Statement of Work

Grounds Maintenance and Snow Removal Services, Whitman Mission National Historic Site.

Part 1: Description of Work

1.1 Description: The work of this contract consists of the completion of all ground’s maintenance and snow removal at Whitman Mission National Historic Site. Contractor shall furnish all labor, transportation, tools, supplies, materials, and equipment necessary to perform grounds maintenance and snow removal services required by this contract.

A. Grounds maintenance (mowing, trimming, debris removal) will be performed to Whitman

Mission National Historic Site and National Park Service standards. Existing mowed areas are identified, park staff will provide a pre-work overview of the requirements and locations of the designated mowed areas.

B. Contractor shall clear walkways and parking area of obvious debris using preferred methods (blower, broom, power washer etc.…).

C. Snow removal services will be performed to Whitman Mission National Historic Site and National Park Service standards.

1.2 Definitions (NOT APPLICABLE)

1.3 General Work Conditions

A. The contracting officer reserves the right to adjust the requirements as warranted and in accordance with the change’s clause. The contractor will not be required to provide grounds maintenance and snow removal service that are inaccessible due to weather and road conditions.

In the event the Contractor cannot perform the required services due to inaccessibility, the contractor shall notify the COR as soon as possible after the time of scheduled service.

B. The contractor shall provide all labor, equipment, tools, vehicles, fuel, supplies.

C. The contractor’s employees shall dress and conduct themselves in a professional manner, and comply with all federal, state, and local laws as well as park regulations while providing service to the area.

D. Any changes to the work schedule or delays for any reason shall be reported at least 24 hours in advance to the COR. It is the contractor’s responsibility to assure proper servicing in all areas.

The park reserves the right to ask for scheduling changes are deemed by the COR to be in the best interest of the park.

E. The contractor shall inform all employees of all identified hazards. It is the contractor’s responsibility to ensure that all employees wear the proper personal protective equipment.

F. Contractor shall inform the COR of any unusual conditions such as vandalism, theft, graffiti, or other damage, staffing issues that may affect visitor or employee safety or the contractor’s ability to perform a task etc.

G. All waste shall be disposed of responsibly in approved dumping areas or containers off site.

H. Unless otherwise specified in this contract, contractor shall employ methods that are generally accepted and used by the industry.

I. Contractor owned equipment shall be cleaned in advance of entering sites to minimize transfer of invasive species to National Park Service owned sites.

1.4 Services and Scheduling

A. Service Frequency Chart: the contractor shall service site according to the following schedule and specific task frequencies noted below.

B. Snow removal

• Schedule of Snow Removal o Dates for Snow Removal Nov – April o Snow Removal – as needed on a 3-inch trigger.

• Snow removal o Snow removal beings with 3” of snowfall o Determine adequate snow removal equipment for site o Proved own employees, equipment, and supplies necessary to complete services o Maintain safe distance between structures and parked vehicles or equipment.

o Icy conditions may exist. Take caution during snow removal operations and maintain safe speeds.

o Remove snow from entrance road, parking areas and maintenance/housing area.

o Pile snow accordingly at north end of parking area.

C. Mowing Trimming and Grounds Maintenance

• Schedule of Grounds Maintenance o All defined mowing areas shall be maintained once a week or as requested by the

COR

o All grounds maintenance should occur Monday- Friday o Dates of Ground maintenance May – October

• Mowing and Trimming in the designated mowing area must be conducted in such a manner as to provide uniform grass height. Tasks will be performed in sequential order unless directed by COR., o Prior to mowing and trimming of all designated mowing areas, the contractor shall remove rocks an debris that are likely to damage equipment or be thrown by equipment.

o Mowing will not begin before 7:00 am o Grass and weeds shall be mowed to a height of not mor than 3 inches or less than 1-

1.5 inches within designated-mowing areas.

o All trimming of an area shall be performed in conjunction with the mowing of the designated area. Trimming with specialized devices shall be performed in areas where conventional mowing would risk damage to either the object, or conventional mowing device or risk the safety of the operator or anyone else in the area.

Consequently, special care shall be taken not to damage area trees, shrubs, wooden posts, or any public or property.

o Mow and trim around all site amenities: signs, fences, sidewalks, etc.

o Mow each side of the main road approaching the area as indicated in the designated mowing area map.

o Mow around all approach and designations sign associated with the Historic Site.

o After mowing is accomplished in the recreation are, the contractor shall remove vegetation and debris from parking lots, walkways and all other structures. Avoid blowing debris inside facilities under doors.

o Mowing shall not be performed if grounds are wet. No rutting or scalping of the ground surface.

1.5 Map of Locations

1.6 Park Regulations

A. The project site will be open to the public during grounds maintenance. The contractor shall at all times conduct his operations to ensure the least inconvenience to the public. Temporary closures may be permitted upon specific written approval of the contracting officer.

B. Do not disturb portions of the site beyond the project area.

C. The contractor shall access the project site via the primary site access drive. Do not drive vehicles off road or access non-project areas without permission from the contracting officer or park superintendent.

D. Ensure all personnel entering or working in the park are familiar with and obey all park regulations.

Park staff will intervene if they perceive any unsafe or unlawful activity.

E. Regular work hours shall be limited to daylight hours from 7:00 a.m. until 5:00 p.m. Monday through Friday, excluding government holidays.

F. Staging and Storage: The contractor shall park vehicles and heavy equipment in designated areas for contractor use. Keep driveways and entrances serving the premises clear and available to the government, government employees, and emergency vehicles always. Prevent damage to natural surroundings.

G. Invasive Species: The introduction of non-native invasive species can threaten rare and endangered species or can create new populations of non-native species not traditionally found in the park. The contractor is required to inform personnel to thoroughly clean all vehicles, equipment, tools, supplies, and materials prior to packing / loading. The park requires, and will perform, inspections to ensure Non transport of non-native species PRIOR to arriving at the park entrance. Contact the resource staff directly at least (3) three days in advance of park entry to arrange for inspection(s) at an agreed upon location outside of the park.

H. Endangered Species: Endangered species are protected by Federal law. Obey all park regulations.

Drivers must obey all traffic laws and keep an eye out for animals on or alongside road. Contact Park immediately if animal is hit or injured or will not move off the road.

I. Archaeological Resources: Archaeological resources are physical evidence of past human activity, including evidence of the effects of that activity on the environment. Archaeological resources are found above and below ground and underwater. The park will appoint an archaeological monitor during all ground-disturbing activities in archaeological sensitive areas. If the monitor discovers resources, the contractor shall stop work or relocate work to a non-sensitive area and contact the contracting officer immediately. Archaeological resources typically found in the park or at the project site will be discussed further at the preconstruction meeting.

J. Soundscape / Noise: The contractor shall minimize noise levels at the project site to protect the soundscape of the park. Perform noise-producing work!
