Chama Field Division Backhoe Loader Replacement

SECTION C - DESCRIPTION/SPECIFICATIONS

Commercial Supply - Backhoe Loader

FOREWORD

The Bureau of Reclamation, Chama Field Division in Chama, New Mexico has determined a need for a 4x4 backhoe loader featuring a pressurized cab with heater/air conditioning, extendable dipper-stick, a minimum of 18-inch and 30-inch heavy duty backhoe buckets, 1.30 cubic yard front loader bucket having a bolt-on edge plate, quick-coupler forks, and a minimum 3-year support and warranty packages. The following paragraphs expand on the requirements for the backhoe loader to be supplied under this procurement.

PRODUCT REQUIREMENTS AND FEATURES

SUBMITTALS

Submit the following for Government review or approval:

Prepare in English.

Label with contract number and title including RSN.

Measurement Units: US Customary Units.

Provide a unique transmittal tracking number for each submittal.

Drawings and sketches shall follow the U.S. National CAD Standard, Version 6.

Required certifications shall be performed by a registered professional.

Manufacturer’s certifications shall be signed by authorized representative.

o Manufacturer’s certification for biodiesel fuel including percentage.

o Manufacturer’s certification for emission standards.

o Manufacturer’s certification for use of recycled products.

Mark clearly all features and options being supplied under this submittal. Strike out all other data.

Review of submittals:

o Time required: The Government will require a minimum of 14 days to review each submittal or resubmittal, unless otherwise specified.

o Excess Time: Should the Government require additional review time; the CO may extend the contract completion date to allow completion of work. Time extension will be to the extent that the excess review time caused delay to contract completion.

Submit the following for Government approval or review.

o Submittal Types: A – Action requiring Government approval and I – Informational requires Government written receipt.

o Submit to Cord Everetts (COR) at CEveretts@usbr.gov one electronic copy for review.

The following table list acceptable manufacturers of hydraulic crawler excavators which have the intrinsic characteristics as required under these specifications. Please see section entitled “Substitutions” if providing equipment currently not listed in the table.

EQUIPMENT

Hydraulic Crawler Excavator Offeror’s supplied hydraulic crawler excavator shall have the following intrinsic characteristics:

A.) General Specifications:

1.) Engine:

a. Non-Highway Emission Standard: EPA Final Tier 4/EU Stage IV or Better

b. Net Rated Power (ISO 9249): 105 HP at 1,600 RPM (±10 HP at±25 RPM)

c. Net Peak Torque (ISO 9249): 330 Lb.-Ft. at 1,600 RPM (±10 Lb.-Ft. at

±25 RPM)

d. Displacement: 276 CI (±15 CI)

e. Lubrication: Pressure system with spin-on filter and cooler with or equal

f. Air Cleaner: Dual-stage dry type with safety element and evacuator value or equal 2.) Cooling:

a. Fan Type: Electronically controlled, variable-rate, suction-type cooling fan or equal

b. Engine Coolant Rating: -40 Degrees F or better.

c. Engine Oil Cooler: Oil to water or equal

d. Cool Weather Operation: Installed optional engine coolant heater

3.) Powertrain:

a. Transmission: 5-Speed helical-cut gears, featuring full

PowerShift or equal transmission w/ standard hydraulic reverser, electric clutch cutoff on loader lever and standard AutoShift or equal

b. Torque Converter: Single stage, dual phase w/ 2.63:1 stall ratio, 11-inch diameter or better w/ travel speeds ranging from 3 mph to 24 mph (±1.5 mph)

c. Axle Oscillation: Stop to Stop at 22 degrees (±3 degrees)

d. Axle Ratings (SAE J43 or Better): Front 12,100 Lbs. and Rear 15,400 Lbs.

e. Differentials:

i. Front Axle: Mechanical-Front-Wheel-Drive (MFWD) Automatic, limited-slip traction control

ii. Rear Axle: Foot actuated, hydraulically engaged 100% mechanical lock or equal

f. Axles:

i. MFWD: Heavy duty, outboard planetary final drives distribute shock loads over 3 gears or better

ii. Rear: Heavy duty, outboard planetary final drivers distribute shock loads over 4 gears or better

g. MFWD Steering (ISO 5010 or equal):

i. Curb-Turning Radius (w/ Brakes): 11 Ft. 7 In. or better

ii. Curb-Turning Radius (w/o Brakes): 13 Ft. 2 In. or better

iii. Bucket-Clearance Circle (w. Brakes): 33 Ft. 0 In. or better

iv. Bucket-Clearance Circle (w/o Brakes: 35 Ft. 6 In. or better

v. Wheel Turns (Lock to Lock): 2.6 to 3.6 turns

h. Brakes (ISO 3450):

i. Service: Power assisted, hydraulic wet disc, mounted inboard, self-adjusting and self-equalizing or better

ii. Parking: Spring applied, hydraulically released, wet multi-disc, independent of service brakes with electric switch control or better

