About this file
This Statement of Work (SOW) details the replacement of Uninterruptible Power Supply (UPS) capacitors and batteries at the National Center for Critical Information Processing and Storage (NCCIPS) at NASA's Stennis Space Center in Mississippi. The contract spans from the date of award through 09/30/2028, with work divided into fiscal year increments (FY25-FY28), involving the replacement of capacitors and battery strings for multiple Liebert 1000 KVA and 225 KVA UPS units across different zones (A1, A2, C1, F1, G1).
Key requirements include procurement of Original Equipment Manufacturer (OEM) authorized parts from a Vertiv Authorized Reseller, removal of existing capacitors and battery strings, installation of new components, and equipment calibration. Strict security protocols are in place, including U.S. citizenship requirements, NCCIPS escort mandates, and prohibitions on photography and personal wireless networks. Payment is structured with 40% of the project value paid upon capacitor delivery/installation and the remaining balance paid for battery and hardware installation. The contractor must provide detailed electronic reports after each maintenance visit and coordinate scheduling with NCCIPS Technical Managers.

Task Orders will be issued to Contractor for each individual fiscal year.
Section F, G, H, and I outline each individual fiscal year’s contractor requirements.
Carrier delivery/shipment of capacitors and batteries string(s) must occur from the
‘horseshoe’ roadway between B9323 and B9324; as no loading dock is available.
Unload/loading will require telescopic forklift, (ex. LULL-see photo, Appendix M), and pallet jack; vendor provided. Equipment required from time of delivery through shipment of used batteries.
Multiple conditioned storage areas are used for new capacitors and batteries. Will require forklift from one room to UPS room on day of install. Used capacitors and batteries must be transported to storage area at time of install due to space limitations. No capacitors or batteries should be stored outside.
36” safety clearances must be observed for pallets.
Enclosure flooring is painted concrete; flooring protection not required – Pallet jack cannot be rolled across door thresholds; forklift required.
Removed capacitors and batteries are to be placed on a pallet and relocated to designated storage area(s).
UPS charging adjustment must be reviewed and adjusted after installation of the new capacitors and batteries.
OEM authorized parts and/or equipment shall only be obtained through a Vertiv Authorized Reseller.
OEM installation and/or services shall only be performed by OEM Trained and Authorized Technicians.
