Statement of Work Summary: Extension of Caster Deck to Support Special Handling Operations
This Statement of Work (SOW) describes the design, installation, and delivery of a caster deck extension at RAF Mildenhall Air Freight Terminal, Building 599, United Kingdom. The 727 Air Mobility Squadron, a subordinate unit of the 721 Air Mobility Operations Group under Air Mobility Command, requires the contractor to extend the existing caster deck (currently 9,945mm x 13,000mm measuring 134.97m² or 1,452.80 sq ft) by an additional 72.189m² (776.997 sq ft) to increase capacity for signature service cargo handling and facilitate future security cage installation. The extension, measuring 553mm x 13,000mm, will comprise five standard caster sections (2,600mm x 3,315mm x 208mm depth each) and three bespoke sections with a total footprint of 134.97m².
The contractor shall provide comprehensive services including design, site management, transportation, equipment, power tools, materials, labor, loading/unloading, and supervision. Caster deck specifications require galvanized steel construction with Colson JBPN 058-CC1/AT16 or equivalent swivel casters with toe guards, a safe working load of 6,800 kg per section, perforated anti-slip top plates, 65mm finger stops protruding 80mm when raised, and triangular heavy-duty steel protective edges. The extension includes relocation of the existing forklift tine recess plate (measuring 2,184.4mm x 508mm) to the external edge and addition of a matching recess on the walkway side. All protective barriers must be heavy-duty steel construction, yellow RAL 1023 painted. Work hours are Monday through Friday, 06:30 to 18:00 UK time, excluding US federal and UK bank holidays. The contractor must address security requirements (daily sign-in/out, OPSEC compliance, personnel escort requirements), provide Risk Assessment Measures and Method Statements for safety review, handle all packing material disposal, and coordinate hot work permits through installation fire services if required. Single-phase 240-volt power and mains power within 2 meters of work areas are government-furnished, along with facility restrooms. Equipment delivery to Building 599 with overnight storage is permitted with prior coordination.

Statement of Work
(SOW)
Extension of Caster Deck to support Special Handling Operations
Royal Air Force (RAF) Mildenhall, Air Freight Terminal, Bldg. 599
February 2026
1.0 Introduction
Mission The 727 AMS is a subordinate unit of the 721 Air Mobility Operations Group (AMOG) and is the sole Air Mobility Command (AMC) en route location in the United Kingdom. 727 AMS is a component of AMC under the combatant command (COCOM) of US Transportation Command (USTRANSCOM) and operates the Arial Port for the movement of cargo and passengers.
1.1 Background
The 727 AMS is the single AMC presence in the United Kingdom. It is key to the rapid movement of cargo for all USAFE UK agencies. The caster deck we installed to support cargo movements has proven invaluable and therefore we are planning to extend the existing caster deck to increase our capacity of signature service cargo and to allow for a security cage to be installed at a later date to allow for pre-positioning.
1.2 Scope
The contractor shall provide all the necessary design, site management, transportation, equipment, power tools, materials, labor, loading/unloading and supervision required to extend the existing caster deck to support Special Handling operations. The caster deck extension will be positioned to the right side (facing) of the existing deck, which is located in the warehouse, airside in the Air Freight Terminal, Bldg. 599. It is suggested that the caster deck extension should be made up of 5 standard sized caster sections and three bespoke sections for a total of 134.97m2 or 1,452.80 sq ft. Each of the 5 standard caster deck sections should measure 2,600 mm by 3,315mm and have a depth of 208mm Caster decks should have an edge protective edge and protective barrier to secure pallets from rolling off caster deck. Each standard caster deck section should include 8 pallet stops fitted to the perimeter of the deck position. An additional 5 more smaller bespoke caster deck plates will be required in order to make up the total sq footage of the extension. The existing forklift tines recess plate will be moved from its current location to the outside edge of the caster deck extension. (See design plan). There is also a requirement to add forklift tines recesses (pair) to the middle external edge of the existing caster deck to allow for pallet loading from the walkway side of the deck.
Specifications for caster deck are as follows:
• Safe working load up to 6,800 kg
• Type of castor Colson JBPN 058-CC1/ AT16 or equivalent
• Standard caster plate - Length 3,315mm
• Standard caster plate - Width 2,600mm
• Modified Standard caster plate - Length 2,600mm
• Modified caster plate - Width 2,238mm
• Total caster deck extension section to measure total 134.97m2
• Galvanized Steel
• Castor depth diameter 58mm
• Triangular protective edge – Heavy duty steel construction fitted to loading edge of caster deck
• Protective barrier fabricated from steel and installed to the perimeter of the system to protect form MHE equipment and to prevent cargo from moving off the edge of the decking prior to loading
• Type of castor Colson JBPN 058-CC1/ AT16 or equivalent
• Swivel casters with toe guards
• Litter skirts
• Perforated top plates, anti-slip top plates for internal use