4.) Hydraulic Systems:

a. Main Pump: Pressure compensated load sensing

(PCLS), axial-piston pump or better

i. Pump Flow at 2,200 RPM: Backhoe and Loader 42 GPM (±1 GPM)

ii. System Relief Pressure: Backhoe is 3,625 PSI ±5 PSI)

iii. System Relief Pressure: Backhoe Lift Mode is 4,000 PSI (±5 PSI)

iv. System Relief Pressure: Loader is 3,625 PSI (±5 PSI)

b. Controls:

i. Backhoe: 2-lever mechanical standard, pilot controls with pattern select and auxiliary functions optional, field kits available for additional mechanical control options or better

ii. Loader: Single-lever control with electric clutch cutoff switch and MFWD (momentary) standard, single-lever control with electric clutch cutoff switch, electrohydraulic (EH) proportional auxiliary roller, MFWD (momentary), and transmission quick-shift optional

5.) Cylinders: Heat-treated, chrome-plated, polished rods, hardened steel w/ replaceable brushings pivot pins, rated heavy-duty, having extendable dipperstick, extended stabilizers, and MFWD

6.) Electrical Systems:

a. Voltage: 12 volt

b. Alternator Rating: 145 amps, Min.

c. Number of Batteries: 2 with disconnect and jump posts

d. Lighting (LED Upgrade): Per manufacturer’s requirements including a minimum of 2 lights on backhoe boom 7.) Serviceability:

a. Fuel Tank: 34 Gallons (±5 Gallons)

b. Engine Oil: 13.5 Quarts (±1 Quart)

c. Diesel Exhaust Fluid (DEF) Tank: 3.5 Gallons (±0.5 Gallons)

B.) Overall Dimensions:

4.) Backhoe:

a. Digging force w/ HD Cylinder: 15,250 Lbs. (±5 Lbs.)

b. Swing Arc: 180 Degrees (±5 Degrees)

c. Operator Controls: 2 Levers

C.) Optional Features:

1.) Quick-Coupler Forks to maximum equipment being supplied.

2.) Servicing:

a. Software: Per manufacturer includes web-based access

3.) Manual Sets:

a. Service: One electronic and One paper copy.

b. O&M: One electronic and One paper copy.

c. Parts & Diagrams: One electronic and One paper copy.

d. Specifications: One electronic and One paper copy.

e. Disassembly/Assembly: One electronic and One paper copy.

f. Testing and Adjusting: One electronic and One paper copy.

g. System Operations: One electronic and One paper copy.

h. Troubleshooting: One electronic and One paper copy.

D.) Maintenance and Warranty Requirements:

1.) Estimated Annual Operating Hours: 120 Hours 2.) Maintenance Services: 36 Months, at location of equipment 3.) Warranty Period: 36 Months (3-Years)

SUBSTITUTIONS

A.) If equipment or materials required by these specifications become unavailable, because of manufacturer/Government priorities or other causes, substitute equipment or materials may be used.

B.) Offeror shall state in the substitution request the following:

1.) Purpose for substitution.

2.) Describe in detail the equipment or materials being substituted and how they meet or exceed these specifications.

C.) Specifications determination as to whether substitution will be permitted and as to what substitute equipment or materials may be used shall be final and conclusive.

D.) If approved substitute materials are of less value to the Government or involve less cost to the Contractor than specified material, a contract adjustment will be made in favor of the Government. Where the amount involved or the importance of substitution warrants, a deductive modification to the contract will be issued.

E.) No payments more than prices offered in the schedule will be made because of substitution of one equipment type or material for another or because of use of one alternate equipment type or material in place of another.

WORKMANSHIP

A.) Accurately manufacture and fabricate materials in accordance with best modern practices and requirements of these specifications, notwithstanding minor errors or omissions therein.

B.) Package equipment and materials to include provisions which prevent components from damage, loosening, and/or failure from shocks or vibration during shipping.

DELIVERY, SETUP, AND SERVICE

DELIVERY AND SETUP

A. Equipment shall be FOB to Chama Field Division in Chama, New Mexico 87520. Include all costs for shipping, setup, and orientation for Reclamation’s personnel.

Delivery shall occur within 60 days after contract award. Delivery shall occur Monday through Friday between 7:30 AM to 3:30 PM MDT, except federal holidays. Notify Ms. Connie Asuncion, Facility Operations Assistant forty-eight (48) hours prior to delivery of equipment:

B. Equipment Operator Orientation: Supply shall provide a minimum one (1) hour of equipment operations and one (1) hour of general service requirements.

SERVICE AND MAINTENANCE

A.) Certified manufacturer servicing center within 180 miles of Chama NM 87520.

B.) Manuals – Repair and Diagnostic with trouble shoot codes and Part ID numbers provided upon delivery. (Hardcopy and Electronic copies)

WARRANTY

Equipment supplied under these contract specifications shall be under warranty where applicable to be free of such defects in workmanship as appears under normal use, service, operation, and when owned by the original purchaser.

A. Minimum Warranty Period: Three (3) years after the Government has accepted equipment or materials at F.O.B. destination.
