DRAFT
Statement of Work
For Construction Services
March 9, 2026
1.0 CONTRACT PROJECT:
1.1 Title: Construction Services for New Generator and Automatic Transfer Switch
(ATS)
1.2 Location:
Hawaii Fruit Fly Facility (HFFF) 41-650 Ahiki St Waimanalo, HI 96822
1.3 Project Background: USDA currently has an existing 100KW generator, fuel tank and ATS that has reached its useful life. The existing generator and ATS is properly sized to meet the critical electrical loads during power outages. The existing concrete pad is undersized and contains excessive amounts of diesel fuel due to the fuel tank leakages over the years.
The future requirement is to acquire and install a replacement emergency generator set and automatic transfer switch capable of supporting the facility’s essential electrical loads during power outages. The replacement system is expected to provide standby capacity comparable to or greater than the existing 100 kW generator.
The contractor shall be responsible for decommissioning and removal of the existing generator system, including the removal and proper disposal of existing diesel fuel in accordance with all applicable federal, state, and local environmental and safety regulations. The contractor shall also furnish and supply new diesel fuel, up to 550 gallons, for the new generator, sufficient to support startup, testing, commissioning, and initial operational readiness.
The contractor shall be responsible for modifying the existing concrete equipment pad to accommodate the new generator set. Concrete work shall include extending or modifying the existing pad to a minimum dimension of 2 feet wide by 14 feet long, with a 6-inch-thick concrete slab and an 8-inch footing, or as otherwise required to support the structural and load-bearing requirements of the proposed generator. All concrete work shall be performed in accordance with applicable codes, standards, and best construction practices.
The new generator and associated equipment shall be designed and installed to withstand the corrosive coastal environment of Waimanalo, Hawaii, incorporating appropriate materials, coatings, enclosures, and protective measures to mitigate rust and environmental degradation. The upgraded emergency power system will improve reliability, reduce operational risk, and ensure uninterrupted support of APHIS mission-critical operations at the Hawaii Fruit Fly Facility.
1.4 Project Description: USDA is in need of Construction Services to furnish and install a new 100KW generator, ATS (sized to meet existing and up to 600A), Diesel Fuel Tank, and New Concrete Pad.

• The contractor shall remove the existing concrete equipment pad. A new pad shall be installed to accommodate the new generator set. Concrete work shall extend at a minimum dimension from the current concrete pad’s width by 2 feet and maintain the length of 14 feet long, with a 6-inch-thick slab and an 8-inch footing. All concrete work shall comply with applicable codes and industry standards and shall achieve required strength and cure times prior to equipment installation.
• The contractor shall furnish and install a new diesel-powered emergency generator set with standby capacity comparable to or greater than the existing 100 kW system. The contractor shall furnish and install a new automatic transfer switch compatible with the generator and facility electrical system. Installation shall include all required mechanical, electrical, control, grounding, and exhaust connections. Equipment and installation methods shall be suitable for a corrosive coastal environment, including appropriate enclosures, coatings, and protective measures
• The contractor shall furnish and supply new diesel fuel tank and fuel, up to 550 gallons, for the new replacement generator. Fuel shall be suitable for the manufacturer’s requirements and local environmental conditions.
• The contractor shall perform startup, commissioning and testing in accordance with manufacturer recommendations. Functional testing shall be performed to verify proper automatic transfer, load acceptance, and return to normal utility power. The contractor shall correct all deficiencies identified during testing prior to Government acceptance.
