STATEMENT OF WORK FOR CONSTRUCTION SERVICES

PART 1: GENERAL

1.1 BACKGROUND

The First Division Monument is located within President’s Park at the southeast corner of the intersection of State Place and 17th Street, NW, Washington, DC. Pedestrian and vehicular access to this area is controlled by the United States Secret Service (USSS).

The existing gilding of the Winged Victory Statue and gilded lettering on the monument are reaching or have reached the end of their useful lifecycle. The finishes have deteriorated from general weathering and exposure since the last restoration in the early 2000s. The result is that the current appearance deviates from the original artistic intent. Full restoration is required to install new and durable finishes and to reinstate the artist’s original artistic intent.

1.2 PROJECT DESCRIPTION

The Contractor must provide all manpower, tools, materials, supplies, transportation and all equipment necessary for, and incidental to completing the Scope of Work (SOW).

In brief, the SOW is as follows

Base Contract

Clean and regild the winged Statue of Victory and clean and gild the engraved letters on the west granite wall of the First Division Monument.

Winged Statue of Victory:

1. This gilded bronze statue is of a female figure, approximately 15’ in height and holding a proportionately sized flag. The complete statue sits atop an eighty-foot-high granite column.

For your convenience, two color images are attached.

2. It is preferred that cleaning and gilding this statue be completed with the use of temporary scaffolding. Your proposal must describe how you will protect the statue and column from equipment/scaffold damage. Scaffolding will not be allowed to bear on any part of the monument (statue or column).

3. Submit a detailed proposed method of treatment to remove the existing gilding from the statue, clean the bronze, apply primer, and apply new 24-karat gold gilding with protection system.

West Granite Wall Letter Gilding:

The west face of the west granite wall of the west wing of the First Division Memorial contains within it engraved letters which read “THE FIRST DIVISION”.

1. Remove existing gilding, clean, apply primer, and apply gilding to sixteen engraved letters with protection system. Each letter is 5” high, engraved into granite to a depth of approximately ½”.

This work will require the successful offeror(s) to work in close proximity of active construction work. As such, the gilding and bronze work must be scheduled to minimize impacts to other trades.

All work must start after Memorial Day and be completed by Veterans Day.

1.3 PERMITS AND RESPONSIBILITES: As a repair project, it is not expected that any permits are necessary.

A. The contractor must be responsible for all damages to persons or property that occur as a result of the contractor’s negligence and must take proper safety and health precautions to protect the work, the workers, the public and the property of others.

B. The contractor must be responsible for all materials delivered and work performed until completion and acceptance of the entire work. Avoid scheduling deliveries between 7:00 AM to 9:00 AM daily. No parking or bathrooms will be provided so plan accordingly.

1.4 ON SITE SUPERVISOR

A. As a minimum, the contractor must provide one on-site supervisor to direct all contract personnel and maintenance operations.

B. The on-site supervisor must be fluent in the English language to effectively communicate with the contractor’s employees and/or subcontractors as well as the Contracting Officer’s Representative (COR) and other National Park Service (NPS) personnel.

C. If the on-site supervisor is not on site or absent due to illness or other reasons, the contractor must provide an alternate supervisor to be on site managing and directing all contract personnel and maintenance operations. The alternate supervisor must have similar job qualifications to those required for the on-site supervisor.

D. The onsite Supervisor must be available for phone calls during all working hours.

1.5 CONDUCT

A. The contractor’s employees must at all time while on the job site, whether on or off duty, conduct themselves in a professional, orderly and safe manner. Rudeness, fighting, being under the influence of alcohol and/or drugs or bringing and/or consuming alcohol and/or drugs, gambling, soliciting, stealing, and any immoral or otherwise undesirable conduct must not be permitted on the job site and must result in immediate and permanent removal from the job site of any employee engaging in such conduct from work.

