SCOPE OF WORK

NEW LAB BUILDING ROOF REPLACEMENT

BUREAU OF LAND MANAGEMENT

CLIFFSIDE GAS FIELD - AMARILLO PLANT

POTTER COUNTY, TX

Bureau of Land Management (BLM)

1. PROJECT INTRODUCTION

1.1 Background

The Bureau of Land Management (BLM) Lab Building is located at the Cliffside Gas

Field plant, which is located approximately 15 miles northwest of Amarillo, TX. The lab building roof has been leaking, whenever it rains, over the last few years. The Lab

Building consists of the original 30’ x 30’ building and an additional 30’ x 32’ section built onto the south side. Both were built circa 1960. The roof has leaks at various locations all around the roof as well as at the joint between the sections. There are water-stained panels in the drop ceiling below.

2 SCOPE OF WORK

2.1 Work to be performed

The work will involve replacing the metal roof replacement. The flashing, trim, and downspouts shall be replaced at the rake, corners, eaves and wherever necessary to provide a finished appearance. All side laps, end laps, and flashing shall be sealed to provide weather tightness and to withstand wind loads, structural movement thermally induced movement, and exposure to weather without falling. The color shall match, as closely as possible, the existing color.

Fabricate and install flashings at roof edges to comply with recommendations of FM

Loss Prevention Data Sheet 1-49 for the following wind zone:

1. Wind Zone 2: Wind pressures of 31 to 45 psf.

2.2 Post-Award Meeting

The BLM will schedule a post-award meeting with the contractor. The meeting will be in person or via conference call to discuss the scope of work and project schedule. This meeting will serve to resolve or clarify any issues or concerns both parties may have. If necessary, BLM may request modifications to the proposal based on the discussion in this meeting. The final proposal must be approved by BLM prior to performing the roof repairs.

2.3 Debris Disposal

Contractor shall clean exposed metal surfaces, remove substances that might cause corrosion of metal or deterioration of finishes, remove and legally dispose of all scrap and debris resulting from performance of the contract, including material stripped from the existing roof.

3 GENERAL REQUIREMENTS

3.1 Code Compliance

Work shall be performed in accordance with applicable Federal, State, and local laws, building codes, and industry best practices. If more than one provision is applicable in any given situation, the most restrictive requirement shall apply.

3.2 Contractor Qualifications

Contractor must be a registered and insured commercial roofing contractor with experience on projects of similar scope. Contractor will provide proof of registration and insurance. Contractor must follow all BLM working safety regulations and provide their personnel with Personal Protection Equipment (PPE) including hardhats, FR clothing, steel-toed boots, and safety glasses. All employees must watch the BLM Safety video presentation prior to beginning any on-site work.

3.3 Location

The Cliffside Gas Field is located at 13301 Brickplant Road, Amarillo, TX 79124.

3.4 Performance Period

Upon contract award, the period of performance shall not exceed 30 calendar days.

3.5 Scheduling of Work

3.5.1 Hours of Operation

Contractor shall provide the BLM with their desired daily work schedule.

3.5.2 Federal Holidays

New Year’s Day Labor Day

Martin Luther King Jr.’s Birthday Columbus Day

President’s Day Veteran’s Day

Memorial Day Thanksgiving Day

Independence Day Christmas Day

3.5.3 Building Occupation

The Lab Building will be occupied and in use during regular business hours. Contractor shall arrange work so as not to pose a risk to occupants working in the building. In cases where interference is unavoidable, the Contractor must make every effort to minimize the impact of the interference.

4 GOVERNMENT-FURNISHED PROPERTY (GFP) and SERVICES

4.1 Government Property

All contractor employs must have a visitor’s badge. Employer crews must have an escort at all times.

4.2 Government services

The government will furnish, restroom facilities, and electrical power. Unless otherwise designated as Government Furnished, the Contractor shall provide all personnel, transportation, materials, equipment (including Personal Protective Equipment) and facilities in performance of this contract. The Contractor is responsible for the security of the Contractor’s own property.

5 DAMAGE TO GOVERNMENT PROPERTY

Contractor shall ensure no damages are made to government property. Should they occur, such damages shall be immediately reported to the Point of Contact or available Government representative. All damages caused by the Contractor shall be the responsibility of the

Contractor to repair at no additional cost.
