About this file

This Statement of Work (SOW) details a contract for designing and installing an addition to the existing shoot house for the 92d Security Forces Squadron at Fairchild Air Force Base, Washington. The project involves constructing three 40-foot training structures to be attached to existing containers, featuring an 80-foot hallway with a breech-style door exit and two 20x16 rooms with specific architectural requirements such as sliding shutter windows, interior walls, and breech doors.

Key technical specifications include painting containers in a beige/light brown corrosion-resistant paint, using treated CDX plywood to line interior walls, ensuring moisture sealing, and constructing breach doors that can withstand repeated strikes. The contractor must provide all equipment, materials, and labor to complete the project on a 120x120 ft gravel pad, following base design standards and building codes. Delivery and installation will occur during normal business hours (0700-1630, Monday-Friday), with personnel subject to base security regulations and background checks.

Statement of Work SFS Shoot House Addition

Fairchild AFB, WA

1. GENERAL: This is a contract for the design, purchase, and installation of an addition to the existing shoot house for the 92d Security Forces Squadron. The contractor shall provide all equipment, supplies, transportation, materials, supervision, training, and other items and non-personal services necessary to design, fabricate, install and make the training structure fully ready for use. Additionally, the contract shall provide drawings, and a written description of their finished product based on this statement of work and the conceptual drawings attached. These drawings will be evaluated by the government prior to award to ensure compliance with this Statement of Work. The contractor shall then provide and install a shoot house complex on a prepared 120 by 120 ft. gravel pad on Fairchild AFB based on the approved drawings. All work must be accomplished in accordance with all applicable laws and regulations, building codes and the applicable portions of the base design standards. The edges of all openings shall be finished with “U” channel or similar material permanently attached to the container so as not to present a hazard to users of the facility.

All multiple container structures shall have the door ends of the containers opposite the adjacent container. The shoot house must be fully functional when all work is completed.

1.1 BACKGROUND: 92d SFS personnel are required to conduct operations during all light conditions, to include entry into unlit or poorly lit environments, in a myriad of situations.

Their ability to illuminate and positively identify personnel as friend or foe is paramount to their capability of eliminating threats to the mission.

2. SCOPE OF WORK: The contractor shall design and install three (3) 40 ft training structures to add to the existing container structure, in accordance with the following descriptions and the example layouts in the appendices:

a. The three (3) containers would be attached to three (3) existing containers end to end

(existing construction). When attached, the first container would complete an 80-foot hallway with a breech-style door exit. The second two (2) attached containers would comprise of two (2) 20 x 16 rooms, clear spanned between the two (2) 8 ft removeable container walls.

b. From the hallway container, two (2) breech-style doorways opening inwards for the two (2) 20 x 16 rooms and positioned within 1 foot of the center wall. The long hallway container would have two (2) 3’ x 3’ sliding shutter style exterior windows.

c. One of the 20x16 rooms would have two (2) sliding shutter exterior windows, the second 20x16 room will have one (1) sliding shutter exterior window (IAW Appendix A).

d. The existing door of the long hallway would stay intact, and a breech style door would be at the end of the long hallway, a breech style door exiting. Two interior doors, both breach style, opening inwards. A pass-through frame will be required at the end of the long hallway to allow for the existing door of the long hallway to be usable.

e. The wall separating the two 20 x16 rooms must be a stable interior wall with no gaps and secured in a way that future doors could be installed. The wall opening between the structures shall be as large as possible without significantly impacting the structural integrity of the assemble structure.

f. The interior and exterior of the containers will be painted with a beige or light brown colored corrosion resistant paint matching the existing structures (antique linen).

g. Breach doors must be constructed to withstand rigorous repeated door strikes and easily repaired when damaged to the point of necessary replacement. The locking system must be able to be used in breach or non-breach mode.

h. Exterior breach doors must be flush mounted, and the threshold frame must cover the top gap, (rain drip) of the door to minimize rain/snow from entering. Bottom of door thresholds must have weather strip to minimize rain/snow from entering.

i. All shutter type windows need to be flat steel, or weather treated plywood as flush mount as possible and sealed from the top, (rain drip) to prevent run off weather from entering, hasps shall be lockable from the inside.

j. 20 x 16 rooms/containers must be lined on the inside with treated CDX plywood to limit moisture rot or mold and secured to the metal walls of the container in a way to prevent warping or becoming unattached. The hallway container segment does not require a plywood lining. All attached containers must be sealed to eliminate moisture penetration from the top and sides, and maintain structural integrity at temperature variances of 0℉ to 100℉ temps.

k. There can be no floor gaps at connections points. Pass through openings must be capped on the interior to close the openings created by adjoining the containers.

3. ORIGINAL EQUIPMENT MANUFACTURER (OEM) PARTS: Only new OEM parts or parts of equal quality (when authorized by the Government in advance) shall be used for repair. All replacement parts used for maintenance activities under this contract become the property of the Government. The faulty parts, which were replaced, remain the property of the Government. The contractor may submit a listing of all anticipated parts which will not be new OEM but of equal quality to the QAE for review and approval in advance of the work requirements or obtain the approval of the on-site QAE or designated representative prior to installation of the parts. The Government retains the right to either approve or disapprove all parts, which are other than new OEM, used in the performance of this contract.

4. PLACE OF DELIVERY/PERFORMANCE: Delivery will be made to Fairchild Air Force Base, WA 99011. Coordination with the 92d Security Forces Squadron will take place after the issuance of the contract award, ensuring timely deliver and mitigating installation access issues.