B. There are no public toilets available on the Grounds of the White House.

1.6 CONTRACTOR USE OF SITE

A. General: Contractor shall not use the site for construction operations during holidays. Stop work and limit storage to allow for:

1. Work by others.

2. Government Holidays: For holidays that fall on a Saturday, the holiday is observed on the previous Friday. For holidays that fall on a Sunday, the holiday is observed on the following Monday. Official holidays are:

a. New Year’s Day, January 1st

b. Martin Luther King Jr.’s Birthday: January – third Monday

c. President’s Day: February – third Monday

d. Memorial Day: May, last Monday

e. Juneteenth: June 19, 2022, but varies each year

f. Independence Day: July 4th

g. Labor Day: September – first Monday

h. Columbus Day: October – second Monday

i. Veteran’s Day: November 11th

j. Thanksgiving Day: November – fourth Thursday

k. Christmas Day: December 25th

B. Work Hours and Holiday Requirements and Restrictions

1. All on-site holiday and weekend work must be requested a minimum of three (3) business days in advance by the Contractor and approved by the CO.

1.7 SECURITY

A. The Contractor shall comply with security requirements of the United States Secret Service (USSS) including, but not limited to the following:

B. Personnel: All Contractor’s personnel, subcontractor’s personnel, suppliers and anyone else entering the White House complex or passing a United States Secret Service (USSS) vehicle checkpoint will be required to obtain an access clearance from the USSS. Workers that are not driving a vehicle can be dropped off on a perimeter street and not go through the USSS vehicle checkpoint.

1. All Contractors will be required to fill out an Excel spreadsheet listing of ALL personnel requiring access to the site indicating each individual’s full name, date of birth (DOB), social security number, and other personal information. The Contractor shall designate an individual to manage personnel access and serve as a single point of contact with the Government team. The Contractor shall verify all data for completeness and correctness. NPS will provide a template Excel file for insertion of data by the Contractor. The Contractor must password protect the Excel file before submission to NPS or use other file transfer methods that adequately protect personal identifiable information. The Excel access form must be submitted a minimum of three (3) business days before access to the site. Generally access should be submitted to NPS no more than once per week. All cleared individuals will be placed on an active Work Order (WO) for the site.

2. In addition to Item 1, for all individuals requiring access to the site for more than 14 days in a period of 60 calendar days, the individual must also fill out an SSF-1888 form and be fingerprinted by the USSS. All SSF-1888 submissions must be filled out electronically using the template provided by NPS. The individual must TYPE all information on the form and print a hard copy to bring to their fingerprint appointment. Hand written forms will not be accepted. The individual shall NOT sign the SSF-1888 until it can be witnessed by a USSS employee administering their fingerprinting. All individuals requiring a SSF-1888 must submit their form and be fingerprinted within 14 calendar days of being on an active WO.

3. Any workers requiring fingerprinting will be required to present themselves to the USSS at 1724 F Street, NW, Washington DC, 20502 along with their unsigned SSF- 1888 and the proper forms of identification listed below:

a. US citizens (born in the US): State Driver’s license or US passport

b. *Naturalized US citizen: State Driver’s license, passport, and Naturalization

Certificate

c. *Foreign Nationals (born in a foreign country that are not US citizens): State

Driver’s license, Green Card with ARN, etc.

d. *US Citizen born abroad (i.e. born in a foreign country on a US military base):

State driver’s license, and State Department birth certificate

*Please make sure that all foreign-born individuals regardless of citizenship bring proper documentation – originals NOT copies of driver’s license, ARN card, green card, naturalization documents, social security card, passport, etc.)

4. All personnel shall provide personal photo identification (i.e., driver's license) upon entering the secured perimeter of the White House complex and will be required to clearly display an identifying badge issued by USSS while on-site.

5. USSS reserves the right to confiscate an individual’s badge at any time and remove the individual from the site. NPS will notify the Contractor’s Project Manager in these instances.

C. Vehicles: All cars, trucks, vans, trailers, towed equipment and any other wheeled or tracked motorized vehicle entering the White House complex or passing a USSS vehicle checkpoint will be required to be subject to security searches.

