About this file
This is a Questions and Answers document for USDA Solicitation 12639526Q0074 regarding generator and Automatic Transfer Switch (ATS) replacement at the Hawaii Fruit Fly Rearing Facility.
The project involves procuring a new emergency generator and ATS to replace existing equipment that has reached its useful life and suffered corrosion damage, including rust, holes in the fuel tank, water infiltration, and system fault codes. The existing generator is a Cummins Power Generation Model DSGAA-3454240 (diesel-fueled, 60 Hz). While the solicitation requires replacement in-kind regarding equipment sizing, the USDA encourages contractors to propose improvements related to equipment manufacturing and recommendations to increase equipment longevity in the Hawaii environment. The contractor must submit rubber pads between the concrete and equipment frame for review and approval. Record drawings for the facility are unavailable; therefore, contractors must propose design and construction timelines for USDA approval. A new or larger concrete pad is acceptable, and demolition of the existing pad is permitted. The contractor is responsible for staging equipment in an open area to the right of the modular office and for all on-site security of materials and equipment. The ATS must match existing capacity, though alternate solutions may be evaluated for suitability. The solicitation is not related to a similar California Department of Food and Agriculture generator project in Waimanalo. No temporary generator solution is required during construction, and sound attenuation is not a requirement if it does not affect facility operations. Anti-corrosive equipment is mandatory.

United States Department of Agriculture Generator Replacement, Hawaii Fruit Fly Rearing Facility
Solicitation 12639526Q0074 Questions and Answers
Q1 Is a brand new contract OR if there is (was) an incumbent performing these services.
A1 Contract for a new Generator and ATS. There is not an incumbent performing services.
Q2 Could you provide the Emergency Generator/ATS name specifics?
A2 Please see the below pictures.
Q3 Could you provide the plans for this project?
A3 Record drawings were unable to be located for this facility.
Q4 Are you interested in sound attenuation and anti-corrosion?
A4 We do want equipment to be anti-corrosive, but the noise isn’t an issue if it doesn’t affect operations.
Q5 Is this the same project as the CAT generator for the California Department of Food and Agriculture (CDFA) in Waimanalo?
A5 No, this is a different project
Q6 Why are there springs at the bottom of the generator?
A6 Assumption made that they are possibly governor springs.
Q7 Are rubber pads between the concrete and the frame acceptable?
A7 Yes, acceptable and should be a part of the submittal process for review and approval.
Q8 Do you want like-for-like?
A8 SOW indicates replacement in-kind regarding equipment sizing, however any improvements related to equipment manufacturing are highly recommended for consideration.
Q9 What is the timeline, because we will need a month just to design?
A9 The timeline is in SOW is presented for negotiation and can be modified as needed. Design and Construction timeline can be proposed for USDA approval.
Q10 What about the concrete pad, is it acceptable to rip it out and replace the entire thing?
A10 Provided it is recommended to demolish and install new generator in the exact location or alternate location; installation of a new larger concrete pad is acceptable.
Q11 How can we bring the equipment in?
A11 An open area to the right of the modular office will be cleared for contractor staging equipment storage. Security of materials and equipment on-site is solely the responsibility of the contractor.
Q12 Why are you wanting to replace the generator?
A12 The existing generator has reached its useful life, has ample rust and holes leading into the fuel tank which has allowed water to infiltrate the fuel tank and cause a fault code on the system and leaking.
Q13 Are you also replacing the ATS?
A13 Yes, to match the existing size.
Q14 Do you want the exact same thing in the same location?
A14 The type of ATS is detailed in the SOW. At a minimum, the capacity of the ATS must match existing however, if an alternate solution is proposed, the solution will be evaluated for suitability.
Q15 Do you need a temporary generator solution during construction?
A15 No.
Q16 Are you looking for a new design or design-in-kind?
A16 Design in kind, however any recommendations for improvements are encouraged for consideration and approval. Due to the environment, any recommendations to increase equipment longevity are highly welcomed.
