The Contractor shall provide non-personal services including all personnel, equipment, tools, supervision, and other items necessary to perform tree maintenance in a manner that promotes tree and shrub growth while maintaining clean, neat, and professional appearance. Performance evaluation is based on Contracting Officer (CO) and Contracting Officer's Representative (COR) assessments and results rather than frequency or method. Tree pruning and trimming are limited to safety or Antiterrorism/Force Protection (AT/FP) emergencies only and must comply with American National Standards Institute (ANSI) A300 Part 1 standards. Minimum safety clearances are 16 feet over streets, 12 feet over driveways, 8 feet over walk areas, 4 feet over buildings, and 1 foot from buildings. Tree and stump removal are also limited to safety or AT/FP emergencies and must be completed within 10 workdays depending on tree size. Stumps must be ground within 2 workdays of removal, with debris removed and holes filled with topsoil the same day. All tree maintenance is issued by CO or COR direction and must be completed within 5 workdays unless otherwise directed. The Contractor is responsible for all debris removal and solid waste disposal. Hours of operation are 6:30 AM to 4:15 PM, Mondays through Fridays, excluding federal holidays. Quality assurance includes both periodic spot-check assessments and 100% inspection methods, with deficiencies requiring immediate re-performance or correction within 24 hours at no additional cost. Failure to meet performance thresholds in any month results in a warning letter, while failures in two or more consecutive or non-consecutive months trigger an immediate progress meeting with a multi-functional team. The Contractor must comply with all federal, state, and local environmental laws; obtain prior approval for hazardous materials; maintain spill control materials; and hold liability for any Notice of Violation fines or penalties resulting from contractor error or omission.
Security requirements include contractor notification to the COR 30 days before on-base performance with contractor representative information, contract number, work locations, and service performance dates. Contractor personnel must obtain base identification and vehicle passes and wear or display installation or contractor-furnished identification badges. All Maxwell AFB and Gunter Annex visitors must present REAL ID-compliant credentials or alternative acceptable documents including a U.S. passport, Transportation Worker Identification Card (TWIC), Veteran Health Identification Card (VHIC), or combination documents such as birth certificate with raised seal, social security card, and non-REAL ID-compliant driver's license with matching names. Commercial vehicles are directed to Gate 3 (Kelly St) or Gate 4 (Congressman Dickenson for Gunter) during operational hours and Gates 1 or 4 during non-duty hours for Commercial Vehicle Inspection. The Contractor must comply with Freedom of Information Act (FOIA), Controlled Unclassified Information (CUI), physical security, traffic regulations, Operation Security (OPSEC), and weapons/ammunition prohibitions. Failure to comply with security requirements may result in withholding of final payment.

Statement of Work
Grounds Maintenance Tree Service Contract
1. DESCRIPTION OF SERVICES. The Contractor shall provide non-personal services, to include all personnel, equipment, tools, supervision, and other items and services necessary to ensure that tree maintenance is performed at Maxwell AFB, Gunter Annex, Vigilant Warrior Training Site (Titus, AL), and Maxwell-Gunter Recreation Area (Dadeville, AL), in a manner that will promote the growth of trees and shrubs, and present a clean, neat, and professional appearance. The Contractor’s performance will be based on the Contracting Officer (CO) and Contracting Officer’s Representative’s (COR) evaluations and on the results required by the Service Summary (SS) and not the frequency or method of performance. It is at the Contractor’s discretion to determine the frequencies to attain the levels of service at the best value. The evaluation of results will be based on COR performance assessment and customer complaints. Final results of the evaluations will be the determining factor for the success or failure of this contract. The Contractor shall comply with applicable federal, regional, state, and local laws as well as commercial standards.