1. All project vehicles, equipment, or materials will be required to be screened by USSS at an offsite facility within 15 miles of the White House. The only exceptions for offsite screening are mixed concrete or hot asphalt or other materials with a limited batch time, which will generally be permitted to be screened by USSS on site. The Contractor shall coordinate the delivery of any unique equipment or material in advance with NPS (who will consult with USSS) to determine if screening at an offsite facility is required. USSS reserves the right to turn away any vehicle at the White House for offsite screening for any reason at any time.

1.8 ACCESS PROCEDURES FOR SECURE AREAS LOCATED WITHIN PRESIDENT’S PARK

A. The Contractor is responsible for preparing and maintaining on a weekly basis the Work Order list of personnel who require access to the secure area of the Park.

These procedures are subject to change and adjustment based on the needs and requirements of the Government and any such changes may be implemented by the Government with little or no advance notice to the Contractor. The Contractor shall remain responsible for compliance

4/15/2022 Page 6 of 9 with these procedures and any subsequent changes or adjustments to these procedures at all times. Compliance with these procedures and any subsequent changes or adjustments to these procedures shall be performed and provided by the Contractor at no additional cost to the Government.

The information below is provided as a standard procedure for planning purposes of the Contractor. It should be noted that the review and approval times for individuals stated below refer to normal business work hours. A minimum of four (4) full business days is required from receipt by the designated NPS representative. The USSS-WAVES requires seventy-two

(72) hours or three (3) business days from their receipt of the access request. In other words, submittal on a Friday for access on a Monday is not acceptable. If received on a Friday, access would not occur until Thursday. All access requests must be submitted by the Contractor to the appointed NPS representative.

Based on current project practices, the Contractor should plan to submit any access list changes to the Government by close of business on Tuesdays.

Note that due to COVID-19 the fingerprinting requirements described are temporarily paused. USSS will advise NPS when this requirement is reinstated and an appropriate “catch up” period is anticipated to handle the fingerprinting backlog. While fingerprinting is paused, only one work order list needs to be submitted per below.

B. Work Order (WO) List:

i. The Contractor shall submit additions to the WO list each Tuesday to allow sufficient time for all entities to process the request by the following week. Only individuals not currently on the WO will need to be submitted on this list.

ii. Each week USSS-WAVES will generate a list of all individuals that still need fingerprinting highlighted in yellow.

iii. See Item C below for LTWO scrubbing procedures.

C. Scrubbing the WO list:

i. The Contractor shall submit a list of individuals that no longer require access and will be taken off the WO to “scrub” the list each month.

ii. The scrub email shall include a list of individuals that will be taken off the WO and their full name and date of birth.

PART 2: GENERAL

2.1 CONSTRUCTION SITE MAINTENANCE

A. The contractor must maintain the work site in a safe, neat and orderly manner. All supplies and equipment on the project site must be stored to preclude any damage.

B. All mud, dirt, debris, foreign objects or spills of any kind from the contractor’s operations must be cleaned up daily or as requested by the COR.

C. All contractor-generated refuse and waste must be hauled from the work site daily.

D. It must be the contractor’s responsibility to take whatever measures are necessary to assure the protection of President’s Park assets and to perform the work to cause minimal disruption of ongoing activities near occupied areas.

E. The contractor assumes the risk and responsibility for the loss or damage to NPS-furnished property.

2.2 ENVIRONMENTAL CONCERNS AND SAFETY STANDARDS:

A. Contractor and each of his employees must work in compliance with all applicable OSHA, Federal, state and local safety laws and regulations.

B. Contractor must provide and ensure that all personnel at the work site use the proper Personal

Protective Equipment (PPE) required by OSHA.

C. Contractor must take all necessary precautions for safety, and must provide reasonable protection to prevent damage, injury or loss to persons, properties, equipment and vehicles.

D. Damage caused by the contractor to any properties must be repaired or replaced to the satisfaction of the COR at the expense of the contractor. The COR may elect to repair or replace the damaged property and deduct such costs from monies due the Contractor.

E. Prior to use of any products or materials, the Contractor must provide for the review and approval of the COR:

1. Manufacturer’s product data and literature

2. Manufacturer’s installation recommendations

3. Samples, if required by the COR

4. Material Safety Data Sheets (MSDS)

F. The Contractor must not leave any tools, parts and/or supplies unattended in the public area at any time while performing work at the First Division Monument.

