About this file
This is a Statement of Work (SOW) issued by the Bureau of Land Management (BLM) Phoenix District Office for septic collection and disposal services at rural recreation sites in Arizona.
The contractor must provide complete septic pumping services including labor, equipment, supplies, permits, and licenses to collect, load, haul, and dispose of septic refuse from vault toilets at 30 recreation sites across two field offices (Hassayampa and Lower Sonoran). During the base year (August 30, 2026 – August 29, 2027), all 30 vaults must be pumped by September 30, 2026, with specific earlier deadlines for some sites. In subsequent option years (four one-year options through August 29, 2031), certain vaults require annual pumping while others are serviced on an as-needed basis. The contractor has 30 days from service request dates to complete work. Pumping must occur during daylight hours, Monday-Thursday, with advance scheduling required. The contractor must add water and biodegradable enzymes/deodorizer with 80 gallons of water after each pump-out, dispose of waste at licensed facilities, provide date-stamped photographic proof of completion within 24 hours, and maintain disposal documentation for three years. Service dates and times must be scheduled with the Contracting Officer's Representative. All debris removal, site cleanup, disinfection, and damage reporting are included. The contractor bears all travel costs and must have high-clearance or 4x4 vehicles for remote site access. A single point of contact is required for project management and coordination.
