4 Solicitation, C.11.(a), p. 9 Is the parking lot between the First Division Monument and the Eisenhower Executive Office Building available for unloading and loading scaffolding and other supplies?
If so, are there any security/badging requirements to gain access to this parking lot?
This should not be expected; however, there may be a possibility to coordinate during off-hours on off days. At least two weeks advance notice would also be required so that NPS could properly notify and seek approval from the White House Operations Center. The procedure for personnel access is outlined in the Scope of Work under
1.7 Security, pages 4-6.
5 Statement of Work, 1.2, p. 2 Does the Veteran's Day completion deadline mean only field work must be completed, or does the final report also need to be completed by the deadline?
Just field work, final report can come a week or two later

It is anticipated that scaffolding will be no higher than 100 feet. Will professional engineered drawings for scaffolding be required by the NPS for this project? This is not typically a requirement for scaffolds less than 125 feet high.

7 Statement of Work, 1.2, p. 2 High winds can shift scaffolding slightly, which could risk damage to the column. To prevent this, would the NPS allow four equally spaced compression ties against the column just below the capital with non-marking
Yes rigid foam to protect the column from damage?
8 Statement of Work, 1.2, p. 2 Would the NPS allow four scaffold footings to rest on column base with protective measures to ensure no damage or scuffing of the base?

9 Statement of Work, 1.2, p. 2 SOW states: “Submit a detailed proposed method of treatment to remove the existing gilding from the statue, clean the bronze, apply primer, and apply new 24-karat gold gilding with protection system.” Please provide information or specifications for the required protection system.
Use a polyvinyl butyral resin to include Polyvinyl Butyrals, Monsanto Butvar B- 72, or approved equal for protection system. It should provide a protective surface that is crystal clear and will not discolor or cloud with UV exposure.
If the contractor anticipates that the use of any clear coat or similar protection system will deteriorate before a properly prepared and gilded surface, then they should specify how in detail. They should also explain what method will provide the most long-lasting solution to protect the gilding, whether it includes another type of protective finish or not.

10 Statement of Work, 1.2, p. 2 SOW states: “Remove existing gilding, clean, apply primer, and apply gilding to sixteen engraved letters with protection system. Each letter is 5” high, engraved into granite to a depth of approximately ½”.” Please confirm that the scope of work for cleaning only applies to the letters and not the entire granite wall.

11 Solicitation, C.11(c), p.9 Please provide location and description of government-provided water and electric service.

12 Wage Determination Please confirm which labor classification in the wage determination applies to the restoration worker/gilder.
The Government recommends the Contractor determine the best fit for their employees or hired workers using the labor categories given in the specific Wage Determination for the work's location. Please refer to the latest Davis-Bacon Act Wage Determination, WD # DC20220002, Modification #9, Construction-Building, Last Revised Date Jun 03, 2022. There are several categories that may be appropriate depending on the contractor employee's full duties, such as Skilled Laborer, Glazier, Painter, etc.
13 Statement of Work, 1.2, p. 2 Is a mockup of the gilding and protection system required for NPS review and acceptance?
Yes, a mockup is required for acceptance. It can be 6"x6".

The Solicitation provides responsibilities of the Site Superintendent while the Statement of Work provides those of the Site Supervisor.
Can the Site Supervisor and Site Superintendent be the same individual?
They are one in the same - Site Supervisor is the Site Superintendent.

The Solicitation states that the Site Superintendent is required to be on site at a minimum of three hours per workday. Does the same requirement apply to the Site Supervisor?

16 Statement of Work P. 2/9, Section 1.2 Project Description, subsection Base Contract, Subsection Winged Statue of Victory:, Subsection 3
Standard practice for external gold leaf is 23.75 karat in a weight of 21 or 23 grams per pack. Typically Italian and German manufacturers produce the highest quality and are most specified. 24 Karat gold is not available for manufacturing gilding as it is too soft. Therefore we request that 24 karat be changed where it appears in the location specified above.

Will the contractor be allowed to change the values in the quantity column on the schedule Section B? The contractor believes that the values given for time are higher than what would be budgeted for the actual submitted price. If the contractor is not allowed to change those values, how will the discrepancy in price of proposal and price in this schedule be evaluated?
The Government is confident in its estimates for evaluation purposes.
Proposals will be evaluated using Simplified Acquisition Procedures as described in Section M.1 BASIS FOR AWARD in the solicitation.

Alternative Line-Item Proposal (Jan 2017)
(a) The Government recognizes that the line items established in this solicitation may not conform to the Offeror’s practices. Failure to correct these issues can result in difficulties in acceptance of deliverables and processing payments. Therefore, the Offeror is invited to propose alternative line items for which bids, proposals, or quotes are requested in this solicitation to ensure that the resulting contract is economically and administratively advantageous to the Government and the Offeror.
(b) The Offeror may submit one or more additional proposals with alternative line items, provided that alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation. However, acceptance of an alternative proposal is a unilateral decision made solely at the discretion of the Government. Offers that do not comply with the line items specified in this solicitation may be determined to be nonresponsive or unacceptable.

19 Statement of Work, p. 2 Page 2 of the SOW mentions "24-karat gold gilding with protection system” in regards to the Winged Victory and the lettering on the wall below.
What type of protection system? Does this mean some type of clear coat atop the gold leaf?