2.3 PERSONNEL QUALIFICATIONS

All personnel performing work must be fully qualified and experienced in the type of work to be executed in this contract. When applicable, personnel must be certified in the necessary work which is being performed by that person.

2.4 CONTRACTOR-FURNISHED ITEMS

All necessary supervision, personnel, equipment, tools, transportation, supplies, materials and incidentals required to perform the work of the contract in a safe, professional manner.

2.5 WORK CONDITIONS AND LIMITATIONS

Project Officers and Inspection

1. The Contracting Officer (CO) is the only person with authority to enter into, administer, modify and/or terminate the contract.

2. The Contracting Officer’s Representative (COR) is a program official designated by the CO to assist in administering technical aspects of the contract. The COR cannot modify the contract.

Required Performance Period

1. Work shall be completed between Memorial Day and Veteran’s Day. If it is not possible to meet that deadline, include an alternate schedule in the proposal.

2. Work must occur between the hours of 6:30 AM and 5:00 PM.

3. Work is allowed on weekends.

Quality Control Development and Monitoring

1. Develop and implement a construction quality process to ensure work conforms to the requirements of the contract.

2. Assign a competent and experienced person to oversee this work with the authority to stop or correct work due to unsatisfactory materials or workmanship.

3. Perform quality control inspection, documentation, process control sampling and testing as required by applicable standards.

4. The Contractor must notify the COR of any significant deviation in measurements and quantities that will affect the intended outcome of the project or result in a change of cost or time to complete the work.

Park-Specific Conditions and Limitations: The Park will handle all work relevant to the National Environmental Policy Act or the National Historic Preservation Act.

2.6 REFERENCE STANDARDS: Perform all work in accordance with the most recent edition of the following standards unless otherwise instructed.

ASTM American Society for Testing and Materials OSHA Occupational Safety and Health Administration

2.7 SUBMITTAL PROCEDURES

Contractor is responsible for additional submittals that may be required. Electronic forms are available.

Until the Contractor receives approval from the CO, no construction material or other items requiring the CO’s approval may be ordered, delivered, or used for the purposes of this SOW.

Unless otherwise instructed by the CO, send items requiring approval to the CO. Provide one

(1) electronic copy of each submittal unless otherwise specified. Forward related material as a package. Reference the section number of this SOW on each submittal. Allow 14 days for review and approval.

The CO will indicate in writing the approval or disapproval of each submittal, the reason for any disapproval, and any resubmission requirements.

There will be no waiver of any required submittal unless authorized by the CO. The CO may request submittals other than those specified in this document.

Contractor is to provide material specifications for COR review and approval.

Any proposed change by the Contractor to the specified construction methods must be submitted in writing to the CO along with the justification for the proposed change.

PART 3: QUALITY ASSURANCE

3.1 All materials and methods used for this contract must meet or exceed the current local, State and Federal codes, standards and regulations applicable to the contract work

3.2 QUALITY ASSURANCE: Not Used.

3.3 WARRANTY: Not Used.

3.4 PAYMENT: Payment will be made at the contract lump-sum price.

PART 4: PROJECT CLOSEOUT

4.1 CLEANUP

Legally dispose of trash, debris and all excess and unusable materials at authorized facilities off Government property.

Restore or refinish any surfaces damaged during project.

Remove grease, dirt, stains, foreign materials, and labels from finished surfaces.

4.2 FINAL INSPECTION

When the Contractor considers work is acceptable and is complete, the Contractor must inform the COR that the work is complete and ready for inspection. The COR will inspect the work on site. The Contractor must record a list of punch list items noted by the COR to be corrected. A subsequent inspection may take place in order to review the corrected items.

After all deficiencies have been corrected and all required closeout submittals have been forwarded to the COR, the CO will issue a letter of final acceptance and request the release of claims.

4.3 CLOSEOUT SUBMITTALS: (Not Used)
