About this file

This is a Statement of Work for pumping services at vault toilets and septic tanks managed by the USDA Forest Service at recreation sites in the Yampa Ranger Districts across Routt, Grand, Rio Blanco, and Garfield Counties in Colorado. The contract covers 21 total toilet locations with varying designs: single unit/single vault (1,000 gallons), double unit/double vault (two 1,000-gallon vaults), and double unit/single vault configurations. All vaults require pumping when reaching 80% capacity with 90% of contents removed per commercial standards, followed by recharging with approximately 75-100 gallons of water. The contractor must provide all personnel, equipment, materials, vehicles, supervision, and waste disposal services at a single total cost per vault that includes removal, recharge, cleaning, mileage, and dump fees. Services are required primarily April 1 through October 30 annually, with potential end-of-season and winter trailhead pumping needs, plus emergency call-as-needed services.

The contractor must respond to pumping requests within two working days, notify the Contracting Officer's Representative within 24 hours of completion, and provide dump tickets or proof of proper disposal within 48 hours showing pumping locations. All waste must be disposed at commercial treatment facilities off National Forest Lands, with the contractor responsible for securing municipal plant permissions at their own expense. Invoicing occurs monthly via electronic Invoice Processing Platform based only on toilets actually pumped in each category, with statements submitted within 30 days of contract end or with payment requests. The contract is subject to changes in the number of sites and service frequency. Offerors must address biobased product use (such as cleaning agents) in their proposals, though this will not serve as an evaluation factor. Government inspection occurs throughout performance with remedial work required for unacceptable results, with verbal notification within 48 hours of deficiencies.

To the extent that the Bio Preferred program achieves its purpose, the increased purchase of biobased products will also be expected to reduce petroleum consumption, increase the use of renewable resources, better manage the carbon cycle, and may contribute to reducing adverse environmental and health impacts.

Defined by the 2002 Farm Bill, biobased products are commercial or industrial products (other than food or feed) that are composed in whole, or in significant part, of biological products, renewable agricultural materials (including plant, animal, and marine materials), or forestry materials.

Offerors shall include within their offer an affirmative statement of action(s) they would take during the performance of this contract to include the use of biobased products, such as cleaning agents, unless precluded by performance, cost, or availability. The use/ non-use of biobased products will not be an evaluation factor in any subsequent award; however, failure to address the subject matter within the proposal could render the proposal as non-responsive to the RFQ requirements.
