actions in order to lawfully proceed with the required work, the Design Contractor shall obtain items and take those actions in accordance with the regulations of the governing authority. The costs of construction permits, licenses, inspections, etc., are the obligation of the future Construction Contractor.

B. Schedules shall be updated and furnished with each submittal.

C. Submittals shall be made as scheduled in the Special Requirements section. Each submittal shall be distributed electronically in Adobe for review, to the Location

Monitor at the facility, Engineering Project Manager, and Contracting Officer.

Each submittal shall contain the previous submittal's Excel comment sheet with responses, notes of meetings held with ARS personnel, design notes, calculations, and construction progress bi-weekly meetings during construction.

D. Changes in the scope of work or the task order that affect the level of effort of the Contractor must be pre-approved by the CO.

E. Disputes or questions that arise after the task order has been negotiated will be resolved by the CO.

F. Contractor shall provide proper protection for the walls, windows, doors, siding, exterior and surrounding buildings against damage from falling materials while removal of siding, fascia, soffit and any other materials. Any damage to the building that occurs during the removal or replacement siding will be the responsibility of the contractor to repair and return to original order to the approval of the COR.

G. It is the responsibility of the contractor to ensure that the building is covered and protected against the weather elements to prevent leakage and interior damage that could result from different weather factors. Any interior damage that results is the liability of the contractor and must be replaced in-order to return to original condition with the approval of the COR.

H. Contractor shall assume all liabilities and responsibilities for the proper and appropriate tools, equipment, and rigging required to account for the working height and steep pitches of some of the buildings. The contractor assumes the liabilities and responsibilities for the personal safety of his workers and ensures that they have the appropriate safety equipment to complete the job. All precautions must be taken to protect all persons and property from injury or damage during the performance of this work. The contractor shall assume all liabilities and responsibilities for the storage of their tools and any equipment at the jobsite.

10.0 Warranties:

A. Warranty on product and workmanship shall be for the lifetime of the building and meet all manufacturer's warranty requirements.

B. Certificate of Warranty shall be provided to COR at completion of project.
