About this file

This is a NIST Requirements Document for the procurement of an Artec Leo handheld wireless laser scanner to support forensic 3D scanning applications.

The National Institute of Standards and Technology's Dimensional Metrology Group requires a wireless handheld 3D laser scanner to acquire high-density point cloud data at forensic crime scene points of interest, including blood splatter zones, bullet trajectories, and shoe prints. The equipment will support the High-Performance Computing and Visualization Group's development of a virtual reality platform for forensic examination. The contractor must provide a new Artec Leo scanner meeting 18 minimum specifications, including: 0.1 mm 3D point accuracy and 0.2 mm resolution; 0.35 to 1.2 m working distance; 160,000 cm³ volume capture; 244 x 142 mm close-range and 838 x 488 mm far-range linear field of view; 24-bit color texture capture at 2.3 megapixel resolution; 35 million points per second data acquisition speed; built-in 9 DoF inertial system; integrated display and processor requiring no external computer; 512 GB onboard storage; WiFi, Ethernet, and SD card data transfer options; exchangeable battery supporting approximately 4 hours of continuous scanning; weight of 5.7 lb or less; ability to pause and review scanning data on-screen; and no requirement for tracking targets or markers. Delivery must occur FOB Destination within 30 days of award to the NIST facility in Gaithersburg, Maryland. The government will perform acceptance testing within 30 business days of receipt using calibrated objects to verify scanner performance specifications. Payment of 100 percent will occur upon installation and acceptance by the technical point of contact. The contractor must provide a minimum two-year warranty following full equipment acceptance in accordance with FAR 52.212-4. All equipment must be new in original manufacturer packaging with complete documentation and software.

NIST Requirements Document Artec Leo handheld wireless laser scanner

I. Background

The Dimensional Metrology Group (DMG) within the Sensor Science Division is currently engaged in several projects related to 3d laser scanning for forensic applications. We are working closely with the High-Performance Computing and Visualization Group (HPCVG) within the Applied and Computational Mathematics Division (ITL) on one of the projects.

II. Scope The HPCVG is developing a virtual reality (VR) platform to allow forensic examiners to examine a crime scene even after the actual scene has been cleared. DMG is supporting the HPCVG by providing them with 3D data to test the VR platform. While DMG has large-volume scanners we can use for this purpose, these scanners are not suitable to acquire detailed high-density data at points of interest, such as blood splatter zones, bullet trajectories, shoe prints, etc. For this purpose, we require a wireless hand-held scanner that can be used to access areas that cannot be scanned by a large-volume scanner, so that we can produce a denser 3D point cloud for use by the VR platform.

III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award.

Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

The Contractor shall provide the following (Artec Leo) that meet the following minimum specifications:

1. Wireless hand-held 3D laser scanner

2. 3D point accuracy 0.1 mm

3. 3D resolution of 0.2 mm

4. 3D accuracy over distance of 0.1 mm + 0.3 mm/m

5. Working distance of 0.35 m to 1.2 m

6. Volume capture of 160000 cm3

7. Linear field of view at close range of 244 x 142 mm

8. Linear field of view at far range of 838 x 488 mm

9. Ability to capture texture, at 24-bit color depth per pixel and 2.3 megapixel texture resolution

10. Data acquisition speed of 35 million points/second

11. Built-in 9 DoF inertial system

12. Integrated display and processor. No computer shall be required to acquire data.

13. Onboard 512 GB internal storage.

14. Wifi, ethernet and SD card options for data transfer

15. Built-in exchangeable battery, optional AC power. Battery life should support about 4 hours of continuous 3D scanning.

16. Weight 5.7 lb or less

17. Ability to pause scanning at any time to review captured 3D data directly on screen.

18. No tracking targets or markers shall be required for scanning.

IV. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 30 days ARO.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

The National Institute of Standards and Technology 100 Bureau Drive, Building 220 Gaithersburg, MD 20899

V. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

We will perform tests with calibrated objects to verify the scanner is operating according to specification.

The Government will test, inspect, and accept the equipment onsite within 30 days business days of the receipt of the instrument

VI. Warranty The contractor shall warrant the entire system for a period of a minimum of two years after full acceptance the equipment and shall be in accordance with terms in FAR 52.212-4

VII. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the TPOC of fully installed system. (these are the standard terms used. If partial payment or a payment schedule are needed, adjust accordingly)

2. The Government anticipates inspection will occur upon:

a. After the testing procedures set forth in this document have been completed