Trees. The Contractor shall limit pruning or trimming trees, removal of trees and/or stumps to safety or AT/FP emergencies only. Identify to COR all trees that require pruning or trimming for safety or health reasons. Prune or trim trees previously identified after receiving direction from the CO or COR. Pruning or trimming shall be accomplished in accordance with the American National Standards Institute (ANSI) A300 Part 1 industry standards. Remove or cutback branches that conflict with normal traffic or safety. Minimum safety clearances are: sixteen (16) feet over streets, twelve (12) feet over driveways, eight (8) feet over walk areas, four (4) feet over buildings, and one (1) foot from buildings. Remove trees that pose threats to structures or buildings. Topping and de-horning are not permitted. Do not trim and/or prune trees that touch or hang over energized utility poles or power lines. Notify COR if trees need to be trimmed from around power lines. The COR will notify appropriate base agency. Remove all debris generated from trimming or pruning operations. This service is issued by direction of the CO or COR and must be completed within five (5) workdays from notification, unless otherwise directed by the CO or COR.
Tree, Shrub, and Stump Removal. Limit removal of trees and/or stumps to safety or AT/FP emergencies only. Tree, shrub, and stump removal shall only be accomplished after direction by the CO or COR. Perform stump and perimeter root removal by cutting and grinding all growth to a minimum of six (6) inches below grade and removing all debris. Stumps shall be ground within two (2) workdays of the tree removal date. Stump-grinding debris shall be removed and the hole filled with topsoil to match existing grade the same day grinding is performed. Trees identified for removal shall be considered within the following categories based on their diameter: Large, Medium, Small and Sapling. The diameter of the tree shall be determined by measuring four and one-half (4.5) feet above the ground. Trees with multiple trunks shall be measured as follows: All trunk diameters shall be measured. The largest trunk diameter shall be recorded. Each remaining trunk diameter shall be halved. All values will then be added together to obtain the final tree diameter.
Large Trees: Diameter greater than 36”, remove within 10 workdays from the date directed to perform the work.
Medium Trees: Diameter 18” to less than 36”, remove within 10 workdays from the date directed to perform the work.
Small Trees: Diameter 3” to less than 18”, remove within 10 workdays from the date directed to perform the work.
Saplings: N/A
2. Quality Assurance. The Government shall inspect and evaluate the Contractor’s performance to ensure services are received in accordance with requirements set forth in this contract. The CO or COR shall inspect by validating actual work performance, physically checking an attribute of the completed task, checking a management information report, investigating customer complaints, conferring with facility managers, or otherwise inspecting the task or its results to determine whether or not performance meets the standards contained in this PWS. The CO or COR will use the Contractor’s work schedule or modified version thereof, to record surveillance results. Results of the surveillance then become the official Air Force record of the Contractor’s performance.
When a performance threshold has not been met or Contractor performance has not been accomplished, the CO or the COR will initiate either a Corrective Action Report (CAR) or a Contract Discrepancy Report (CDR). The Contractor shall respond to the COR IAW instructions provided.
Periodic Assessments. This method requires the COR to employ a “spot check” style of evaluation based on the Contractor’s schedule. Periodic assessments will be conducted and may be adjusted, based on quality trends. Any unsatisfactory inspection (defect) result shall be recorded, and the Contractor shall re-perform the service after notification by the CO or COR. Failing to meet the performance threshold as outlined in the SS for any of these Performance Objectives in any one month period shall result in a warning or letter of concern from the CO. Failing to meet the Performance Threshold as outlined in the SS of these Performance Objectives in any combination for any two, or more consecutive or non-consecutive months during a contract period shall constitute an immediate Progress Meeting with the Multi-functional Team. All remedies shall be in accordance with the FAR 52.212-4 (a), Contract Terms and Conditions - Commercial Items, Inspection/Acceptance.
100% Inspection. This method requires COR to inspect the service each time it occurs.
Results shall be annotated on the inspection schedule. Any and all deficiencies shall be documented, and the Contractor shall re-perform service immediately, if appropriate, or within 24 hours at no increase in contract amount.
